Francis Mullins Delancy, who
pleaded guilty last week to charges of
bribing a public official, did not receive
the sentence be deserved, says police
and prosecuting Deputy District Attor-
ney Gregg Prickett.
"I'm not in the least bit satisfied with
the sentence. I think it's inappropriate
in a bribery situation to have the
def end ant merely pay money when the
·crime was offering money for a business
deal," Prickett said.

Concerned that the $800,000 price tag
for a new restroom at the bue of the
Newport Beach Pier was too high, the
council voted S-2, with Phil Sansone
and Ruthelyn Plummer dissenting, to
rebid the two projects separately.
Conceptual designs of the McFadden
Wharf improvement were approved last
year, and propose to create a plaza at
the bue of the pier, remodel the existing
lifeguard bcadquartcn and to include
a new public restromn on the westsidc
of the structure.
But Newport Beach Mayor Donald

$800,000 on a pubUc restroom was ..

Councilmembcr Evelyn Hart's motion
to reject all bids and start over.

Attorneys for the Building
Industry Association (BIA) have·
submitted a proposal to Super-
ior Court Judge Leonard Gold-
stein, stating that the Newport-
Mesa Unified School District
should pay back the $3 million-
plus in developer fees it has
collected since J 987.
Now it is the district's tum to
submit a counter-proposal and
Superintendent Or. John Nicoll
said he will be meeting with
attorneys this wee .

The district began collecting
the fees of S 1.53 per square-foot
for new construction and 25
cents per square-foot for com-
mercial developments' in Janu-
ary, 1987;following the passage
of state legis lation. The BIA
sued the district d.uring that
summer .... and the triaf ended this
pasr August. Goldstein handed
down a preliminary ruling on'
Nov. 28 t~at the district has
improperly collected the fees.
When Goldstein has both
proposals in hand, he will have
JO days to make a final ruling.
Greg Lindstrom, attorney for
the BIA, said the district is
obligated to make refupds to the
plaintiffs, some of whom are
homtowners.
The funds were earmarked for
improvements to some of the
district's school facilitie and
nearly $800,000 of the $3 mill ion
has already been spent, Ni coll
said.

6 percent this year although
some store owners claim current
remodeling efforts dampened
their usually lucrative season.

good holiday season "'given the
economy and the remodeling."

It's worth a try
Richard Nixon •s simile, "like a pitiful giant," was invoked
to describe the U oiled States' inability to exercise-its true
power tliroµgb force in international politics. -
If Mr. Nixon were once again involved in California
state politics, his phrase might be used, aptly, abO~t
Calif omia •1 repeated failure in the last 20 years to figure
as a deciding factor in presidential elections.
· But what if ... ?
But what if California-on its own-decided to vote
for president one year, or thereabouts, in advance of the
rest of the country? '
The federal Constitution does ·dictate that general
elections be held on a certain date, but the question of
primaries is another matter.
Furtlfermore, evertir1be fedcratConstitution precluded
an official primary vote, wouldn't it be possible for
California to stage a non-binding "beauty pageant" election
that would allow Calif omia voters to put their stamp on
the. conduct of national elections-rather than waiting
around for other states to determine who's In and who's
Out?
Florida already does this. They have such an informal
"election" well before the famous Super Tuesday, abeit
not in the preceding year.
Such an end run would, perhaps, give California-the
most populous' state in the country-a chance to put its
mark on the electoral process.
It might even allow California's dog to wag its tail, so
to speak., instead of waiting for months to be wagged by
such accidentally consequential states as New Hampshire
and Iowa.
California is particularly suited to an electoral guEmUa
action of this kind. ·
It is a media state, considering the Lt>s Angeles co-
domination with New York of access to network newsholcs.
Cameras and reporters would have to go downtown-not
across the country-to get the story.
California is getting to be racially and ethnically diverse
enough to provide a perfect microcosm of national trends.
At least for the first year, the California "election" held
in, say, September or October of the year ante-dating the
"real" election, wol\Jd have the advantage of eclipsing
pollsters like Gallup and Field.
Above and beyond that, the Calif omia results just might
stand as a benchmark for political debates from Day One.

Sometimes we become so
familiar with an investment term
or use it so casually that ·we lose
sight of what it really means.
.. Stock" is just such a term~ Most
of us use tl\c word every day-
and we may own a lot of stock-
but we rarely stop to think about
what it is we actually possess.
To most people, stock means
f ommon stock. Shares of com-
mon stock arc the basic owner-
ship units of a corporation, each
representing an equal share of
the company. (Every sbare-
hol.der owns the company .. in
common .. with every other
shareholder, hence the name,
common stock.)
Owning common stock is the
most direct way to parti.~ipate in
the company's success and to
in.crease your ~apital. Simply
put, if the corporation grows and
prospers, the value of its com-
mon stoek will rise, enriching
shareholders with capital gains
. and, most likely, divid~Qds.
A! experrenced investors--
know, however. common stock
prices of even large. well-run ·
companies · go down as well as
up, resulting in capital losses as
well as gains. And many growing
companies pay no dividends at
all. choosing instead to put all
tlheir earnings back into the
business.
Investors who arc more com-
fortable with prospects of steady
income and limited risk. may
wish to bypass common stock
altogether i!l favor of preferred
stock. This is a hybrid security,
representing an ownership inter-
est-in the company (like common
stock) but also similar in signif-
icant ways to Jong-term bonds.
Preferred stock is "senior" to
common, in that its stock-
holders' claims on the corpora-
t ion for payment of dividends
and on corporate assets ·in the
event of liquidation come before
any claims by the common
stockholders. At the same Sime ,
preferred stock is "junior .. lo an .
the company's debt; this mean,
all other creditors would be paid
off first-if the company were
dissolved.
A key characteristic of pre·
fcrred stock. is that it pays
dividends at a stated annual rate.
But there are exceptions to this
rule, and you should understand
what you can do to protect
yourself before buying preferred

issues.
The pref erred dividend can be
decreased or even omitted
(known as being 44passed") at the
discretion of the board of direc-
tors if the company has financial
problems. But if you buy cumu-
lative preferred, passed divi-
dends will pile up and eventually
must be paid to stockholders.
Most pref erred stock is non-
participating. that is, the divi-
dends never change, no matter
how high the common stock
dividends may rise: But a minor-
ity of preferred issues are par-

of these various types of stock
for your portfolio is a job best

The following is Dr. Angelrs prescription for peace of
mind from his book of verse Seek It Lovingly:
1): Strike a balance between work and play-between
seriousness. and laughter. Go to church regularly. Also to
the ballgame.
l): Stick with the truth even if it makes you look or
feel badly. Falsehoods are like wandering ghosts.
3): Forgive your enemies as part of the price you pay
for the privile,e of being forgiven. Realize that you are
sometimes a "pain in the neck" yourself.
4): Walk. Get lots of. air and sunshine. OCcaaionally
some rain or snow in your face; some dirt o~ your hands.
5): Talk your troubles and mistakes over with someone
you trust. Your dreams, too.
6): Don' underestimate the ability of God to straighten
out a situation-even when you can'· And give Him a
little time. ·
7): Discriminate among your fears. Learn to tell which
ones are useful-which ones are destructive .
