came to Newport
Beach f\lll ot vigor and ideas,
be plunged into a miµe of ac-
tivities that required reor·
ganlzing many of the obso-
lete systems then in vogue in
the city's departments. To-
day Dick Patterson can look
back on a proud record of
achievement, which has tak-
en that something called life,
out of our being, but which
leaves a certain satisfaction
and a task well done. -You
give part of yourself in ac-
complishing such jobs as re-
building a water and sani-
tary department, furnishing
intricate engineering for har-
bor, streets. etc. Funny thing
about business and people--
they let you go ahead as Jong
as you are "rilling no matter
what the cost to energy and
health that is difficult to re-
store.
Still in retrospect there is
that Washington trip with
George Rogers and Al. Rous-
selle more than a decade ago,
when the trio, under the wise
guldance of Mr. Rogers, se-
cured the first appropriation
f--foE>F--..de.llcipping the harbor;
there is the work on
the erosion board and induc-
ing high government offi-
cials to give heed to the
needs of the county's shore-
line; there is the continued
effort in advising the county
on harbor lines and control
and his efforts on the county
harbor commlssion; there is
his careful detail in city plan-
ning with the Newport
Beach Planning board-in
fact as one turns here and
there in civic affairs you see
the thoughtful ability of R
L. Patterson. The nicest
thing about his resignation is
that "Pat" intends to open
offices here and serve as con-
sultant for the municipality.

Funny Rules. We always'
are hearing of the strange
rules and orders of some U.
S. agency and can hardly re-
frain from re-printing a few.
Take the case of fish: OP A
puts a ceiling of 12 cents on
barracuda and 13 cents on
bass. then it steps up shark
to 15 cents. Now in the
marts where fish is fish,
shark is regarded as the least
valuable, yet they bring a
higher price than really good
sea food like bass and barra-
cuda! Out at Knott's Berry
Place they grow tons of cab-
bage. Here's what happens:
Uncle Sam says that this
cabbage must be hauled to
Los Angeles to decide on the
price. then brought back and
sold within 75 feet of where
they are harvested. Ain't life
with OPA grand?
