always be talking about
the givwth of the Newport
Harbor district, but It's also
dai'n exdting to wlmess and
oblerw. At least that Is
what a loan committee of
the Newport Balboa F ederal
Savings and Loan associa-
tion felt Wednesday on a
tour of Inspection. Led by
President P. A. Palmer and
WUllam Wilgus. Walt Spicer,
Charles TeWinkle and the
Crabber, the tour revealed
an amazing amount of build-
ing. Almost every third
house was having something
done-<>ither its face lifted
or tinted with color, while
new construction was going
forward as far as lack of
material would allow.
Speaking of lumber short-
ages Mr. Spicer 5<1:i~ the sit-

instead of better. Mills were
utterly unable to keep up
with the demand and that it
would take several years
after the military was satis-
fied, to catch up with the ci-
vilian urge to build. Some
construction was at a stand-
stlll for lack of necessary ar-
ticles. Work was begun
Wednesday on the 24 houses
In the Mesa tract owned by
Heinz Kaiser and supervised
by Ralph Maskey, while Bal-
boa Island is trying to jam
a few more houses into that
already crowded area.

Wh~t the Big Three do at Potsdam will undoubtedly have
greater effect on future peace than all the work done at the
San Francisco Conferncee.
This does not mean that the San Francisco meeting was
other than vitally important. But the men who gathered
there were primarily political architects who drew up the
plans for a permanent world peaee.
Truman, Churchill and Stalin are builders rather than ar-
chltects. They must Jay the actual foundation on which the
peace structure can be built. But before L'1ey can even begin
that task they must clear away much of the political rubble
now strewn about Europe. They must reach some sort of
agreement on many problems, any one of which if not settled
or improved could undo the progress achieved at San Fran-
cisco.
They must decide on a definite, unified policy for Ger-
many so that they can work together there rather than at
cross purposes. They must take steps to prevent starvation
in Europe this winter. They must .prepare for a general
peace conference--if such a conference ;s to be he1d.
Besides all these .;re the explosive problems of the Bal-
kans, the Middle Eact and lealy. There is also the matter
of Russian participatior: in the \var agaipst Jupan.
Of one thing we can be sure. that President Truman will
insist that agreements reached be stated in unmistakable
terms so that no confusion such as resulted from Yalta's
vague underitandings ,·:ill occur again.
No group of men ever faced greater problems or graver
responsibilities. For the sake of humanity they must work
together. They must give and take but without departing
from the basic principles of justice and fairness.
By so doing their meeting will succeed, and the world's
prayerful hope for an enduring peace will approach nearer to
reality.
An Auto Producer Looks West
Within a decade after the war, production of automo-
biles in California will rival that of Detroit, in the opinion of
a man highly qualified to speak in tha t field---Joseph M .
Frazer, board chairman of Graham-Paige Motors Corp., in
California surveying distribution facilities.
Mr. Fraser doesn't think the automotive industry will
"move" West. It will simply expand to the West, to take ad-
vantage of California's war-built wealth of skilled labor, ideal
manufacturing sites, abundant cheap power, natural re-
sources, and strategic location for shipping to domestic and
world markets-particularly trans-Pacific and Latin Ameri•
can markets.
He foresees postwar industrial advancement as " a mar-
riage of the East and West, each with something to offer the
other". This appears a sound concept. The rise of Chicago
as a great city didn't hurt New York; the rise of Detroit
didn't restrict Chicago's development'.
U California becomes a new western auto-making C'dpital,
Detroit will be in no danger of becoming a ghost town in con-
• sequence; likely it •viii be a greater, busier city than ever.
Whatever aids in the solid building of California and the
West helps build America's economy as a whole--ii.nd vice
versa. The auto maker looks ahead wisely for his industry
when he looks \Vest.
