Blood Bank of the Red Cross
did Its stuff Wednesday,
lacking one of the required
quota-of 400 applicants.
Guiding band and spirit was
Mrs. Victor Grace, who
seemed to be everywhere at
once, a bundle of nervous en-
ergy that forges ahead to
achievement. Every nurse,
f!Very Donor cooperated to
the fullest extent and the
pre¢sion with which the men
and women .were put
through their blood trans·
mis&on proved but another
l'ndication of the way New-
port Harbor operates when
it sets out to accomplish.
The early plea for folks to
give was reflected in the in·
creased number of civilians
who responded t(} the ca II
and the day's toll, far ahead
of quota, attested to the
magnificent way in which
everyone did his or her part.
Full realizing the import·
ance of plasma, the large
number of sailors and sol·
diers 1ined up for the dona·
tion, was at once a duty and
. an-inspiration to those not in
I uniform. An item of note
was the work of the Santa
Ana Army Air base. which
' appealed to combat veterans.
when Newport Beach asked
for help. Dramatically these
air force men answered the
broadcast at the base and
within three minutes 80 sol-
diers had volunteered, ac-
cording to Lt. Col. Jay T .
Anaberry, director of opera·
ti0ns and training. He said it
was necessary to reject hµn-
dreds of additional vofun-
teers as the flow of returnees
from battle areas continued
all through the afternoon.

Ever since 1886 the law which established the line of suc-
cession places the Secretary of State next in onier after the
Vice-President. The Secretary of State is, of course, a n ai>-
pointive position. Mr. Truman believes that a presidential
successor s h ould come from an elective office.
In suggesting the Speaker of the House as the logical man
to move up, the President seems to h ave reasoned well. The
Speaker is elected from his oWn district and is then chosen to
lead his colleagues in the House who compose the majority
party.
The plan to have a successor serve only until the next con-
gressional election, or until a special e lection for President
could be held. also appears sound. .
Congress should not delay consideration of Mr. Truman's
proposal.
