In my opinion, this area has long been headed for dangerous interactions between pedestrians, cyclists and moving vehicles. I request you extend your scope of this item to include improvements to the via lido crosswalk located at Via Malaga. This crosswalk is located on a VERY blind curve for Westbound drivers along Via Lido who are often accelerating in speed due to the fact they are on a rapid decline from the Lido Isle bridge. This crosswalk is also a few feet away from the Via Lido intersection of Lafayette Road, which increasingly is also becoming dangerous with community visitors who are either lost or distracted by looking for a parking place. These two areas are becoming a daily nail biter for white knuckled Lido Isle drivers leaving the Isle to get to Newport Blvd and/or PCH. We must improve this area, especially for school children riding their bikes to the beach or to attend local schools, such as Ensign Jr High, where the far majority of student choose to ride their bikes to and from school over other forms of transportation. Please let us learn from the tragedy last year at Newport Heights Elementary and improve pedestrian and bike safety immediately. P.S. A sign that flashes the speed of vehicles as they come off the Lido bridge leaving Lido Isle would do wonders to raise driver awareness in the short term. And maybe save a life. There is already a very noticeable increase in both auto and pedestrian traffic due to the revitalized Lido Marina Village and Via Lido Plaza. The traffic will only grow with the completion of the Lido House Hotel. This increase in traffic impacts safety in a few other areas along Via Lido that should be looked at: 1. The increase in pedestrian traffic is not just back and forth across Via Lido at Via Oporto. Pedestrian traffic is visibly higher coming down Via Lido from Lido Island, the Lido Peninsula, and Cannery Village- contributing to increased use of the crosswalk at Via Lido and Via Malaga in addition to the one at Via Oporto. Further impacting the ped traffic is the increase in street parking in those neighborhoods to avoid the high cost of parking at Lido Village. With increased foot traffic as well as autos coming off Lido Bridge, Lido Peninsula and Cannery Village, we believe the safety of pedestrians is more at risk at Via Malaga than at Via Oporto. We can attest to having observed many close calls in addition to our personal experience of almost being run down numerous times in the crosswalk at Via Malaga. The speed limit of 25 is sadly ignored by most vehicles. Another RRFB system there makes a lot of sense and hopefully there would be cost efficiencies doing it now with the other crosswalk versus at another time. 2. On a few occasions when turning left onto Via Lido from Newport Blvd. recently, traffic has slowed and stopped in the intersection due to a back up of traffic from cars turning left into the Lido Village parking lot, turning left into the Village at Via Oporto, and cars stopped for pedestrians at Via Oporto. It is only going to get worse as the remaining Village shop vacancies are filled and when Nobu opens. We hope you will come up with some additional recommendations to deal with these issues. Thank you for considering enhancing the crosswalk at Via Oporto as both vehicle and pedestrian traffic has increased. I am hopeful that you will consider enhancing the safety of the crosswalk at Via Malaga as well, rather than consolidate or remove it, as it seems a necessary, yet hazardous crosswalk. I have lived on Lido Isle for 13 years and am raising three children here. We regularly cross the Lido bridge on foot and bicycles to get to places like the Lido peninsula or Cannery Village. In reality, the Via Oporto crosswalk is just too far down Via Lido for many people, especially children to want to use. Although closer to the Lido bridge, the Via Malaga crosswalk seems hazardous as it is around a corner for drivers headed off the island. It seems that something to alert drivers of the crosswalk's existence, and their speed driving off Lido Isle on Via Lido would be a good precautionary measure for a crosswalk that seems necessary for the safety of the residents and visitors of Lido Isle.
