If some Corona del Mar residents
have their way, an eroded beach at
Carnation Cove will be restored from
what ii now mud flats and debris.

decided that a storm drain was respon-
sible for washing away a beach and
exposing Edison and Pacific Bell
Telephone cables, according to resident
Mike Farley. The drain services 490
acres of Corona del Mar and when there
is a storm, water rushes out at a rapid
rate, spewing garbage and debris,
Farley said.
"A group of engineen had looked at
the problem and one solution was to
put sand back into t1-e be~h~" said
Farley. "But a sflort~of funds c;aused
the matter to Clie a natural death.,.
Since then, a group of new residents
to the area have voiced their concerns,
Farley among them. Edison has put its
cables into bedrock, but Pacific Bell is
still studying solutions.
At high tide, the water laps up against
the seawall and casual observers would
never know the magnitude of debris just
a few feet down. But what riles the
homcownen is the unsightliness once
the tide is out, not to mention the
danger posed to children who walk in
the area of the exposed cables. Farley
recalled when a neighbor helped pull
out a child who had become trapped
in the cables as the tide was rising.

Mar is dead, at lealt for the moment.
In a move that surprised most
observers, Emerald Associates
withdrew its application to build the
home lea than an hour before it was
to be considered by the City Council
Monday nipt. About JOO opponents
of the plan were at the council meeting
when the withdrawal wu announced.

the withdrawal was a surprise.

·Brothers, alleged
burglars, arrested
A team of brothers who police
believe are responsible for more
than SO auto burglaries over the
last eight months were arrested
last week, minutes after an
alleged radio theft.
Westminster residents Jeffrey
Summers, 27 and his brother
Gary Summers, 24, were
arrested last week by Newport
Beach Police after a patrol car
spotted the pair's Honda CRX
on Ford Road, said Newport
Beach Police spokesperson Greg
Armstrong.
Working from a previous
de.scription of the suspects' car,
Officer Gary Milius stopped the
brothers on the Corona del Mar
Freeway (73) at Bristol Street,
found three car stereos and was
able to arrest them without
incident, Armstrong said.
Police said the pair are sus-
pected of being the auto burglary
ring which preys on upper-
middle class neighborhoods and
prefers radios and goods from
Mercedes Benz to lower priced
cars.

tions between the Newport-
Mesa Unified School District
and the teacben' union have
been deadlocked for more than
a year, union vice president
David Brees said tbe groups are
ready to go to the table again.
But Brees is more optimistic
this time around and said every-

said the survey revealed a dis-

One district draws
crowd for election

It could be a crowded field in
the city's second council district
in 'November's municipal elec-
tion, that is if the four people
who have obtained candidacy
forms from the city clerk return
them by the August 12 deadline.
Four persons in the second
district, including incumbent
City Councilwoman Ruthelyn
Plummer, have taken out the
forms, indicating an intention to
run. The others arc: Newport
Shores Community Association
president Ninfa O'Brien; city
Environmental Quality
Committee member Geneva
Matlock; and Edward Hepner,
a political newcomer.
The second district is located
in the West Newport area of the
city.
Two other council scats will
also be up for election, those in
the fifth and seventh districts,
covering the Balboa Island area
and inland Corona dcl Mar,
respectively.
In the fifth district, incumbent
Councilman PhiJ Maurer has
announced be will not seek a
third term. Former Chamber of
Commerce president Ralph
Rodhcim and Stop Polluting
Our Newport founder Jean Watt
have both taken out papers to
run in that district, but neither
had returned the completed
forms as of presstime Tuesday.
In the seventh district, only
Mayor John C. Cox Jr. bas
taken out papers. He bas said
several times be intends to seek
reelection. He ran unopposed in
1984.
Candidates have until August
12 to file the papers necessary
to secure a spot on the ballot.
That deadline will be extended
five days in any district in which
in incumbent docs not file by
August 12.

The Economic Crime Unit of
the Detective Division is
warning local business people of
fraudulenl telephone solicitors
who are using the department
name to collect money.
Solicitors arc calling local
business owners and asking
them to advertise in the "Police
Officer's Association" magazine.
A .. hard sell"tcchnique is usually
used in order to convince the
customer to advertise in the
magazine, said Newport Beach
Police spokesperson Greg Arm-
strong.
Neither the Newport Beach
Police Employee's Association
or the Newport Beach Police
Department arc involved in or
endorse these solicitations.

organization conducting these
solicitations is requested to

resident care of seniors, on
Pacific Coast Highway at Hazel
Drive, adjacent to the Five
Crowns restaurant. The building
was proposed to be 32 feet talJ
at its highest, with a flagpole
extending to 52 feet above
ground level. It would have
housed approximately 100 units.
Even though the plan OK 'd by
the commission was scaled down
considerably from the proposal
originally submitted for the site,
the surrounding residents
opposed it as being too large for
the area and appealed to the
council
Attorneys for the residents
also argued that the city's
general plan for the area docs
not f ulfiU state requirements and
thus no permits could be issued
until the general plan is amended
to conform to those guidelines.
A suit to block construction was
threatened if permits were
issued.
Proponents argued that the
building would be no higher
than the Five Crowns and some
surrounding homes and that the
traffic generated by the senior
care facility would be less than
that created by the current
commercial use on the site.
Emerald Associates president
Jon Christison Tuesday morn-
ing said that he'd like to bring
the plan back after the city
completes a revision of the
general plan now in the works.
Part of that revision will bring
the Corona dcl Mar area within
the state guidelines.

Doing it right the
next time around
y./ ell, once again the slow-growth phoenix has risen
from the ashes of an electoral defeat and once again
the community is saddled with an aging eyesore for the
foreseeable future instead of a new, useful structure.
We're talking about the so-called A.T. Leo site on
Pacific Coast Highway in Corona del Mar. A conscien-
tious local developer, Emerald Associates, had proposed
a senior care facility for what is now the site of an antique
commercial center. In response to community input, the
developer had shaved off much of building's bulk
(including the entire fourth floor of the original plan),
and saw even more eliminated by the Planning
Commission before it approved the plan.
The result was a proposed structure that would have
been the same height as the adjacent Five Crowns
restaurant -and the same height as some of the homes
the opponents of the plan returned to Monday night
-that would have caused a net reduction in traffic
below the current commercial use, and that at the same
time would have provided a much-needed 24-hour care
facility for some 100 of our elderly citizens.
The arguments of the no-compromise, slow-growth
contingent (fresh from another rejection at the polls in
June's primary) were thus on pretty shaky ground, so
they brought in some attorneys to look at the fine print
and -guess what? -they found a technical flaw in
the city's general plan, caused by state legislation which
came after the plan's adoption, that could be used as
a lever to threaten legal action if the plan were approved
by the council. (
Faced with this threat, the developer wilhdrew the
proposal pending an amendment to the general plan
that will remove the technical grounds for a suit. We
hope that in the course of updating the general plan,
the site will also be clearly reserved for a senior care
facility of the type that Emerald Associates proposed.
We'd also like to say that we believe Emerald
Associates was not treated very fairly in this matter -
either by the community, which rose against the project
and refused to consider modified proposals, or by the
city, which frankly dropped the ball in the general plan
documents.
As the general plan revision moves through the
process, we urge all those involved to rethink their
positions, so that if and when this proposal is again
submitted the outcome can be something that will benefit
this city and its citizens, and not the continuation of
a status quo that nobody wants.

Arvo kept things hopping
Perhaps the warmest compli-
ment paid to me in Newport
Beach was the pat on the back
from a veteran City Hall watcher
who said a dozen years ago that
I covered City Hall better than
anyone except Arvo Haapa.
Haapa was the founding pub-
lisher of The Newport Ensign,
and for many years, he was a
one-man editorial staff-except
for his wife, Peg. He never
missed a city council meeting in
the early days, and he stayed to
the numbing end of the meeting,
no matter how late it became.
It's a shame that Hop won't
be around to celebrate The
Ensign's 40th birthday next
month. His widow, Peg, bright-
eyed and perky as usual, can take
the bows. And she should,
because she shared the personal
sacrifices so necessary to keep
The Ensign going in those early
days.
Arvo and I had a common-
and mutual-background, com-
mon because it was with Scripps-
Howard newspapers, be in Ohio
and I on the old San Dkgo Sun.
We learned early bow to live on
practically nothing. Peg and
Gwen can testily that it's not
easy. But then, nothing in newa-
paperiq really ever ii.
I fant met Hop almost 20 yean

daily newspaper almost single-
handed. Also, for a year and a
half, I wu Hop 'I weekly com-
petitor when I wu the editor of
the Newporter-M~lll N~ws, after
Gary Burrill bouaht it from
Stuart Karl. It wa fun covering
the same local events with Hop

Dear Editor:
As far as any sensible, prac-
tical and fiscally responsible
solution to the worsening Cali-
fornia transportation problem,
one of the major obstacles to
resolving this problem is the
gridlock that exists in ou.r Gov-
ernor's head. His obstinacy and
footdragging in providing lead-
ership on this obvious crisis is
unbelievable and does not bode
weU for the future of our state's
economy.
The same "Do-Nothing" high-
way improvement policy that
existed during the eight-year
Brown/ Gianturco regime now
seems to have filtered down to
the six-year Dcukmejian Gover-
norship period that bas existed
so far.
This adds up to 14 years
during which time very little has
been accomplished other than
general maintenance and filling
"potholes." During this same
time frame tremendous popula-
tion growth and car registration
have occurred. As a direct result,
aJong with a tragic lack of
foresight, is it any wonder the
gridlock ch ickens now have
come home to roost.
The time is long overdue when
some leadship should show up
in Sacramento and "bite the
buUet" on this growing problem
instead of all the rhetoric and
endless reports on this problem
with very little actual completed
highway improvements that
would benefit the California
motoring public.
It is unreasonable and inex-
cusable that the legislators have
allowed this situation to exist so
long. The citizens of this state
are entitled to something better
than the neglect that bas
occurred in solving California's
transportation problems.
If further procrastinatio n
occurs, it will only mean that
higher construction costs wilJ
eventually be thrown on the
backs of the taxpayers. M ore air
pollution wilJ develop during the
interim due t o the extreme
freeway congestion and the
drivers will have more stressful
driving conditions to contend
with which contributes to a
lower safety factor.

U.S. potoists ready tor Olympic action

Each week the Olympic
Games in Seoul, Korea loom
closer for U.S. Olympic Water
Polo Coach Bill Barnett andnis
team.
Jn late September in Korea,
the months and months of prep-
aration and hard work of teams .
like Barnett's will culminate into
Olympic competition.
But the U.S. squad will receive
an early glimpse of who they face
in the water polo competition in
Seoul when they travel to Duis-
burg, West Germany to compete
in an eight nation water polo
invitational this week.
The event which runs from
August 1-7, includes some of the
top water polo teams in the
world such as Yugoslavia and
West Germany .
.. Our players arc getting tired
of practice," remarked U.S.
Olympic Coach Bill Barnett.
"They are anxious to get out
and play. You can only practice
so much before you get restless,"
added Barnett, who also heads
up Newport Harbor's water polo
program.
Barnett has been involved
with the coaching the U.S.
Olympic team si nce 1985. The
U.S. team members follow a
rigorous training program in
which they practice six days a
week, five of them at Newport
Harbor's pool. They are
attempting to cram in as many
practice games as they can
before Olympic action begins.
Since January, the U.S. team
has played 26 exhibition games
against international teams in
various locales including
Havana, Cuba and have won 17
times.
Still, Barnett remains cautious
about predicting bow his team
will fare against their Olympic
rivals in the invitational.
"I think this team is right
where it should be now. Hope-
fully, we11 be competitive in
Europe. Some of best teams in
the world (Yugoslavia) will be
competing and they arc tough,"
Barnett explained.
"There arc no pushovers in
this invitational."
Other countries competing in
the event are Spain, Holland,
Hungary, Romania, and Austra-
lia. The Soviet Union, which bas
one of the strongest squads in
world competition, is not par-
ticipating in the tourney.
Last month, the U.S. squad
took four of six games from
Yugoslavia's team.
"Winning those games gave us
a lot of confidence. This team's
playing bas improved a lot
because of practice games like
that one," Barnett added.
Barnett intends to use the
European invitational as an
opportunity to scout the play of
the other Olympic teams.
"I can watch the style of play
of each team and then try to
figure out how we can beat
them."
Rcccntly,Barnctt trimmed his
roster down to l S players from
18.
In the series against Yugosla-
via, several of the standout U.S.
players included James Berge-
son of Newport Beach, Craig
Wilson, and Jody Campbell,
among others. Each should also
play a significant part in the

Bergeson is the only Ncwpor-
ter who plays on the U.S team.
Barnett described the team's

in the co-cd softball leagues in
Newport.
The Sutter Home Winos arc
becoming the team to beat in the
8-23 co-ed softball league held
at Bonita Creek Park each
Thursday night.
Sutter Home's squad edged
past the Sheraton Sailors 12-10
recently to chalk up their eighth
straight win this season without
a loss.
The second place team in the
league, Cheers, is looking to
hand Sutter Home their fint
setback. In an earlier meeting
between the two teams, Sutter
Home prevailed by a single run.
Cheers rests two games behind
Sutter Home in the league pen-
nant race. Cheers' team pounded
the Hammond Hammers' team
12-5 this past week to remain in
the running for the league pen-
nant.
"Wevc been waiting for this
game for a weeks," remarked
Cheers' pitcher Scott Wilson. "I
like our chances against Sutter
Home. We're not worried about
them because I think we can beat
them and take the league title."
If Cheers plays as well as they
did against Hammond
Hammers' last Friday night,
Wilson's prediction could be on
the money.

Hammers', Cheers' broke out of
their pattern of sloppy defense
which characterized their play
earlier in the season.
Cheers used a combination of
strong defensive play and con-
sistent bitting to clinch the
victory.
"I think we're on a roll,"
commented Wilson.
"We didn't make any stupid
errors which is what hurt us
earlier in the season." Wilson
added.
"We're playing much better as
the season progresses."

raises $50,000
· The Byron Scott "1988 Chal-
lenge for Children" held this past
weekend raised about $20,000
more for charity than the event
'did last year.
The weekend long event
included a celebrity-amateur
tennis tournament held at the
Newport Marriott Hotel and
Tennis Club, a black-tic dinner,
and pro-stars basketball game
played in the Bren Events Center
in Irvine.
Brian Mcinerney, who is Los
Angeles Lakers star Scott's
manager, estimated this year's
event garnered $53,000 which
surpassed last year's total of
$30,000.

If you invest in individual
stocks and bonds, you have to
decide where to keep these
securities. Your choices are to
bold them younelf or leave them
at your brokerage house (known
as keeping them in "street
name;.
Herc are some questions I'm
f rcquently asked about where to
keep securities.
What does leavin1 aecurities
in street name really mean!
It means that your shares of
stock or your bonds, along with
those owned by the brokerage
firm's other customers, are reg-
istered in the firm's name. The
number of shares or bonds you
own is clearly and legally estab-
lished through your purchase
confirmations and account
statements from the firm. Divi-
dends on stocks and interest on
bonds are paid to the firm and
are credited to your account.
Why should I leave my secur-
ities in street name?
First, convenience-espe-
cially when you· want to sell. If
you're an active investor, it's
almost essential to keep your
stock and bond certificates at
("'
your brokerage bouae. Other-
wise, you 11 constantly be send-
ing securities by messenger or
overnight delivery to meet set-
tlement deadlines, risking poaai-
ble loss of the certificates in
transit.
Second, your earnings can go
to work much faster. If you have
a centralized cash account (such
as Sheanon Lehman's Financial
Management Account), your
brokerage firm immediately
reinvests your dividends and
interest payments as you have
instructed-typically into a
money-market fund. If the issuer
mails these payments to you
instead, you could lose up to two
weeks' earnings while the check
is in transit and while you wait
fo r it to clear.
Third, you can quickly bor-
row money against your invest-
ment portfolio at very compet-
itive rates. But to qualify for
margin loans you must leave
your securities in the physical
possession of your brokerage
firm.

rower, you probably don't need
them on band at all times. Upon
request, your brokerage firm can
deliver certificates to you in
short order.
Investors who participate in a
corporation's dividend reinvest
program must be stockholders
of record, which means keeping
your own certificates unless your
brokeraae firm will bold stock
registered in your name. This
type of custodial service is
available at some brokerage
fll'llll including Sheanon Leh-

Finally, some people fear
delays in receiving SIPC pay-
ments if their brokerage firm
should experience ftnancial dif-
ficulties. The best guarantee
against this possibility is to deal
only with long established, well-
capitalized firms. If you choose

very new or financially weak
firm, then you should take
delivery of your securities. If you

Kord, 59, is music director of
e Warsaw Philharmonic,

international career began in
1967 with the Leningrad PhiJ-
harmonic and Moscow Bolshoi,
and he bas since been engaged
as guest conductor in major
music centers around the world.
In December 1972, Kord
made his American debut con-
ducting the first Metropolitan
Opera Russian-language version
of Tchaikovsky's Pique Dame.
Since then, he has returned to
the Metropolitan Opera for
productions of Cosi fan tutu,
Aida, Boris Godunov and Mac-
beth.
Kord made his successful
Pacific Symphony Orchestra
debut last April in a program of
Bartok, Liszt and Berlioz, at the
Orange County Performing Arts

sober fun. This is not just a local
effort but a nationwide effort to
keep Db ate on their Gradua-
tion Night.

said that in the past a student
died every year at graduation
time in a drunk drivinl accident
until the idea of Grad Night
became a reality. Thanks to a
network of bard-working par-
ents. that statistic is no longer
true. Yet other adults attempt to
sabotage this effort and offer
their kids a party with alcohol.
Can you imagine the reaction of
the parents who have just spent
a year preparing for this night?
A recent UCLA study indi-
cates that Orange County ado-
lescents lead the nation in the
use of alcohol and other drugs.
ftnt--time cocaine use is twice the
national average. While the
good news is that the use of
marijuana is down significantly,
alcohol, the number-one dnaa of
choice of OraDF County youth,
is u widely med as ever. with
37 .S percent drinking heavily,
(five or more drinb at a time)
on a regular basis.
Parents who serve alcohol to
minon are not doing them any

favors, and they arc also break-
ing the law. According to Detec-
tive LaVonnc Campbell of the
Newport Beach Police Depart-
ment, many adults assume that
it is legal to serve alcohol in your
own home to youths who arc 18
or older. This just isn't true.

be liable for any accidents that

all the argumcnb-ob., we make
1ure they sleep over. we take
away their car keys or they call
Saft>-Ridcs. Would those same
parenll allow their unlicensed

hope not.
Those who take a firm stand
against serving alcohol to
minors arc not alone. A recent
cff ort of PRIDE and the
Newport-Mesa Drug Advisory
Committee was a Safe Home
pledge signed by hundreds of
parents in this communify wtio
share this view. There was barely
enough room for all the names
published in the latest issue of
Parent PowerliM, a newsletter
sent to every family in the
district. We don't sit around
dreaming up ways to spoil kids'
fun; instead we join hands with
parent groups all over the coun-
try who recognize the epidemic
of drug use by school-age child-
ren and want to weave a safety
net around them because we care
so much about them.
Another favorite pastime of
teen-agers is .. partying" when the
folks are out of town. Remember
when the word party was a
noun? One went to a party or
gave a party. Now it's a verb and,
according to my underground
network of very cool teen-agers,
panying includes alcohol and
frequently other drugs. When
that partying happens to be at
your house when you went to
Palm Springs for the week-end,
it's embarrassing, infuriating
and often dangerous.
We all face this dilemma at
one time or another: an oppor-
tunity to get away for the week-
end alone and a 17-or 18-year-
old who argues that they are too
old fo r baby sitters. There are
a few strategies that may help
protect your house and your

one of their first items of bus-
iness was to remove the homeless

Ocean sunsets and white-
water, city lights and panoramic
views of Catalina and downtown
Laguna Beach can be enjoyed
from almost every room in this

The home's architecture con-
tains the ambience associated
with Laguna. Sandblasted
woods, teak cabinetry and
floon, many windows, some in
stained glass, vaulted ceilings,
tile, decks and many levels

The home was formerly
owned by an artist. The original
structure was built in J 973 and
added o n to over the yean. The
remodel was designed by Chris
Abel and completed this year by

has a mahogany-framed glass
windscreen. The deck and pool
is a piece of art. The artist
designed the deck with special
Utah terra cotta inlaid with
patterns of Japanese and Span-
ish tile. The pool bas an inter-
esting mosaic pattern set with
many imported tiles. The artist
enjoyed swimming in lagoons, so
the mosaic design wu hil intes-
pretation of the lagoons, with
sunbursts and blue depicting the
sky. The artist used 89 different
types of tile to create the mural.
Forty-seven tile squares were
designed, then cut at the pool
site, into various shapes. Tiles
from Japan, ~orea, Spain, Por-
tugal and many special tesserals
from Italy were used, including
the Venetian gold leaf used for
the sun bunt center.
