TITLE: Annual Traffic Signal Rehabilitation Project, Removal of a Crosswalk
and Installation of Rectangular Rapid Flashing Beacons Award of
Contract No. 8337-1 (17T01)
ABSTRACT:
Staff advertised and received bids for construction of this year's annual Traffic Signal
Rehabilitation Project which includes the installation of two Rectangular Rapid Flashing
Beacons. Staff also requests this public meeting to satisfy the California Vehicle Code
Section 21950.5 for the consolidation and removal of a crosswalk on Via Lido and City
Council's approval to award the construction contract to Elecnor Belco Electric, Inc. of
Chino, California.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (for repair, maintenance and minor alteration of existing
public facilities with negligible expansion) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment;
b) Approve the removal of the east leg crosswalk at Via Lido and Via Oporto and
consolidate pedestrian crossings to the west leg crosswalk at Via Lido and Via Oporto,
including the installation of a new Rectangular Rapid Flashing Beacon at that
crosswalk;
c) Approve the project drawings and specifications;
d) Award Contract No. 8337-1 to Elecnor Belco Electric, Inc. for the total bid price of
$635,416.00, and authorize the Mayor and City Clerk to execute the contract;
e) Establish $63,500.00 (approximately 10 percent) contingency amount to cover the
cost of unforeseen work not included in the original contract; and

f) Approve Budget Amendment No. 17BA-028 transferring $162,000.00 from Account
No. 01201927-980000-17T02 (Traffic Management / Modernization) to Account
No. 01201927-980000-17T01 (Traffic Signal Rehabilitation Program).
FUNDING REQUIREMENTS:
There is sufficient funding available for the award of this contract. The following funds will
be expensed:

At 10 a.m. on March 8, 2017, the City Clerk opened and read the following bids for this
project:
The low bid amount is 11 percent above the Engineer's Estimate of $572,700.00 and is
due to the higher than anticipated mobilization costs. The low bidder, Elecnor Belco
Electric, Inc. possesses a California State Contractors License Classification "C-10" as
required by the project specifications. A check of the contractor's references indicates
satisfactory completion of similar projects for the City of Newport Beach and other public
agencies.

Public Works operates 122 city -owned traffic signals. Annually, a project is developed to
replace and rehabilitate older traffic signals that have reached the end of their useful life.
(poles, cabinets, wiring, electrical components etc.). On average, 2 or 3 intersections are
rehabilitated annually as part of this program. For this Fiscal Year 2016-2017, the project
consists of the following components:
• Rehabilitation/Replacement of existing traffic signals at the Jamboree Road /
Bison Avenue and the Newport Center Drive East / Santa Rosa Avenue
intersections. The work will consist of replacing aging poles, cabinets, equipment
and wiring to maintain the existing traffic signal operation in compliance with
centralized communication to and from the Traffic Management Center (TMC) at
the Civic Center.
• Installation of new internally illuminated street name sign (IISNS) custom panels
with the City sail logo in existing housings along the remaining six (6) Newport
Center Drive intersection locations.
In addition to the above traffic signal rehabilitation components, the project includes the
installation of two (2) Rectangular Rapid Flashing Beacon (RRFB) systems at the
following locations:
• The first RRFB system is proposed at the crosswalk at Eastbluff Drive north of
Alba Street, in front of Corona del Mar High School (CdMHS). This existing
crosswalk and the proposed RRFB will be utilized by students with the existing
school drop-off/pick-up zone on the east side of Eastbluff Drive and residents
accessing the Back Bay area. This RRFB system is similar to the one currently
operating adjacent to Newport Harbor High School.
• The second RRFB system at Via Lido and Via Oporto is proposed for the existing
west leg crosswalk of the intersection. This crosswalk and proposed RRFB is
adjacent to the newly revitalized Lido Marina Village, Via Lido Plaza and the future
Lido House Hotel. The City also recommends consolidation and removal of an
existing marked crosswalk on the east leg of Via Lido at Via Oporto. As required
by California Vehicle Code Section 21950.5, a public notice was posted at the
crosswalk 30 days prior to this March 28th meeting. To date, no comments have
been received.
Public Works is also completing a Balboa Peninsula crosswalk study to determine if there
are other crosswalk locations that could warrant improvements. The first draft of the study
is near completion and will be presented to City Council in the near future.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (for repair, maintenance

Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no

NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
