By Brightening a Child's Holidays, We Raise Our Own Season Spirits. ~ SCR Santa Clam will come legally in July for the more than one-half million California wage earners who work for the mioimutD wage. That's when the 3-2 vote of the state Industrial Wel- fare Commission to raise the state's minimum compen- sation from $3.35 an hour to $4.25 goes into effect. In Onm&e County, which boasts only a 3.3 percent unemployment rate, the legislation may not dig as deeply into employers' pockets as in other areas of the state. Because there is a shortage of labor locally, employers have found that they are already forced to pay slightly above minimum wage to employees. Food service-and retail operations will undoubtedly be the hardest hit by the increase, which gives Calif or- nia the highest minimum wage in the nation. The impact of the increased cost of operations is expected to be absorbed by a cut in employees' hours and an increase in the price consumers pay for goods and scr- vtces. Another possaole backlash of the increased minimum could be a snowball effect with other employees, who had earned above minimum, demanding to have their wages increased accordingly. If that happens and when employer costs based on wages, such as Social Security contributions, are added to the new totals, the result will be that no one wins the race. Living on $8,840 a year, for 52 weeks of labor of 40 hours each, is no small feat in Orange County. That's what minimum wage workers will earn when the new rate takes effect in July. The ink announcing that figure had barely dried on local news pages when a new study announced that housing in Orange County bas reached the dubious dis- tinction of being the most expensive, on average, in the state. Not only does our fair .county boast a shortage of workers, but a shortage of housing for workers, at any level of pay, who might want to fill the void. We think the new minimum wa1e could prove to be a magnet, drawing more and more marginally employ- able people into the state, and county. Locally we'd feel that impact as they found they can't live on what they earn at minimum wage in Orange County. On the other hand, our growing, healthy, economy can't survive without these workers. The time to look at the problem of survival on even a new, higher, minimum wage in Orange County has come. She was comfortable with the new financial arrangements. This was .. prudent" borrowing against the home, because she was planning to sell at the end of those two years and move to a smaller home. We occasionally bear horror stories of owners who borrow via second trust deeds, not knowing the cmtibility of the lender, and often for unwise investments. One couple borrowed SIS0,000 to fi.nance a new bus- iness. When the business failed, it not only wiped out the SIS0,000, but additional debts forced them to sell the home under less than favorable conditions. This type of borrowing can be very dangerous. Mrs. Smith's S2S,OOO loan was a good move. The equity build-up in a home is frequently the major source of income in retirement. It should be protected diligently.
