"Every board of education in the state is required to adopt a tentative budget prior to the end of June, .. said Super- intendent Dr. John Nicholl. "This is the first cut of what our operating budget will be for the fiscal year ... Nicholl added that another require- ment is that the budget be balanced. Part of the balancing and cost-c~tting act involved laying off 29 teachers. In order to trim an additional $I million, the b6ard also approved sending out layoff notices· to a number of classified employees. Marshall Bryan, president of Newport-Mesa chapter of the Calif omia School Employees Associa- tion expressed concern that such cutbacks could render· a lower quality of service in the district. For example, plumbers, carpenters and custodians and other maintenance workers _are among the hardest hit in the layoffs. BY CHERYL STEHLING When Dr. John Huffman was on his way back from Africa, he reflected on what to say to his congregation on Sunday at St. Andrew's Presbyterian Church. "I was teading a Time article about the Viet Nam boat peo- ple," Huffman remembered, "and how unwilling countries are to take in more Southeast Asian refugees. The magazine used the term 'compassion fatigue .... He recalled bow in 1984-85, the media was full of pictures of the bloated stomachs of Ethio- pian children and how it sparked a worldwide awareness of the plight of Third World countries. ''But we can only hear so many stories about grain rotting on the docks while government ineffi- ciency and civil wars keep the food from going to the people," Huffman said. "Many Ameri- cans have become cynical, yet, at the same time, the need is really there.,. Huffman has traveled all over the world more than 30 times, with about half of those travels in Third World countries. On this trip, he went to Kenya, Zimbabwe and Mozambique as a board member of World Vision to look at nine projects the organization has in those countries. Huffman explained that World Vision is an evan- gelical C hristian relief organiza- tion, designed to give medical aid, food , clothing, develop- ment, lessons in hygiene and well-digging to people no matter what their religious affiliation, social or political background is. "It is done in the name of Jesus C hrist , but it is not a requirement that people convert to Jesus Christ." Huffman satd . "That is just a spinoff of our commitment to the lord." Huff man said that World Vision has projects all over the world, but due to the desperate situation in Mozambique, he wanted to check projccu there. Mozambique is a Marxist government, but a group of rebels has held a reign of terror in the countryside, burning and raping villages. City Council makes board appointments There were 10 winners and 10 losers at the City Council meet- ing last week. as the council took action to fill vacancies on var- ious city boards and commis- sions. The council's appointments committee had already weeded the field of applicants down to two nominees for each of the 10 posts, and the council made the final selections in a series of votes at its regular meeting. Two incumbent planning commissioners were reap- pointed. Gary Pomeroy was selected over James Robinson and Jan Dcbay was tabbed instead of Norma Glover. Both appointments were made on 6- 1 votes of the council, with Councilman Don Strauss voting for Robinson and Glover. The surprise of the night was Charles Sword's selection to the Board of Library Trustees. The council picked him over six-year incumbent Holley Wilkinson on a 4-3 vote. Mayor John Cox and councilmembers Strauss, PhiJ Sansone and Phil Maurer sup- ported Sword. Another library board scat will be filled by Carl Writer, who was favored over,C. Ben Jackson by the council on a 5-2 vote. The downing of an Iranian jetliner by an American warship in the Persian Gulf this weekend was a great tragedy that ironically occurred as the country was readying to celebrate its independence and, as part of that, indulge in the patriotism that naturally stems from being the greatest nation in the world. That the plane was shot down because of a mistaken belief it was hostile is certain. The warship, the Vincennes, was at that time engaged in a heated surface battle with some Iranian gunboats (two were sunk), and the plane's flight path had it on course directly for the embattled vessel. What is less certain is what effect the ·incident will have on the course of events in the Gulf. Iranian leaders, from the Ayatollah Khomeini on down, are calling for retaliation and "death to the Great Satan." It '1s a cry that has been uttered many times before without being backed up by significant action. It is to be hoped that this time it's all hot air, too. In the US, many voices are calling into question the entire Persian Gulf policy of the Reagan Administration. Again, this is something that we've heard before; we hope it comes to nothing, also. On the other hand, we've also heard many voices saying that the passengers, or at least the pilot, of the Iranian plane somehow deserved to be shot down for being where they were and, in many minds, for simply being Iranian in the first place. . This thinking is the other side of the same coin that makes for such valuable political currency in Iran. It is the same sort of mindless, xenophobic, psuedo- patriotic drivel that we'd expect from the Ayatollah, but arc shocked and dismayed to hear coming from American mouths. The fact is, whatever the nationality or political persuasion of the passengers on board that aircraft, they did not deserve their fate. It was a tragic, unforeseen and violent accident that created hundreds of widows, widowers and orphans in the blink of an eye. Rather than try -either through twisted logic or wild conspiracy theories -to blame the tragedy on this nation's enemies in Tehcran, the US can show the world what we arc made of by expressing true contrition and paying reparations to the families of those who were killed. Not only would it be the right thing to do morally, but it would dampen the urge for revenge from Iran and its sympathizers in the Arab world, and would probably shore up our standing with moderate Arab governments. Tullar and Katovisich are the only Newport area players participating in this year's game, which is set to begin at 7:30 p.m. The South squad it looking to avenge last year's upset loss to the North team. Tullar (6-1,220 pounds) played on both the offensive and defensive line for Harbor this past season. For his efforts, be was chosen for All-Sunset League and first team All-CI F honon. Tullar will play center for the South team, which means be bas to shoulder much of the respon- sibility for protecting South quarterback El Toro's Bret Johnson. But it's not surprising that Tullar wu chosen to the South team since be wu a crucial part of Harbor's effective offensive line, which led the way for the Sailon' potent l'bmWaa oft'eme. practicing against some second string player.
