of the Corona del Mar Kiwanis Club
takes the club's motto, "We build"
seriously. He would lite to see mcm-

70 to more than 100.
The newly elected officen to take
their seats on Oct. 1, in addition to
Davis are Dave Hibbard, president
elect; Marion Halfacre, first vice
president; Jack Mills, treasurer, Brian
Robinso~ secretary; Harry Hartstein,
immediate past president and J ocl
Carlson, Scuttl~butt editor.
The Board of directors arc Mike
Ashe, Jim Perry, Harold Coopridcr,
Joel Carlson, Joe Mauriello, Al Stock-
ton, Bob Loughridge and John Wikle.
All have the same interest to sec the
club reach the $25,000 goal for the
Marian Bergeson Aquatic Center at
Corona dcl Mar High School. The
major f undraising activity will be the
annual pancake breakfast. rummage
sale and raffle on Sunday, Oct. 23
beginning at 7 a.m. Many exciting
doorprizes will be offered.
"We are an important service club
in Corona del Mar," said Davis ... I am
hoping to continue the growth of our
club and when people in Corona del
Mar think of service, they will think
of the Kiwanis."
Tickets for the pancake breakfast will

Orantt County is the key to Cali-
fornia and California is the key to the
nation in November's presidential
election, spokespersons from the
Republican and Democratic parties
agree.
Both say their main concerted effort
is voter registration and are striving to
bring their numbers up by the October
11 deadline. The national election,
when Republican Vice President
Geortt Bush and Democrat Michael
Dukakis will face off, is November 8.
Tom Fuentes. chairman of the
Orange County Republican Party, said
that voter registration is the most
critical focus at this time.
"Right now, we have 212,000 more
registered Republicans in Orange
County than Democrau, .. Fuentes said.
1bat is the highest margin in our
history here. It helps to give us national
notoriety as the country's most Repub-
lican county."
Fuentes said that volunteers are
contributing heavily to the voter
registration effort. Another focus is on
getting already registered Republicans
to get out and cast their votes, or
GOTV. Get Out The Vote. Volunteers
arc being recruited to walk precincts
and make telephone calls.
On the Democratic side, worker Tim
Carpenter remains upbeat even though
the numbers of voters registered to the
Democratic Party arc not as high as
for the Republican Party.

General Plan changes to council
A package of amendments to the
city's general plan, which bas been
under study for months by the city staff
and Planning Commission, will make
its debut before the City Council
Monday night.
To accomodate the staff brieimg and
public testimony on the plan, the
regular City Council meeting will begin
at 6 p.m. The public bcarina on the
general plan is set for 7:30 p.m.
Among the features of the amend-
ment package are:
• Changes in the zoning of older
residential areas, mostly on Balboa
bland and in West Newport, to reflect
current land use. These include chang-
ing some multi-family designations (R3
or R4) to two-family or single-(amily
housing (1U or RI) and cbangin.1 some
R2 parcels to RI.
• Raising the minimum number of
square feet necessary to build a duplex
from 2,000 square feet to 2,375 square
feet.
• Placing a basic floor-area ratio of 0.S
on commercial properties (that is, the
total enclosed area can.not exceed one-
balf the buildable area of the parcel).
This can be incre •ed in certain cues.

The theme of both prograll)s
was the same: how we react to
our children. The TV program,
I no longer remember the station
or the moderator, cited several
scientific studies done by prom-
inent rcsearchen in early child-Thia study reminded me of the

Dear Etlltor.
The recent accidental ahoot-
in1 of Sundaaa Bryant bu
prompted a number of articles
and editorials. Within boun of
the incident, accu1ation1 of
wronadoing were made by
Marlena Bryant and her attor-
ney. llepreaentatives of the
police department and this off"JCe
have responded to inquiries
from the pre. and constituents
regarding the events that led to
the tragic incident and the
potential liability of the city. We
have responded honesdy to these
inquiries and have expressed the
compassion and sympathy we all
feel for Mr. Bryan~ his wife and
their children.
Our expressions of sympathy
and concern have not always
appeared in print. My comments
reaarding the absence of legal
liability have been wrongly
interpreted by some as indicative
of a lack of personal concern for
Mr. Bryant and his family. The
city of Newport Beach, the
..
council, staff and raidenta are
all saddened by the eventa of
Sept. S and we pray for the
speedy recovery of Mr. Bryant
with as little hardship on his
family as possible. However, the
penonal concerns of individual
council memben and staff can-
not cbange the way we admin-
ister taxpayer dollan.
Public entities are very differ-
ent from private corporations in
terms of their ability to respond
fmancially in situations such as
this. The city can only pay the
medical bills of an injured per-
son if it is legally liable for those
injuries. A determination of
legal liability will likely be made
by a judge or jury some time in
the future after all the facts att
known.
Again, we extend our sym-
pathy to Mr. Bryant and his
family.

A paean to our
great community
If there were any doubts as to the primacy of Orange
County among the communities of this nation, and
indeed the world, events of the past week should dispel
them.
We are, indeed, living in the Athens of the West.
Let us recap some of this week's news:
• Democratic presidential nominee Gov. Michael
Dukakis paid not his first, not his second, not his third,
but his fourth visit to the county this week, amid analysis
coming from both sides of the political fence that points
to Orange County as the crucial battleground for the
entire national election in 1988. Keeping the margin of
Republican victory down in the Orange County, so the
thinking goes, is vital to Dukakis' carrying Calif orni~
and California is the key to the election.
• At the time of this writing, three days into the Olympic
Games in Seoul, the U.S. has two gold medals -both
won by Orange County athletes, Greg Louganis of
Mission Viejo and Janet Evans of Placentia. More
medals arc expected for both, and the favored U.S. water

Answering some questions about NMUSD
There have been a lot of
questions and rumors circula-
ting lately about the Newport-
Mesa Unified School District,
and rd like to take this chance
to put the record straight. What
follows arc some questions I've
been bearing from the commu-
nity, and the answers.
Is the school dJstrict In finan-
cial trouble?
have already lost money. This,
combined with oventaffing, left
us with a deficit -which meant
that we had to borrow money
from our restricted reserves to
cover the 1987-88 general fund
shortfall.

lion in reserves that can only be
used for facilities -not ongoing

The school board meets on a
regular basis on the second and
fourth Tuesday of each month,
at 7:30 p.m. at Harper Center,
425 E. 18th Street in Costa
Mesa. The public is welcome.
What led to the financial
problems?
A part of the problem was due
to an increase of only 2.4 percent
in state education spending for
the 1987-88 school year. The
other part was due to a declining
enrollment at the high school
level and overstaffing.
Why didn't you do something
about it earlier?
In early J 987. the Governor
proposed a 2.4-percent cost of
living adjustment for education.
We felt that with thousands of
concerned parents, teachers,
administrators, a nd citizens
writing letters to the Governor
a nd Legis lature, that this
amount would be increased to
5.5 percent.
A s it turned out. it was n't
increased and the people of
California received a tax rebate
even though there was plenty of
money to add to the K-12 edu-
cation budget.
Education expenses increase
by 4.5 to 5 percent annually and
wben you receive a cost of living
adjustment of 2.4 percent you
If we didn't want to go further
into debt, we had to reduce our
staff. Thus, we laid off some
teachers and a number who
retired were not replaced (about
65 positions, total). We reduced
the classified staff -i.e.
teacher's aides, groundskeepers,
custodians, etc. -by another 65
positions. Management and
administrative positions were
also reduced thro ugh retire-
ments and transfers. Combined,
all these steps will save us about
$3 million out of the 1988-89
budget and we should be able
to live with a n increase in
educational spending of 4.1
percent, as proposed by the
Governor and Legislature.

Harbor High School and Estan-
cia High School when you were

The landscaping projects had
been in the works for several
years, as are the projects out for
bids at Corona del Mar High

They arc challenging the dis-
trict's right to collect developer
f ccs for residential and commer-
cial development, to fund capital
projects. Since January of 1987
the district has collected about
$2.5 million in developer fees .
Part of this money has been used
to build new science rooms at
Costa Mesa High School and for
re-roofing and air conditioning
repairs at Estancia and Corona
del Mar high schools. There are
many mo re major capital
improvements that need to get
done. as well; none of which
could be funded otherwise.

The City of Newport Beach is
going to plant trees around the
perimeter of Ensign School; not
at the school's expense, but at
the city's expense, to improve the

Many times in high school
football, it takes several games
for a team work out their prob-
lems and begin to play up to their
potential.
For some teams it's a season
long process that never comes to
fruition.
For Newport Harbor High's
1988 squad it took about seven
quarters.
A fourth quarter surge led by
running back Tom Walker
enabled Newport Harbor's foot-
ball team to win their first game
of the season with a 10-0 shutout
of Ocean View High this past
week.
But the Sailors face a tougher
test tomorrow night against
Huntington Beach High in a
home game at 7:30 p.m.
The Sailors• Coach Jeff Brink-
ley remarked on the eff cctiveness
of Huntington Beach's defense
in his assessment of the upcom-
ing game.
"I saw them play against
Corona del Mar a couple of
weeks ago and they're a good

Warren Johnson grabbed six
receptions for 62 yards to lead
the Sea Kings in the receiving
department. Greg Haack pulled
down two passes for 32 yards
while John Katovsich had two
catches for 19 yards.
The Sea Kings exploded for
21 points in the second half and
let their defense do the rest after
that.

of Johnson playing defensive

Centennial
When the revenue cutter Cal-
ifornian docks at Lido Village
Sunday morning, Master of
Ceremonies Orange County
Supervisor Thomas Riley and
Newpert Beach Mayor John
Cox will be on hand to open the
festivities.
Just one of the many Orange
County Centennial celebrations
planned, the tall ships will dock
in Newport early Sunday morn-
ing with lectures and dedications
beginning at 10:30 a.m.
Riley is scheduled to speak
about the festival's purpose and
define its relationship to the
Centennial. while Cox is
expected to give a short history
of the tall ships and their earliest
impact on Newport Beach, said
Festival spokesperson Jody
Tyson.
A 100-gun salute will signal
the hoisting of an Orange
County Centennial flag and the
Californian crew will raise flags
for each city in Orange County.
Alona with members of the
Californian, the crew and cap-
tain of the Pilgrim will also be
included in the morning festiv-
ities.

South Coast Repertory
kicked off its 1988-89 tribute to
the American playwright, mark-
. ing the theater group's 2Sth
season, with Arthur Milltr's
"The Crucible," in a truly spell-
binding production.
The play chronicles the inf a-
mous 1692 Salem witch trials, in
which 19 innocent peo ple lost
their lives. Mass hys teria reigned
as young girls, in this era of
repression, dared to dance in the
forest under the supervision of
a black slave woman.
When the play opens, two of
the girls arc unconscious in their
beds and arc deemed bewitched
by a so-called expert whose help
was enlisted. Even in this emo-
tionally gripping performance, it

the actions of these simple
people, who live in constant fear
of everything, even each other.
Miller did extensive research
into the Salem witch trials and
wrote the play at the height of
another sort of witch hunt, the
H ouse Un-American Activities
Committee's grilling of Holly-
wood penonalitics. As in "The
Crucible," friends turned against
friends to save their own necks.
Fingers were pointed, threats
were made and while no one lost
their lives at the hands of the
HUAC, plenty of lives were
ruined. In "The Crucible," all an
accused person had to do waa
"confess" and forgiveness was
granted. If not, be or she would
hang. In the HUAC hearings, a
person who would name names
was absolved .
.. The Crucible" is full of high
d rama, screaming and the ever-
prcsent sense of foreboding.

forest. Equally dreadful is the
drab green every character
wears, indicative of their close
association with nature. The
clergy arc the only ones who
deviate from the green by wear-
ing oppressive black.
The Rev. Samuel Parris (Jar-
ion Monroe) is at the forefront
of the accusations, as it is his
daughter, Betty (Nicole Parker),
who is "bewitched." Parris is not
well-liked by his congregation,
so he reacts by making them f car
him.
At the other end of the spec-
trum is John Proctor (James
Sutorius), one of the accused,
whose only crime is getting f cd-
up with hellfire dogma and
plowing on Sundays. He com-
mitted the unpardonable sin of
illicit sex with one of his house-
maids, Abigail Williams (Kath-
erine Hiler), who was hired to
help h1s sickl y wife, Elizabeth
(Kandis Chappell).
Sutorius gives an excellent
performance and makes t he
skeptical Proctor come alive.
Another notable performa nce
was that of the black slave
woman, Tituba (Fran Bennett) .
Tituba will do anything to get
deported to her native Barbados,
even if it means confessing.
Bennett gives a comical account
of her sins .
Ann Putnam, the hysterical
mother of one of the girls, was
played by Anni Long, who
makes the hysteria believable .
One of the play's more lovable
characters is the fe isty Giles
Corey, played by Robert
Comthwaitc, who gets the last
word in, even as the noose is
around bis neck .
Chappell give a stcding per-
formance of Eliubeth, whose
goodness is her own undoing.
H this were a melodram~ then
the character of Deputy-
Govemor Danforth (I. M . Hob-
son) would surely be called a
villain and hissed by the
audience. He is the prosecutor
at the trials and becomes so
puffed up with bis own impor-
tance, even the clergymen ques-
tion his judgments .
"The Crucible" should defi-
nitely be on the must-see list. It
continues through October 13.

Interest rates are constantly
changing. la this good or bad?
The honest answer is: It
depends. If rates are rising, and
you're looking to invest, it's
probably good. However, if
rates are rising and you want to
borrow, it's probably not so
good.
While there's really nothing ,;. ,.. we as individual investon can do
to influence interest rates, an
. understanding of the factors
involved can help us make more
informed investment decisions.
The interest rate is dcfmed as
"the cost of using money." As
such it is governed by the laws
of supply and demand as well
as a variety of other economic
influences.
For instance, the high interest
rates of the late '70s arc often
attributed to the corresponding
rise in certain commodity prices,

afternoon. Yolanda Morales,
the new consultant at the Orange
Coast Interfaith Shelter, smiles
warmly in greeting each child as

invited to help paint the "space-
ship" in preparation for Imag-
ination Day in the near future.

While great numbers of chil-
dren everywhere arc involved in
after school programs while
their parents work, these chil-
dren are dealing with the prob-
lems that led them to the tem-
porary shelter they call "home"
for now at the Orange Coast
Interfaith Shelter in Costa Mesa.
Morales explained her plans
and her program for after school
houn.
wrhis is not only a play period,
but a time we try to ma.kc as
beneficial to the children here a
possible," she stated. "We have
12 families now who will stay for
up to 60 days, with food and with
coumeling to help them stay
together and become self-
supporting.
"'The play group is important
for therapeutic reasons as well
as social interaction in a coop-
erative environment. The chil-
dren learn conflict resolution
without the use of name-calling
and bitting. We discuss feelings
and take on the responsibility to
complete tasks. We have a
system here where points arc
earned on participation. com-
pleted tasks and successful use
of social stills within the play
group. They are rewarded with
a special goody from the goody
bag.
"Because the children arc in
transition all the time, they need
help in staying f ocuscd. They are
not used to making attachments;
some are extremely passive and
others aggressive as a way of
dealing with their anxiety and
problems."
One of the children began to
talk about scary nightmares and
worries while he painted on the
project. He received positive
feedback not only from Morales
but from the other children, as
they volunteered their own
experiences with scary dreams.
He seemed to f ccl better after the
discussion.
Morales is well qualified and
her background is most impres-
sive in professional experience.
She is a licensed marriage and
family counselor in private
practice and also with the Los
Angeles Job Corps. For 15 years
she was an administrator of
Western Youth Center in Ful-
lerton where she developed the
Family and Children Day Treat-
ment Center, a psycho-social
model with emphasis on the
individual child at various stages
of development. In addition, she
was at the Alternative High
School in Irvine with the SELF
program (Secondary Education
Leaming Facility). working with
adolescents.

Morales spoke about her own
period of homelessness when, as
a young gir~ her parents were

when her mother was sent to the
state mental institution in Cama-
rillo, California. She is a third-
generation Mexican American
born in Santa Moni~ as was
her father, a commercial fisher-
man who was not home much.
She was alone at age 11 and
cleaned houses until she found
a place to live with a Presbyter-
ian minister and bis wife.
Because of her thint for knowl-
edge, she did extremely well in
school, skipping grades and
graduating at age 16.
"I always remember having a
sense of purpose, despite the
hardships." she commented.
Married at 17, she had five
children and divorced 16 years
later. It is difficult to imagine
that this young-looltin& ener-
getic woman is also a grand-

The blossoming of
a problem teen
My friend has a young son
who has been a trial to her since
he was born. He was a needy
little boy who wanted to be liked
but acted unlikable. He always
had trouble in school. When the
phone rang, my friend knew it
was: the elementary teacher who
recommended him for a special
class; the intermediate school
dean, who told of attention
deficit disorders and failing
grades; or, more recently, the
high school principal calling to
report non-attendance and DG(l-
graduation. _/
The only teacher who ever
called to say something nice
about Jason was a US history
teacher who believed, in spite of
all evidence to the contrary, that
Jason was, in fact, quite smart.
Juon revved up enough to study
for one of this tcacher•s Civil
War exams and got an easy •A·.
Then. as if to prove that he did
not want to make anybody too
excited, he failed almost every-
thing else.
Finally, my friend decided
that she bad had it. She told
Jason that he had to get out of
the house. It broke her heart to
do this, but there it was. She
recommended the Armed Ser-
vices. These days, the recruiting
officer demanded a high school
dipJoma, she added.
Jason refrained from graduat-
ing to avoid this option. How-
ever, a Navy recruiter decided to
take a chance on him anyway,
and suddenly Jason was off to
the Midwest. He had never been
away from bis heavy metal
posters. He was a skinny little
fellow with long droopy hair,
pale skin, and the most picky
appetite in the Western world.
Plain hamburger. No vegetables.
No mixing of food. You could
circle his waist with your hand,
if you really wanted to.
Last week bis mom called me.
Seems he had written a letter to
his despised older sister, with
whom he had not had a pleasant
conversation since birth. Jn it be
bad asked her to write. He had
also written his mom, asking for
letters from anybody. He said be
was saving his pay, and would
send some home tp both of them.
This put the sister into shock.
He added that be was eating
three squares a day, includin1
shrimp casserole. Relatives were
called in distant states. Shrimp
casserole quickly became family
legend. He wrote to this great
aunt, telling her he loved her.
Realizing we had a serious
case of homesickness here, J
wrote him a letter, attaching
quarters for the coke machine.
I told him bis mom was a peach.
I nagged him about bis brains
and his chance to finish his
diploma. Blah, blah, blah.
I just got a letter addressed to
"Aunt Sue."' I never realized be
was so fond of me. He said he
bad gained 25 pounds. His hair,
which I had seen in a photo, was
now short and jock-like. The boy
was good-looking. He told me
be was planning to go to college
via the Navy. He thanked me for
the quarters. He spelled well. He
used commas. He looked for-
ward to seeing his family.
Know what? I am looking
forward to seeing him too. rm

Harbor Pointe is one of Cor-
ona dcl Mar's newest neighbor-
hoods and has already received
prestige status. This week's
f caturcd home at 4 Harbor Point

When new real estate agents
in the Harbor Arca go to their
first meeting of the Newport
Beach-Costa Mesa Board of
Realtors, quite possibly they will
be greeted by U nclc George
Williamson, a fixture around the
area since 1955.
"If they don' know Uncle
George, they haven't been in real
estate very long," said William-
son. who is very proud of his
long association in Harbor Area
real estate and with the Board
of Realtors.
Uncle George was born
George Washington Williamson
85 years ago. His me mory is
phenomenal, and once he starts
talking about the old days, he
is a walking history book.
Especially when it comes to
the history of Hollywood, where
be moved his family in 1911.
Before he received the moniker
of U nclc George. he went by the
name of Strawberry, because of
his ruddy complexion and bright
red hair. He attended Holly-

wood High School and was a yell
leader there for four yean, quite
possibly setting the stage for
later life, where he is always one
to inspire others not to "bide
their lights under a bushel."
And Uncle George's light
shines brightly.
His father was a builder, and
most of what can be seen in
North Hollywood today has the
Williamson touch on it.
While Uncle George is the
grand daddy of Harbor Area
real estate, he could also pass for
Colonel Sanders of chicken
f amc, from his white hair to his
goatee.
"You'd be surprised how
many people have asked me if
I am Colonel Sanders," said
Williamson. "We might be out
to dinner and someone will walk
up and ask."
Uncle George has been mar-
-ricd to wife De Vere for 56 years.
They have one son and two
grandsons who grew up on
Balboa Island.
Uncle George bad a variety of
professions before he entered
real estate in 1955. He owned a
service station in Sherman Oaks
and during the war years,
worked for Lockheed Aircraft.
F0Uow1ng the war, he worked
as a physical therapist for the
Berry Foundation. With the
demise of the foundation, Wil-
liamson got his real estate license
in La Canada.
He first worked with Seven
Islands Realty before establish-
ing his own company.
Members of the Board of
Realtors realized that Uncle
George's winning personality
was a big plus, so he was encour-
aged to become active in the
organization. He was selected as
Realtor of the Y car in 1961 and
served as board president in
1963. He was appointed
sergeant-at-arms in J 974 and bas
become more of a greeter. While
he does not now actively sell real
estate, Uncle George is always
present at the board meetings
and bad a record of not missing
a meeting in 25 years. He has
been an ombudsman for the
board, a job that he enjoyed
immensely and is a Director for
Life. He has traditionally led the
group in singing ••God Bless
America" at its meetings.

The average price for a resale
home in the second three months
of the year was $271,000, com-
pared to $249 ,SOO in the first
quarter. RE/ MAX Broken are
forecasting an average hike to
$321,000 by third-<1uartcr's end
on Sept. 30.
The report includes the Har-
bor Arca, ranging from Newport
Beach, where the average was
$400,000, to Costa Mesa, where
the average was $275,000 in the
second quarter.

Protection Act of 1973 (Pub. L 93·234), 87 Stal 980,
which added Section 1363 to the National flood
Insurance Act of 1968(Title XIII of the Housinaand Urban
Development Act of 1968 (Pub. L 90-448)), 42 U.S.C.
4001 ... 128, and 44 CFR Part 67A(a).
These elevations, topther with the floodplain manqe.
ment measures required by Section 60.3 of the NFIP
recutations. are the minimum that ate required. They
should not be construed to mean the community must
change any existina ordinances that are more stringent
in their floodplain management requirements. The
community may at any time enact stricter requirements
on its own, or puSU1nt to policies established by other
Federal, state or rqional entities. Thes& Pf 1(1
elevations will 1lso be used to calculate the 1ppropiate
flood Insurance premium rates for new buildinas and their
contents ind for the second layer of insurance on exstin1
buildinp and their contents.
Pursuant to the provisions of 5 USC 605(b), the
Administrator, to whom authority has been delepted by
the Director, FEMA hereby certifies that the proposed
flood elev1tlon determinations, if promulpted, will not
have a significant economic impect on 1 subsblnti1I
number of small entitles. A flood etevltion determination
under Section 1363 forms the basis for new local
ordinances, which, if adopted by a community, will iowrn
future construction within the floodplain aru. The
elevation determinations, however, Impose no restriction
unless and until the community volunt1rily 1dopts
floodplain ordinances in accord with these elevations.
Even if ordin1nces are adopted in compliance with
Feder1I standlrds, the elevations prescribe how hlah to
build In the floodpllin and do not prohibit dewlopment.
Thus, this action only forms the bllsJs for future local
actions. It imposes no new requirement of itself it hlS
no economic Impact.

detailed methods are shown on the preliminary revised
