What would happen, let us say. if the two sections of land comprising the Air Base were turned over by the government's lease to a big industrial pl1mt that might need millions of gallons of water, employ thousands of people. includ- ing hundreds of negroes, and dump foreign substances into Newport Bay? State Passes · Corona d' Mar Nearly 4000 Boats Moored Here; Increased 2571 Since Harbor Completed in 1935 Many of us will say: "Oh, . everything will turn ()\It for the best; no use to worry about such things!" No less an astute citizen than Harry Welch, tossed the foregoing thoughts into the hopper the other day, and as usual. that civic leader is thinking years ahead of the rest of us. while we go along and twiddle our thumbs and wait for pros- perity that keeps us docile. instead of sharpening our wits. The upper bay has been lying there for a hun· dred years or more and no doubt elaborate plans have been made by the liarbor commission and other agen- cies for its development, but the sad thing is that nobody produces concrete effort and we shush, shush each-' other for fear of treading on some big-wig's toes. + + + The Mesa. Then there lies thousands of acres of fertile land, known as· Costa Mesa Most of them. like a similar flock at the beach, follow the path ot least resistance. They have been trying to incor- porate and appointed a se- cret committee to see how much land would come in. A few aggressive business men. realizing what lies ahead in the way of expansion, labor patiently with disinterested guys and try and not hurt their feelings, in the hope all will be well. Prosperity also has dulled their astute- ness and nothing happens wl!ile time flies. Even try- ing the comparatively easy job of getting a port in the upper bay, seems to fall on dull ears. When the jolt comes we will find that the newcomer owns the best stuff and is taking all the gravy. + + + Who ls Favored! Recent surveys reveal that Army and navy officers get more medals by many times than buck privates or soldiers. No doubt officers take more chances than enlisted men. but it would seem that the ratio is a bit off side. There are hundreds of stories of heroism by privates who · never get anything more than their small pay, while officers are ever in the lime- light. This does not apply as greatly in the air corps where fliers are given more recognition. I asked a re- turned gunner in a B-17 what he thought of It and he said that so far as he ~ concerned his pilot was ell· -titted to all the medals he could get, because he was re- sponsible for the ship and his crew. And this gunner was a keen, aerlous-mlnded lad who woold not stand for gutt from anyme. Lt.
