Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three(3)minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing. Temporary Fire Station No. 5 Limited Term Permit No. XP2016-008 (PA2016-172) Site Location: 801 Marguerite Avenue Project Summary A limited term permit to allow the installation of a 36-foot by 60-foot modular building to be used as a temporary fire station during the replacement construction of Fire Station No. 5. Also included is the installation of canopy structures to house two fire trucks. The proposed location is within the Grant Zoning Administrator Meeting March 30, 2017 Page 2 Howald Park parking area at the corner of Marguerite Avenue and Fifth Avenue. CEQA Compliance The project is categorically exempt under Sections 15303 and 15304, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures) and Class 4 (Minor Alterations to Land). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15303 and 15304 of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Limited Term Permit No. XP2016-008. Item No. 1 Staff Report la—Additional Materials Received_Mann_PA2016-172 (Continued from 02-16-2017) 2. 708 Marguerite Avenue Condominiums Tentative Parcel Map No. NP2017-003 (PA2017-039) Site Location: 708 and 708 Y: Marguerite Avenue Project Summary Request for a tentative parcel map for condominium purposes. No waivers of Title 19 (Subdivisions) requirements are requested. An existing duplex was demolished and will be replaced with a new two-unit duplex. The Tentative Parcel Map would allow each unit to be sold individually as condominiums. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2017-003. Item No. 2 Staff Report 3. 603 Marguerite Avenue Condominiums Tentative Parcel Map No. Zoning Administrator Meeting March 30, 2017 Page 3 NP2017-001 (PA2017-011) Site Location: 603 and 603 1/2 Marguerite Avenue Project Summary A Tentative Parcel Map for condominium purposes. Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2017-001. Item No. 3 Staff Report 4. 3418 Via Lido Lot Merger No. LM2016-012 (PA2016-209) Site Location: 3418 -3428 Via Lido Project Summary Application to merge Lots 6, 7, and 8 of Tract No. 1235 (excepting therefrom the northwesterly half of said Lot 8). The site is located east of Newport Boulevard, north of Via Lido, and south of Via Oporto. The new parcel would consist of approximately 7,500 square feet. The proposed lot merger includes the addresses of 3418, 3420, 3422, 3424, 3426, and 3428 Via Lido. The site contains existing one to two story commercial buildings and all of the properties are currently held in a single ownership. No development or construction is proposed at this time. A waiver of the Parcel Map requirement is requested. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Class 15 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers' time limit on agenda or non-agenda items, provided the time limit adjustment is applied equally to all speakers.
