Mr. Morgenthau's surveys show how that the German
trade destroyed under his plan could weU be absorbed by
other European Nations. But human nature and men's ambi·
tlons are pretty difficult to ~ent for long. Would the rest
of the world agree, remain in agreement and cooperate?
Perhaps the non-industrial plan is tlje surest, safest means
by which Germany's future actions coUld be kept under sur-
veilance and steered clear of war-making, for the welfare of
the world. But certainly troublous times lie ahead in molding
the program-and even more difficult times in making it

'Indestructible' Harold
When Madame Perkins departs from President Truman's
Cabinet on June 30 it will leave "Hatchet Man" Harold Ickes
as the only swvivor of the original Roosevelt cabinet of 1933
who has served continuously.
Henry Wallace, now S<:cretary of Commerce, was F .D.R.'s
original Secretary 9f Agriculture, but he was out for four
years as Vice President during Term III. .
How much longer "Honest Harold" will linger on is any-
body's guess, but Washington "inner circles" seem to think
that he will be permitf.ed to remain only a short while. Cer·
talnly the City on the Potomac wouldn't seem like or sound
like the same place withqut the CUrmudgeon's rasping voice.
