Two terms is enough," Maurer stated, "I've always said that. It's time to give someone else a chance." He said that bis council service bas brought him "great friends I never would have met if I hadn't been on the council. It •s broadened my whole life." . Maurer added that be has spoken with other potential candidates in his district, which includes Balboa Island and an area bounded roughly by MacArthur Boulevard and San Joa- quin Hills Road, tiut be does not know of anyone definitely planning to seek the seat. Two other council seats will be up for election in November, those cur- rently held by Mayor John C. Cox Jr. and Councilwoman Ruthelyn Plummer. Cox said this week that be will be runniq for reelection. Plummer was unavailable, but is widely expected to run again. also. Meanwhile, slow growth groups arc actively seeking candidates to run in all three districts, said Allan Beek of Stop Polluting Our Newport (SPON). "We're looking pretty vigorously," Beck said Tuesday, adding that there are "at least two" potential challengers to Plummer in her West Newport district, although be declined to name them. The filing period for the council election docs not open until summer. Kidnap of young boy spurs warning BY BILL HARVEY An 11-ycar-old Santa Ana Heights boy reported that he was kidnlpped from a restroom at Mariners School by a male Hispanic with a kn if c and taken to the area of University Drive and Irvine Avenue, according to Bob Oakley of the Newport Beach police. "The boy said he was then taken into a large drainage pipe where he was forced to lie down. He said his abductor then fled," Oakley said. The fifth-grader had been excused from class to go to the boy's raom, and when he failed to return, the teacher dispatched another student to find him. When it was learned that he was apparently not on the school grounds, school officials called the boy's mother to tell her that he might be on his way home. Oakley said the mother went looking for her son and found him walking along University Drive near Irvine. "She said he was crying when she found him," said Oakley. The mother and her son went back to the school grounds where they notified police of the boy's abduction. Oakley said the boy described the vehicle in which he was taken to University and Irvine as a dark-colored van with seats and windows. Newport Beach police are investigating, and school officials have asked parents to discuss with their children what to do when approached by adult strangers. Just when you think you have everything nailed down -surprise! - it all slips away. Just ask county Republican Chairman Tom Fuentes. A short two months ago, the local political scene seemed etched in stone. Longtime Republican incumbents held every state and national office, and even the city councils in the area seemed to be set for the forseeable future (though they aren't all Republicans). Well, the bombshells have been dropping pretty thick and fast the last two months, and Fuentes probably qualifies for combat pay by now. First of all , Rep. Bob Badham decided that discretion would be better than a messy rematch with Nathan Rosenberg, even though Badham figured to win again, and announced this is his last term. The vacuum was immediately filled with about a zillion candidates, led by Rosenberg and Irvine Councilman Dave Baker, several of whom can pull in some big money that might in other years have gone to Republicans in more marginal districts. Then, in the adjacent 42nd Congressional District, incumbent Rep. Dan Lungren got appointed to limbo by the governor and Legislature and, incredibly, decided to stay there rather than seek reelection to the House. Another scramble is now underway. And just last Friday, Newport Beach City Council- woman Evelyn Hart fired the shot heard 'round Republican world, announcing she will run against Rep. Gil Ferguson in the primary. Meanwhile, the Costa Mesa, Irvine and Newport Beach council races all heated up with the retirements of incumbents -Dave Wheeler, Ray Catalano and Phil Maurer, respectively. What this all adds up to is a very interesting election year for those of us who report on these events, a completely confusing election year for those who vote, and an unexpectedly busy election year for Tom Fuentes. In our opinion, though, this is as it should be. When incumbent officeholders are not seriously tested, when new ideas and fresh faces are not given the opportunity to blossom, the quality of representative democracy suffers. We urge the citizens of the area to take an active interest this year in the election process. Register to vote, certainly, but also get out and see the candidates, maybe even work actively for one. Because the crucial ingredient for a vital and responsive democracy is an alert and active citizenry. Baker Communications 883 ProcM:tial• ,... Newport lllch. CA 12883 (714) 831-1120 Ptease ...... Those reviews have broupt out the "criticl of the critics." in letten to the editon of various local newspapers. Why is anyone surprised about such criticism coming from the 71nw1, in view of the fact that that paper, the Los Anaelea Music Center, the Los Aqeles Philharmonic, and now the new Los Angeles Music Center Opera Company are all controlled by the same influences? The Philharmonic and the new opera company are bued at the Music Center's Dorothy Chandler Pavilion, named for the major donor and auidina light of the Music Center for many yean, 1!f ho is of the family that controls the 1imes. The L.A. Music Center and the Philharmonic existed in Los Anaeles for many yean without any serious attempts to create a resident opera company in the city. Inf~ Martin Bemheimer, the nme1' senior music and dance critic, did more than his share to discredit any opera ndeavon in the area for years with bis vehement obtervations. Only when it became clear hat Opera PKif .c was being ormed as a reisdent company or the new Orange County Performing Arts Center did the powen"in L.A. decide they had etter not be left behind. Bemheimer bu been far more · nd to this new L.A. opera ~-·vor (which has the bless- np of his employer) that to any My Turn • other such effort in the put. ftlmYl.lm they are in for the same vitriolic treatment. But, Orange Countians sboudl put for th increased efforts to support Opera Pacific in spite oC these attacks. While we are at it, perhaps we should reconsider the support given to the Los Angeles Philharmonic Orchestra through the Orange County Philharmonic Association, in order to give badly needed support to the Pacific Symphony. As we boast about our wonderful new ball, we should acknowledae the fact that we are the largest urban population center in the United States that has given more financial support to a orchestra from out of town than to its own. Can you imqine Bolton aup- porting the New York Philhar- monic at the expense of the Bolton Symphony, or Wuhing- ton OC residents curtailing their support for the National Sym- phony in favor of the Baltimore Symphony? The excuse that the Pacif.c Symphony is not u good u the L.A. Philharmonic is not convincing. The sooner we give the Pacific the support it deserves. the sooner it will become a f ant clau orchestra. Let's get over our inferiority complex about the Arts in Oranae County. The support given to the Performing Arts Center is so overwhelming that we need not sit around and I gnash out teeth about each review from Los Angeles. Our opera compa•y ~as made greater strides in two yean that Los Anaeles did in two decades following the building of the M•ic Center. Our P-=ifte Sym- phony is far better than the L.A. Philharmonic was in its fint decade. And we ha~ forced Los Aqelea to finally create its own opera company -the last major urban center in the nation to do so. We did it without the blessinp of the 1i1Ms. This is no time to allow them to slow our momentum. Perhaps you're retired and need regular income to pay monthly utility bills? Whatever the cue may be, if you need to count on a certain amount of money at a certain time the investment answer for you is traditional fixed income securities. These relatively safe invest- ment instruments are "fixed .. in nature because their interest rate, interest payments and maturity date remain constant. In a word, fixed income secur- ities are predictable. An invest:. ment portfolio structured around these products can either provide a pre-determined sum of money at a particular date, 'Or current income at regular inter- vals-but not capital apprecia- tion. People who invest in fixed rate securities generally are not looking "to make money," but rather for higher returns than a passbook savings account will afford. Traditional fixed income pro- ducts include bonds (municipal, government, agency and corpo- rate) in coupon or zero-coupon form, and certiflCatel of deposit (CD)I. While coupon securities aenerally pay interest biannu- ally, zero-coupon bonds are sold at a discount from face value, pay out no interest over their lifetime, letting the interest compound, and thus return face value at maturity. You can purchase bonds and CDs for short-term (one year or less) or Iona-term (more than one year). All are liquid as they can easily be sold in the secondary market. If you 're concemed about preserving capital, you should know that the price (or market value) of your securities is vulnerable to rising~ and falling interest rates, and you risk losing capital if you need to liquidate any of your holdings early. In other words, if interest rates' rise after you buy a fixed-rate secur- ity then its price will decline. On the other hand, if interest rates fall after you buy the sccutj~y, its value will increase. It's also important to note that long-term fixed rate securities carry two additional risks: first, that the issuer will still be around to pay off the debt at maturity (a concern with low-rated bonds); and second, that the value of the matured bond or CD will be eroded by inflation. You can limit the effects of these risks on your portfolio by matching your objectives to your investments and by employing a simple investment strategy, a technique called laddering or staggered maturity. The risk of rising interest rates can be Business Briefs Micah J. TIPS FOR HOMEOWNERS PROTECTING THE SELLER Initially the buyer was offended that, as brokers, we insisted that his loan application require his loan to be at .. best available rate" rather than 10.5% maximum. Since, however, he was still negotiating on the sale of his home in Hawaii, he thought it would be good for him to include the same phraseology in that contract. (The 10.5% maximum allows the buyer to cancel the transaction if the rates jump above that fisure during escrow.) Rates did jump during his escrow. His buyer in Hawaii did try to back out of the transaction, but could not because the contract read "best availa- ble rate." As a result, he was able to buy his Newport Beach home without losing the sale of his Hawaii home. In the meantime (12 months) his Newport Beach home has increased in value by about $120,000. The story is set in twelfth century France and is about a family squabble of the worst kind. King Henry II of England has reached the ripe old age of SO and has to name an heir to the throne. Which of his three 'sons will it be? Volatile Richard, intellectual Geoffrey or adolescent John? To complicate matters Henry's wife, Eleanor of Aquitaine, does not stand behind his decision. Henry would like to name John to the throne, but John is young and clumsy. Eleanor would like to have Richard the Lionhearted take over because he is her favorite. He would obviously be the best for the job and he knows it. In the middle of it all is poor, neglected Geoffrey, who announces, "What about Geoff? Doesn't anyone care what he has to say?" Fanning the domestic fires is Alais, sister of Philip of France, who was raised by Henry and ·Eleanor. The play opens in Henry's chamber where we are first introduced to Alais and Henry and we learn that they have had little more than an adopted-daughter father relationship since she was 16. The affair is no secret, in fact, Eleanor asks to see a display of affection between the two. She, too, has been very loose with her virtue and some allusion is made to a possible dalliance between her and the late Archbishop of Canterbury, Thomas Becket. All of the action takes place in the castle at Chinon, France. It is Christmas time and a court is to take place between Henry and Philip of France. After the audience is introduced to all of the characters, the play is off and quickly running from one hilar- ious sequence to the next. The play is strictly a fictional account of historical occ·urrences and might send some in the audience scurrying to their encyclopedias to check on the facts, but author James Goldman has written a master- piece and the characters in the play allude correctly to historical data. Henry is played by veteran actor Douglas Rowe, who has produced, acted in or directed more than 80 Playhouse produc- tions. His seasoned ability shows well in his very credible Henry. Jim, who is treasurer for the .. Swim for the Gold" aquatics move- ment, was filling me in on some facts. .. Swim for the Gold" is spon- sored by Corona del Mar zone parents, community members and businesses to help future CdM High Schoolers experience the exhilaration of team swim- ming in a well-planned facility. Its significance is apparent when one scans the roster of the board of directors and sees Linda and Jack Seelhorst, whose swimmers are alumni beyond the 'halls of CdM, or Scott Jurgensen, a CdM junior and fine athlete, who will be Cd M history by the time the plan reaches fruition. Their belief in this need bas encouraged them to give their time and talents to see this dream realized. Members of the Honor- ary Board, such as Marion Bergeson, John Lusk and Ray Watson, arc an inspiration to the Newport community to support this cause. Swimming has always been my favorite sport for my kids to participate in. A swimmer com- petes at many levels. for himself. his team and against his own time. The atmosphere of a meet is electrifying when whole teams of hundreds of kids direct their energies toward a common goal. That's the crux-the common goal shared by so many. Take a look at those strong, healthy bodies unmarred by the broken collarbones, skinned knees and cracked ribs of other sports. Check out the scoring system, and learn that each swimmer contributes points to the tea~ whether a winner or not.
