population Is keeping pace
with developntent. The city
engineer sees about 11,000
people estimating trom wa-

habitants, of whom there are
thousands more, but the
trend reveals just what New-
port Harbor Is going to do in
• the not distant future.
Contemplating the war ef-
fort and the sh i p ya rd s
around the bay, it should be
known that while the labor
peak has dropped in the
South Coast Co. yards, larg-
est in this area, it has not
seriously affected population
or loss· of people. Bob An-
derson, secretary of t~e
Shipworkers local here, said
the other day that many of
the employes who have been
doing their stints, are still
here. having purchased little
homes and ranches. although
hundreds of others have re-
turned to their middle west
and eastern homes to either
buy them or secure small
farms, all indlcatlng _that
workers are not so rrugra-
tory as one would imagine
and have that yearning for a
place of their own. -

In the prostrate countries the demand is growing for "re-
parations in kind"-for German ex-army personnel to accept
t)o e responsibility to help rebuild and revive what it has wan-
tonly wrecked. Russia is certain to insist on employment of
German labor in the desolated areas of the Soviet Union. But
establishing the basis for such employment will not be quite
so simple as it may appear at a moment when anger is white-
hot against the Nazis.
The basic reconstruction alone to be done will outlast the
lifetime of many present Cerman soldiers. The problem of
rehabilitating Europe. and the parallel problem of re-educat-
ing Germany. will hinge strongly on each other, just as they
did in the post-war 27 years ago. We failed then to convince
the· Geiman Nation that it had transgressed. but indulged,
rather. iL• amazing pretense that it was the wronged nation
and reparations grossly unreasonable.
Invoking this time the German obligation to help rebuild
Europe with the same hands that tore it down-this time re-
quiring "reparations in kind"-may prevent a repetition of
that early. tragic mistake.

California, closer to the war with Japan and more acutely
aware of it than other parts of the country, well knows that
the collapse of Germany means only a stepping.up of the vast
conflict in the Pacific, and that this in turn will increase
rather than diminish the demands on this state in support of
the war effort.
Victory in Europe is only the half-way mark on the road
back to peace, and wiil be so regarded by Californians.
The prospect of a one-third increase in the volume of ci-
vilian goods is somewhat disappointing in view of last Fall's
prediction from the same official quarter that there \vould be
a 40 per cent reconversion within a few months after the Ger-
man defeat. However. the sensible civilian attitude these
days is to accept what favorable reports we can get out of
Washington and be thankful for there. only insisting that we
be given OW' information straight and that we get the bad
news along with the good.
American eivilians want to know the facts as they develop
both at home and abroad. This includes casualty figures and
any military reverses \vhich may OCClll', as "'ell as informa·
tion bearing on conditions here at home. Washington could
do a much better job of keeping the people informed. and the
people would respond by giving greater support, without com-
plaint. to all the necessary war measures.
