( Active Member of Our Beach Recreational Areas .{ • (Los Angeles Times) With the legislation enacted at the last session or the Leg· lslature, California now is afforded a complete program for the acquisition. development, maintenance and restoration or ocean beaches for recreational areas. The legislative program which was advocated by the Shoreline Planning Association of California is characterized by its officials ·as the most important legislation in this field that has been enacted in the history or the State. The legis- lation is covered in five Assembly bills and a Senate resolu· ti on. The State Park Commission is designated as the State agency to supervise. and charged with the acquisition, devel· opment, maintenance and protection or ocean beaches for public recreational purposes. No acquisition or development shall be accomplished in any county that has not adopted a master plan or beaches nor shall any money be expended un· Jess such sums are matched by like or greater amounts from sources other than the State. Within the discretion or the commission each city or county may contribute publicly owned beaches within its limits instead or match!Qg state money with cash. Boards of Supervisors are given authority to construct works for the prevention of beach erosion or the restoration of beaches within the incorporated, as well as the unincor- porated areas or the county. Such work may be performed al_ong any portion or the ocean front regarrlless of ownership of the adjacent land but the consent of the governing body of such incorporated area must first be obtained. Where land not exceeding 300 feet in width intervenes be- tween the highway and the high tide line. it may be acquired by the State Highway Department. IC such land is not re- quired wholly for highway use. it may be transferred to the control of the State Park Commission. These provisions, which are not mandatory and under which oil, i:aiJroad and shipping rights are protected by suitable reservations. pro- vide the means of eliminating objectionable shacks and hot dog stands between the highway and the ocean. For acquisition of beach frontage $10,000,000 is appro- priated and thiS must be matched on a 50-50 basis by funds Crom other sources. An appropriation of $100,000 from the State beach fund is allocated to the Department of Natural Resources to be expended during the next two years for the preparation of plans for a postwar program consisting of, but not limited to, surveys, mapping, constructions, develol>" ments or erosion control of State beaches. The State Park Commission is required to adopt a State-wide master plan based on the various county master plans. A committee of five Senators is authorized to investigate the need of ocean beach acquisition and development along the entire coast line of the State and to report its findings at the next session of the Legislature.
