ously voted to honor Fine by
naming the varsity baseball fie ld
in his memo ry.
Fine's wid ow, Esther, pres-
ented a check to the dist rict for
a n end owment fu nd , which will
be used for scho larships and
capital imp roveme nts to the
field . The Fine's two da ughters,
Kim and Andrea, unveiled the
memorial flag pole, which is a
ship's mast with a d edica tion
plaque. In additio n, there is a
scoreboard with the name o f S tu
Fine.
Esther read a poem that
summed up bow she and the
children f cit at that moment and
concluded with, "I hope that
Stu's memory lights the path for
you."
Winding up the ceremony was
the traditional thro wing o ut of
the first ball for a warm-up game
between the N HHS and Wood-
bridge High School baseball
teams . Lo ats was the batter,
Be njamin Fine was the pitcher,
de Boom served as·umpire and
Bill N una n as catc her. Benja min
wound up and Loats m issed the
ball. which struck Nunan in the
Knee.

follows: It's a supercharged line-
item veto: it is a better tool for
the pres ide nt than line-item veto:

item veto does; and for two

powerful.
First. line-item veto. like any
type of veto under the
Constitution. has to be exercised
within 10 days of presentment
to the president. R escission
authority can be exercised at any
time during the fiscal year.
Second. line-item veto require
the president to literally line out
an item from the budget. It's
either in or it's out. Rescission
can be either whole or partial.
so you can take a program from
100 percent to 70 percent or to
zero or to a nything in between

of this session was over the
proposed Congressional pay
raise. What impressions did you
get from that battle?
CC: ... (Rep.) Bill Dannemeyer
(R-Fullerton) was the one man
who, like David and Goliath.
took this on and forced, s ingle-
handedly. through parliamen-
tary maneuvers. a vote when it
was quite clear that those who
control the noor of the Hou e
were not going to permit a vote.
It was very interes ting to watch.

Bill Dannemeyer brought that
about. It was very impressive to
me and to think it made me feel
especially good because some-
times being new in a body of
more than 400, you wonder
whether o r not one per on can
make a difference. Well, that was
a hining example of how one
• person can turn a ituation

Money is boon
"Money is the mother's milk of politics."
The late Jess Unruh said many important things in his
long politicaJ career, but none was so memorable or more
accurate than that statement, made when he was Speaker
of the Assembly and the acknowledged "Big Daddy" of
California politics in the 1960s.
It is because of money that being chair of one of the state's
major political parties is now a desirable position for
ambitious politicians. It is no longer .more of a figurehead
position that anything else, which was the case for many
years.
The reason is that the people of this Golden State saw
fit to enact political reform last year in the form of Proposition
72.
Money has been the boon and the bane of politicians. Under
the previous structure, the leaders in tbe Legislature became
the de facto heads of their politicaJ parties in the state. That's
because the legislative leaders, such as Assembly Speaker
Willie Brown and former Minority Leader Pat Nolan, used
their considerable staff resources to become major fund-
raisers. They would gather huge war chests of funds, then
parcel out these funds to selected candidates around the state.
Proposition 73 changed an ·that. The people correctly
decided to prohibit a politicaJ candidate from transferring
his or her campaign funds to another candidate. The initiatives
also limited individual contributions to a candidate to S 1,000
per candidate each fiscal year.
Garage produces treasures
A great amount of a political campaign is dedicated to
voter registration and getting out the vote. . . particul.arly
getting out the voters one thinks are most apt to vote correc\ly.
depending upon one's point of view, of course.
However, there are no such restrictions on contributions
to the official political parties, money that can be spent' on
registration and voter turnout. So, the parties will have to
assume the nuts-and-bolts jobs of registration and getting
out the vote. Candidates will have to concentrate using their
more limited resources on their own qualifications and issues.
Also, the parties can contribute up to $5,000 each fiscal
year to each candidate, meaning up to SI0,000 this calendar
year and another $5,000 next year. . . that's a potential
$15,000 per candidate between now and the 1990 elections.
It is because of this new power and high-visibility potential
that Democrat Jerry Brown successfully sought to be his
party's state chairman. He has the potential to raise large
sums of money for the Democrats. But many party faithfuls
arc worried about his inability in the past to be a good
administrator and manager. He never could be bothered with
the details of governing, can he now be bothered with the
nuts-and-bolts of party organization?

root roses and fruit trees were
late in budding, and azaleas were
at least a month delayed in
blooming.
But the warm days got the
juice in plants and man active
again. and it was good to mell
the damp earth fre hly cultivated
and see how smart and clean a
newly planted plot appears. And
cleaning up the garden led to
cleaning out the garage, and here
was a whole shelf of publication
first editions. and it was a hock
again to be reminded of just how
great a graveyard for periodicals

basketball team this season.
Weston Johnson. a reserve
guard who didn't play much this
season. drove that point ho me
Friday night as he sank three free
throws to lift the ea King into
the 3A finals for the first time
since 19 I when they won the
division title.
Cd M rallied late ;n the game
to upset Mo rningside. 57-56.
This Saturday at Los Angeles
Sports Arena at 2:30 p.m .. the
Sea Kings fa ce probably their
toughes t test in postscason
action against Trabuco Hills in
the 3A division final.

Thursday at the evening concert
presented by Rabbi Shlomo
Carlebach. He provided an
evening rich with mus ic.
whistling and torytdling about
traditional Jewi h values.
His tories and his music
stres ed the need for all to make
a conscious effort to pay close
attention to tho e clo c to us and
to freely expre s that love. He
gently chided those husbands
and wives abo ut the way they
speak to each other.

good time is in store for all. This
play has been done many times
aro und theater's in Orange
County, but the group at GGCC
merits paying attentio n to. For
example, the intimate size of the
theate r puts the audie nce right
in the action.
The result is many madcap
chases through Ro me, mista ken
identities and intrigue. And with
all this action taking place, they
even manage to sing the very
entertaining songs. As the o pen-

DARE was formed in 1983 by
the Los Angeles Police Depart-
ment. Campbell underwent 80
hours of intense training with
three to four hours of homework
each night. to become a certified
DARE instructor. And she was
also awarded at the Mariners
graduation with a special medal
for being at the head of her class
during her certification.
Instead, these sixth graders
from Mariners School wore
brightly colored shorts and the
black t-shirt with DARE em-
blazoned across the front. Last
week's Drug Abuse Resistance
Education (DARE) graduation
of the Mariners' students
marked the first for the
Newport-Mesa Unified School
District and the Newport Beach
Police Department's new
program.
Special guests present were
Police Chief Arb Campbell,
Sherry Loofbourrow, Judy
Franco, members of the school
board, Fred Carter, director of
students services for the district,
Newport Beach Councilperson
Evelyn Hart and Captain Tony
Villa of the Newport Beach

pated to see what they can look
forward to next year.
