budget is
approved

In compliance with state law, the
Newport-Mesa Unified School District
approved a preliminary budget for the
1988-89 school year. at its board
meeting last week.
"Every board of education in the state
is required to adopt a tentative budget
prior to the end of June, .. said Super-
intendent Dr. John Nicholl. "This is the
first cut of what our operating budget
will be for the fiscal year ...
Nicholl added that another require-
ment is that the budget be balanced.
Part of the balancing and cost-c~tting
act involved laying off 29 teachers. In
order to trim an additional $I million,
the b6ard also approved sending out
layoff notices· to a number of classified
employees.
Marshall Bryan, president of
Newport-Mesa chapter of the
Calif omia School Employees Associa-
tion expressed concern that such
cutbacks could render· a lower quality
of service in the district. For example,
plumbers, carpenters and custodians
and other maintenance workers _are
among the hardest hit in the layoffs.
He warned tbat if the district tried to
contract outside for these services, the
aasociation would file an unfair labor
practice grievance.

When Dr. John Huffman was
on his way back from Africa, he
reflected on what to say to his
congregation on Sunday at St.
Andrew's Presbyterian Church.
"I was teading a Time article
about the Viet Nam boat peo-
ple," Huffman remembered,
"and how unwilling countries
are to take in more Southeast
Asian refugees. The magazine
used the term 'compassion
fatigue ....
He recalled bow in 1984-85,
the media was full of pictures of
the bloated stomachs of Ethio-
pian children and how it sparked
a worldwide awareness of the
plight of Third World countries.
''But we can only hear so many
stories about grain rotting on the
docks while government ineffi-
ciency and civil wars keep the
food from going to the people,"
Huffman said. "Many Ameri-
cans have become cynical, yet,
at the same time, the need is
really there.,.
Huffman has traveled all over
the world more than 30 times,
with about half of those travels
in Third World countries. On
this trip, he went to Kenya,
Zimbabwe and Mozambique as
a board member of World
Vision to look at nine projects
the organization has in those
countries. Huffman explained
that World Vision is an evan-
gelical C hristian relief organiza-
tion, designed to give medical
aid, food , clothing, develop-
ment, lessons in hygiene and
well-digging to people no matter
what their religious affiliation,
social or political background is.
"It is done in the name of Jesus
C hrist , but it is not a
requirement that people convert
to Jesus Christ." Huffman satd .
"That is just a spinoff of our
commitment to the lord."
Huff man said that World
Vision has projects all over the
world, but due to the desperate
situation in Mozambique, he
wanted to check projccu there.
Mozambique is a Marxist
government, but a group of
rebels has held a reign of terror
in the countryside, burning and
raping villages. Many of the
people have had to flee their
homes with barelJ •oouab to

tion is supported mainly by

television specials. His church
gives S 1.25 million annually to
causes such as this.

man might have it is to "move
beyond compassion fatigue.••

Jay Winn won a silver medal in
the coed swimming medley relay
and a bronze in the swi·mming
free relay.
Winn also won bronze medals
in the 50-yard backstroke, 50-
yard free style, 100-yard individ-
ual medley and men's breast-
stroke.
City Council
makes board
appointments
There were 10 winners and 10
losers at the City Council meet-
ing last week. as the council took
action to fill vacancies on var-
ious city boards and commis-
sions.
The council's appointments
committee had already weeded
the field of applicants down to
two nominees for each of the 10
posts, and the council made the
final selections in a series of
votes at its regular meeting.
Two incumbent planning
commissioners were reap-
pointed. Gary Pomeroy was
selected over James Robinson
and Jan Dcbay was tabbed
instead of Norma Glover. Both
appointments were made on 6-
1 votes of the council, with
Councilman Don Strauss voting
for Robinson and Glover.
The surprise of the night was
Charles Sword's selection to the
Board of Library Trustees. The
council picked him over six-year
incumbent Holley Wilkinson on
a 4-3 vote. Mayor John Cox and
councilmembers Strauss, PhiJ
Sansone and Phil Maurer sup-
ported Sword. Another library
board scat will be filled by Carl
Writer, who was favored over,C.
Ben Jackson by the council on
a 5-2 vote.
Other appointments were:
Katherine Delsack, Kym Young
and Marilee Stockman to the
Arts Commission; Vickie
Micbalczyt and incumbent
Barbara Lona to the Civil Ser-
vice Board; and Jo Vandervoort
to the Parka, Beaches and
Recreation Commission.

The downing of an Iranian jetliner by an American
warship in the Persian Gulf this weekend was a great
tragedy that ironically occurred as the country was
readying to celebrate its independence and, as part of
that, indulge in the patriotism that naturally stems from
being the greatest nation in the world.
That the plane was shot down because of a mistaken
belief it was hostile is certain. The warship, the
Vincennes, was at that time engaged in a heated surface
battle with some Iranian gunboats (two were sunk), and
the plane's flight path had it on course directly for the
embattled vessel.
What is less certain is what effect the ·incident will
have on the course of events in the Gulf. Iranian leaders,
from the Ayatollah Khomeini on down, are calling for
retaliation and "death to the Great Satan." It '1s a cry
that has been uttered many times before without being
backed up by significant action. It is to be hoped that
this time it's all hot air, too.
In the US, many voices are calling into question the
entire Persian Gulf policy of the Reagan Administration.
Again, this is something that we've heard before; we
hope it comes to nothing, also.
On the other hand, we've also heard many voices
saying that the passengers, or at least the pilot, of the
Iranian plane somehow deserved to be shot down for
being where they were and, in many minds, for simply
being Iranian in the first place. .
This thinking is the other side of the same coin that
makes for such valuable political currency in Iran. It
is the same sort of mindless, xenophobic, psuedo-
patriotic drivel that we'd expect from the Ayatollah,
but arc shocked and dismayed to hear coming from
American mouths.
The fact is, whatever the nationality or political
persuasion of the passengers on board that aircraft, they
did not deserve their fate. It was a tragic, unforeseen
and violent accident that created hundreds of widows,
widowers and orphans in the blink of an eye.
Rather than try -either through twisted logic or
wild conspiracy theories -to blame the tragedy on this
nation's enemies in Tehcran, the US can show the world
what we arc made of by expressing true contrition and
paying reparations to the families of those who were
killed. Not only would it be the right thing to do morally,
but it would dampen the urge for revenge from Iran
and its sympathizers in the Arab world, and would
probably shore up our standing with moderate Arab
governments.

North-South All-Star prep foot-

Tullar and Corona. del Mar's
Todd Katovisich to be in the
thick of things.
Tullar and Katovisich are the
only Newport area players
participating in this year's game,
which is set to begin at 7:30 p.m.
The South squad it looking to
avenge last year's upset loss to
the North team.
Tullar (6-1,220 pounds)
played on both the offensive and
defensive line for Harbor this
past season. For his efforts, be
was chosen for All-Sunset
League and first team All-CI F
honon.
Tullar will play center for the
South team, which means be bas
to shoulder much of the respon-
sibility for protecting South
quarterback El Toro's Bret
Johnson.
But it's not surprising that

"Children of a Lesser God"
chronicles the romance and
marriage between a high-spirited
deaf girl, Sarah Norman (Boyd)
and the teacher who was hired
to help her to learn lip reading
and how to speak, James Leeds
(Rich Jackson).
Sarah and her mother (Teri
Ciranna), haven't spoken to each
other for years and Sarah is
bitter. Her mother prefers to just
bury her head in the sand con-
cerning Sarah's affliction. When
James visits Mrs. Norman a first
then a second time, she begs him
not to come a third time.
There is much dissension at
the school between the deaf
students and the administration.
A particularly bitter and rebel-
lious student, Orin Dennis
(Steven Shults), wants to take
the lldministration to tut for ita
-US and them" attitude. He hires
a lawyer, Edna Klein (Alice
~ane Ensor), to ~ their case
and wants Sarah and James to
help out.

Rowden said that Jackson
was not taught to be a fluent
signer, because his character is
noL However, Shults ·is now
fluent in ASL. His character,
Orin, is able to speak, and so
is the character of Lydia (Laura
Hinsberger). Both are not deaf
is real life, but were very con-
vincing in their speech. Acc'ord-
ing to Rowden, they visited a
school for the deaf to try and
get the vocal sounds right. Shults _
dilcovered that talkina while

trator, Mr. Franklin (Larry
Blake), ii a comical character,
who doesn't want to fire James

James and Sarah when they first
meet are funny, as be tries to
explain to her in sign language
what veal piccata is and she tries
to show him how to sign
"milkshake."
The set, designed by David
Sca~one, is simple, yet versa·
tile. Black and white does not
detract from the action and
blocks can become trees, a booth
in a restaurant or living room
furniture . Since the action
moves around from classrooms,
to the Leeds• apartment, to a
meadow with a duckpond and
more, ll minimum of .set chang-
ing is ·involved.

Newport is proud that she has

Buying trips for her stores took

While in Washington, Kemp
received her real estate license
and met her futu re husband,
Clif, wh o is an Ornage County
native. He has a background of

agement., She moved to Califor-
nia, and they were soon married
aboard a boat in the bay. The
Kemps own a home in Big
Canyon and have always worked

Before they joined RE/ Max,
however, they were hired as a
team to start and run a cha.in

further than that. I set up a
computerized system for the

Her wearing of many hats
involved working I 2 to I 4 hours
a day and doing much traveling.
After her two-year commitment
was finished, she felt the need
to get back into residential real
estate.
"I talked with Patrick Tenore,
who I knew was looking for an
assistant," she remembered.
"But we both agreed that I could
do better on my own."
She wound up with Craig
Batley at RE/ Max, where she hit
the deck running. She got very
busy and had many open houses
simultaneously and was
exhausted. At the same time, the
poster print store owners
decided not to go with a national
chain. That left Clif with some
free time to help her out with
open houses and walk-throughs.
