Jet ski enthusiasts may have
their motors stalled next
Monday night if the City Coun-
cil decides to restrict the sport
to early morning and late night
hours.
Unlike many other Orange
County cities, Newport Beach jet
skiers have no operating limita-
tions; a policy that has drama-
tically increased the number of
skiers, said Marine Director
David Harshbarger.
.. Conflicting usage by bathers,
surf en and jet skiers bas become
more frequent and there is a
corresponding increase in diver-
sion of marine penonnel to cope
with safety," Harshbaraer said.
The Parks, Beaches and
Recreation Commission has
recommended that the council
adopt an ordinance to restrict
the launching of jct skis and
other vessels on the ocean front
beaches from May I through
Sept. 30, between the hours of
JO a.m. and S p.m .
In addition, the ordinance
mandates that skien must oper-
ate at least I 00 feet past or
seaward of the surf line.
.. We already regulate the
swimmers and the surfen for
their own protection. Jet skies
are dangerous to swimmers and
surfers so we are asking that they
be limited too. We've had some
warnings and a few accidents,"
Harshbarger said.

honor. Photographer Mark McGregor won an honorable mention for a feature photo in
the on-the-spot competition and John Colletti was awarded with an honorable mention in

• More than I, ... runnen and walkers are expected to take part in Orange Coast College's
fifth annual Tribute Run. set for May 13 o n the OCC campus. Sponsored by the college's
Associated Students, the event will feature a SK run/ walk through the campus. The run i
conducted annually to raise funds to support a worthwhile campus enterprise. Last year·
run supported OCC's Disabled Students Center. Proceeds (rom this year's event will go the
Re~ntry Center.
A stroller and wheelchair race begins at 8 a.m. and the 5K gets underway at 8: 10 a.m.

Last week's 1989 Youth Expo
at the Orange County
Fairgrounds brought out thou-
ands of students to participate
in the the me ... Sails. Whales and
Pirate Tales.··
Special events were on tap for
three days. with contests
designed around the them, fo-
cusing on positive accompli h-
ments of Orange County Youth.
This year marks the tenth for the
Expo.
Opening day on Friday was
de ignated as Field Trip Day
and tudents visited from miles
around to enjoy a fun a nd
educational experience.
School projects were highligh-
ted, games and hands-on
participation, as well as voca-
tional. artistic and academic
competition.
And, yes, there still is a 4-:H
Club in Orange County. as
several exhibits proved.

Keep curfew;
limit skiers
Come Monday, the -Newport Beach City Council

community .

fiscal responsibility to the city. The two sugested
ordinances may have an impact on both. One
proposes to change the beach curfew from midnight
to 10 p.m. and the other would limit the hours of
jet ski operation.
City Marine Director David Harshbarger has
recommended the jet ski ordinance in an effort to
decrease the number of close calls and accidents
that have occurred between the sport enthusiasts
and swimpiers. The Parks, Beach and Recreation
Commission has also given the ordinance their seal
of approval.
Safety of all patties involved should be the top ·
priority of the cOW¥=il. In past years they have seen
t~e . ~isdom of regulatin~ the sport of surfing by
limiting peak hours to swimmers only. By following
the same course with jet skiers, the City of Newport
Beach can help ensure the safety of all water lovers
and protect the city coffers from avoidable lawsuits
and costly settlements.
Finances and safety are also at the heart of our
opposition to the request by several homeowners
associations to close the public beaches at 10 p.m.
The current curfew is midnight.
· Proponents of the earlier closure time claim that
tr~c and the cruisins problem will be cased by
this move and that it will "better assist police
enforcement" because shift changes occur at
midnight.

, Sailina is a tiring sport.
' When I first set out to find
the true story behind the New-
p~rt Beach to E~nada race, I
had visions of relaxing atop a
beautiful luxury vessel, sipping
mai tais as we sailed slowly into
the Mexican sunset.
I discovered my mistake early
on.
As I called around to the local
yacht clubs looking to hitch a
ride, I began to piece toaetber
the r~al spirit of the race: yell,
sere~ threaten, drink heavily
(or not at all) but do anything
to get there fint.

Sure, I wai sure. How often

and many of them don't want
a woman aboard, especially one
that doesn't know how to sail"

there have never been any inci-
dents of that nature, thankfully.
He was starting to waver, but
I could sense his reluctance. So,
1 moved in for the kill, "I can
cook."
That sealed the deal.
Two weeks before the race. 1
sauntered down to the Hidalgo
to meet some of the crew and
sail around the bay. What a great
way to spend the day, or so I
tbOqhL Seven boun, many sore
mmcles and bruised lep later,
I had come to the conclusion
that this little pleuure cruise wu
goina to be work, hard work.
I also discovered that the boat
just doesn' go where you point
it, and that strateay and skill
play into the whole picture. I'd
always fiaured that you pointed
the boat and it went in that
direction. Seemed to mate sense
at the time.
By the day of the big race I
was havina extreme doubts
about this assignment. I even
went so far u to get a seuickness
patch. I was taking no chances.
We motored out early that
momina and I had a chance to
~t the crew. There seemed to
be a rhyme and reuon to this
bunch.

disaster. •

boats who had started earlier; ...... .
. Because we were in the Ancient ·
Mariner clus, we were the last
to start.
The sailina wu smooth, t~
crew pleasant and fun and the
weather was 1or1eou1. Our
strategy was to i.ail inside of the
Coronados Islands rather than
around them. Captain Fred
fipred we miaht win the race
this way. By midnipt I won-
dered just bow wen this ~rew was
at naviptina, there wu hardly
a boat in siaht .
As I naviptcd my way around
the lurctiina stove. the crew was
busy navigating the Hidalao to
get the best of the wind. And
around 4 p.m., we spotted
Enscnada Bay and the famous
Stars and Stripes catamaran
mot-0rin1 back to San Dic10.

• A CIUDo prilon acapee was arrested and a stolen new
$40,000 Corvette was recovered Monday after a 17-minute
punuit ended in a minor car crash in Costa Mesa. At S p.m.,
Officer Kirk Jacobi, a rookie in his first week of solo patrol,
observed the car-beading westbound on West Coast Highway
at Riverside Drive, about a half hour after hearing a county
wide broadcast of suspect, James Robert Htuby, and lhe car
dc$cription. ·
A chase ensued up Brookhurst Street into Huntington
Beach, across Adams Avenue into Costa Mesa and ended
at 3390 Harbor Boulevard, where the suspect was taken into
custody at gunpoint, said Newport Beach Police Spokesperson
Bob Oakley. Although the white Corvette easily outran the
patrol cars, the Costa Mesa helicopter kept it in sight. Hruby,
22, originally of Mission Viejo, apparently took the car for
a test drive, talked the salesman out of the car and took
off.
• Robin Hood made an unwelcome appearance at a peninsula
restaurant last Friday night, by shooting arrows through the
windows. Police responded to a call at Billy's at 1900 W.
Balboa after an unknown suspcc{ apparently shot three
crossbow arrows through the second story of the business.
One 8-inch green metal arrow splintered the glass window
and lodaed into a wall, while a smaller wood arrow with
yellow feat hers fell short. A third arrow pierced through a
wall and was lodged so high, restaurant employees were unable
to remove it. Damage was estimated at $200.
• Nonua F~ who played the character Stanley Roper on
the hit sitcom ~·s Company", and his wife, Karen, were
victims of a burglary last weekend during their stay at Le
Mcridien. Fell's wife reported that during their Friday night
visit to the MacArthur Boulevard hotel, she bad hid ber wallet
in a dresser and in their suitcase. But when the couple returned
to their Marina del Rey home on Monday, sbe realized the
wallet was missing. Reported stolen was cash and nine credits
cards. Loss was estimated $230.

CdM's Goldstein trips up Roadrunners

As a rule, baseball pitchers
have long memories.
Earlier this season. Saddle-
back High's ba eball squad
bombed Cd M pitcher Matt
Goldstein for seven runs e n-
route to a 20-3 pounding of the
Sea Kings (March 31). On
Friday (April 28). it came back
to haunt them.
The lanky left-hander Gold-
stein halted the Roadrunners in
their tracks pitching six and 2/
3 solid innings to lead the Sea
Kings to 1-5 win.
For Goldstein it was his
second straight league victory.
He iept Saddleback's hitters off
balance for much of the contest
by using an effective combina-
tion of off speed pitches and a
sinking fastball. (Through five
innings Goldstein threw no-hit
ball) .

off balance this time. I was glad

Kaiser kids win

Nelida Avila was out to prove
that gasses from sulfur could
remove the color from a rose
petal and that hydrogen pcrox-.
ide could restore the color.
Her hypothesis was correct
and her efforts earned her a blue
ribbon at Kaiser Schoot•s Fifth
Annual Science Fair. Nelida was
especially notable, because she
is learning English and had to
discuss most of her experiment
with the judge through an inter-'
preter. She gleaned all of her
information from books written
in English and practiced hard so
she could speak to the judges,
her interpreter said.
Nelida 's was just one of 281
students who entered a science
project and earned one of 100
blue ribbons.
"'We get more blue ribbons
every year." said science coor-
dinator Mary Ellen Brownell.
.. And next year, it will be even
better. The first year, there were
very few blue ribbons."
Brownell said she stans pre-
paring students for the science
fair in the third grade. The class
coUectively chooses a project,
develops a hypothesis, pcrf orms
group experiments and forms a
conclusion, sfte ~d. Classes
'
enter one project in the fair and
this year, all four third grade
classes received blue ribbons.
In the fourth grade, students
enter individual projects, Brow-
nell said. She will work wtth
students six weeks before the fair
and if some get stumped, is
always there f C1r them. She has
all of the books they will ever
need and because one book
cannot possibly be used by more
than one student at a time. offers
the use of a copy machine.
"It's not as easy as it looks,"
she said ..... help them over the
rough spots. But by the time they
arc in fifth and sixth grade , they
arc pretty much on their own."
Projects arc judged by com-
munity members, teachers from
other schools, school board
members, parents and even a few
real-life scientists, like Dr. Wil-
liam Bowers and the Ors. Hla
and Khin Tin from the Univer-
sity of California. Irvine, Stu-
dents must demonstrate to the
judges that they have really
researched their projects and
have come away ':Vith more
knowledge of the s ubject than
they went in with.
Some of the projects were
crude and some were very
sophisticated, but that was not

van has increased her sketching
schedule in an attempt to prc-
ervc the peaceful charm and
beauty of the rollina hills
between Laguna Beach and
Corona dcl Mar before the
Irvine Co.'s bulldoztr gouge
away the once untouched
land cape.
U ing water colors and pas-
tels. Sullivan is concentrating
her efforts in capturing the
\Cencs of the rolling hills over-
looking the ocean which for
counties centuries has remained
unscathed.
However. the Irvine Company
workcn with their heavy earth-
moving equipment have
uprooted the long-held contours
and have turned the landscape
into just another construction
site.
.. It became urgent for me to
preserve what was once
untouched," Sullivan said. "'I
just couldn' sit by passively and
watch what I have loved for so
many years be destroyed ....
The $40 million project offers
an alternate route. Pelican Hill
Road, in an attempt to relieve
the commutina traffic on Pacific
Coast Hiahway, said Larry
Thomu. Irvine Company vice
president.

disturbed that surrounding re-
idcnts and the Irvine Company
appeared to be so indifferent to
the ituation.
.. When they first started to
grade the hill • the bird were
quawking and in almost a panic
not knowing where to go. So
many of tho c birds, especially
the little one were paved over."
The demolition of the rollin~
hill have not only effected
S ullivan, but the many students
that he teache: • as well.
A Coastline College water-
color instructor since 1981,
Sullivan often used the rolling
hills as a subject for her students.
"It was quite a hike for my
students... said Sullivan. ..But
once we got there, the scene was
o beautiful it was well worth the
hike."
Many of Sullivan's completed
compositions are old throuah
the Esther Wells Collection in
Laguna Beach and the annual
Festival of Arts.

Once again, Harlequin Dinner
Playhouse has served up a
delicacy in its latest production,
•Annie Get Your Gun," an all-
time favorite with music by
lrvina Berlin.
It is the romanticized account
of real-life sharp-shooter Annie
Oakley, who achieved acclaim
with her &'1tics in Buffalo Bill's
Wild West Show. This was right
around the time the suffragists
were shouting about the vote for
women and Annie was right
there to show the world that
whatever men could do, maybe
women might be able to do
better.
But, as she lamented to her
brother. Little Jake, .. You Can't
Get a Man With a Gun." And
.
it is for her man and his ego that
she gives up her gun.
The show is pure delight and
it is highly recommended to set
aside feminist views for a few
hours, rela• and enjoy the
entertainment. Many old Berlin

Youths reaffirm faith at conference

Last week, 350 high school
students from all the major area
high schools gathered at the
Balboa JJay C lub for a breakfast
program as part of the weck·s
activities for Christian Leader-
shi r,, Week.
The atmosphere was upbeat as
'friends greeted each other and
enjoyed the program beginning
with a welcome and opening
prayer by Tim Newberry, New-

port Harbor High School stu-
dent body president. Music and
a slide presentation of lots of
high school students added to
the high spirits of the morning.
Especially excellent was musi-
cian Fernando Ortega, who not
only sang beautifully. but whose
comic remarks were equally
well-received.
"I used to have a body like
Gumby until I developed the
god-like body I have now," he
quipped. He went on with his
repartee which concluded the
first time he fell in love in the
!.eventh grade and wa~ trying to
figure out a way to talk to the
object ol h1~ affection.
"I wa~ eating a Dreamsicle,
when I got the idea I would ask
her to go steady by writing ·will
you go steady with me· on the
ice cream ~tick ," he recalled. "I
gave the stick to her in class and
she broke it in half and stepped
on 1t. ••
Ortega commented about how
it wasn't until he was out of high
chool that he began to feel it
wa all right to be who he was
and not ·try to be omething,
different. .. All I had to hear was
that the lord loved me and that
wa all I needed to now."he aid.

Oraqe County Performing Arts
Center in 1985, the Pacific
Symphony bas risen to the
occasion, boasting 14,000 season

According to Lou Spisto,
Pacific Symphony executive
director. the symphony is placed
at number 25 in the nation out
of l ,582 orchestras, with regards
to budget. He said the orches-
tra's budget is very modest and
has the top ratios of what it
spends to what it earns.
"We earn the lion's share of
our keep, which is exciting for
such a young group," he said.
The symphony celebrates I 0
years as it goes into its new
season and the goal is to raise
SI million through special fun-
draiscrs. One such event will be
a gala ball at the Westin South
Coast Plaza Hoter, newly re-
modeled ballroom oa June 17.
The symphony performs JS
major events a year at the
Performing Arts Center and five
outdoor events at the Irvine
Meadows Amphitheater.
"Our goal in the next five
years is to enhance the avail-
ability of the ensemble," said
Spisto. "We are in the process
of searching for a new music
director to begin the 1990-91
season. This next season has a
list· of guest conductors that is
phenomenal."
Those conductors include
Kazimierz Kord of the Warsaw
Philharmonic; Lawrence Foster
of the Monte Carlo Philhar-
monic; Christopher Scaman of
the Scot~isb SymphoJty in Glas-
gow; Zdenek Macal of the Mil-
waukee Symphony; Carl St.
Clair; Richard Buckley and
Sergiu Comissiona of the New
York City Opera. Each will be
St. Andrew's Presbyterian Church

In the last two years. local real
estate values have increased an
· averag~ of $100.000 to $200,000.
This means that the home you
have lived in since you moved
here. perhaps five or six years
ago. has probably doubled in
value. If you had $100,000equity
in your home in 1987, you may
now have $250.000 equity. What
docs that mean to you since you
arc not planning to sell?
It means that you may want
to consider using the concept of
leverage. You may wish to use
some of that equity to purchase
an add itional pro perty. Why
wo uld you want to do that? To
expand your financial base of
o peration. If owning one real
pro perty has been good to you-
would o wning two properties be
better? Probably so.
Before jumping into such a
major investment decision, some
careful calculations should be
made to explore all aspects of
such an investment. After \ocat-
ing a suitable property, have
your real estate professional
prepare a careful analysis of the
following: Cash needed for the
down payment, loan fees and
escrow closing costs; monthly
amount needed to cover mort-
gage payments, property taxes,
association dues (if any) and
insurance premiums.
Keep in mind that some or all
of the monthly expenses of your
new real estate investment may
be off set by your monthly rental
income.
After these figures have been
itemized, you may want to run
them by your accountant. He
may point out poss ible tax
benefits which would further
enhance the desirability of this
investment.
Finally, you may wish your
attorney's counsel regardina the
best way to take title to such an
acquisition. Might this be the
time to establish a family trust?
Should you take title with your
wife as "joint tenants" or as
.. community property?"•
Going back to your house,
let's assume you bought it six
years ago for $300,000. Y ~u paid
20 percent down and took out
a mortgage of S240,000. Today
your house appraises at
$600,000. You would encounter
no problem to take out a second
trust deed against your home
for, say, $60,000.
With this cash you could
purchase a townhome for
SI S0,000. You pay SS0,000 down
and assume an attractive adjus-
table mortgage ofSl00,000. You
set uide an additional SI0,000
for closing coats, assumption ·
f ccs and some refurbishing you
want to do prior to renting out
the unit.
Your anticipated rental
income will cover your mortgage
payment and usociation dues:
Property taxes will be a .. nca-
ativc." So will your monthly

Your base of future appreci-
ation, however, has expanded
from $600,000 to $750,000. Over

we enjoy today include the buic
right to posseu, control, enjoy
and dispose of real propeny. The
property may be sold, traded,
given away, or willed to 1'0me-
one. The owner is free to use the

However, we do not always have
the absolute right to exercise
these rights as freely u we may
wish. Just as most propeny is
subject to some limitations, so
are propeny rights controlled by
some necessary restrictions. ,

thought of as "protections" that
enhance property and safeguard

privileges are limited or res-
tricted by four po wen of govern-

ation, is the government's right
to tax property based upon
assessed value of the property
and the annual tax rate in the

The power of eminent domain

Police power is the right of

for the protection of the public's
safety, health, morals and
general welfare. Zoning laws,
housing restrictions, building
codes and subdivision controls

The fourth power, escheat, is
the riaht to have owncnbip of
property returned to the state
when the owner dies without a
will or known hcin.

Newport Harbor High School prank,
has turned into a police investigation
of vandalism and burglary.
Administrators and students were
treated to a quad full of various items

burglary, grand and petty theft and
vandalism. Several doors had glue
poured into the key holes. which
destroyed the locks," said Newport

Newport Harbor High School Prin-
cipal Dennis Evans said the incident
went beyond a prank and cancelled the
day's cheduled Cinco de Mayo activ-
itic .

but many of they were not surprised.
Evans aid. ..This hurt the whole
school. I'm ure the responsible parties
felt this would be a harmless prank but
as usual it got out of hand and ended
with the lowest common denominator.
It's very unfortunate ... Evans said.
If caught and convicted, the suspects
could f acc restitution to the school for
damages and labor charges as well as
restitution to the victims.

the city's state senator have announced
their intention· to seek the Republican
nomination for lieutenant governor.

advantage of having a good Republican

two candidate to announce their
intentions. and Wilson has declined to
state who he plans to support.
