When you can get 500 people of 1he character and Intelli- gence Into a meeting on a hlgfily controversial Issue such as Balboa Island piere (whlcb should have been decided years ago ) and see 1he broad exchange of ideas work. as smoothly as it did .last Thursday night at the grammar school, you have got the m ost hopeful concep- tion of democracy right in your front yard. F or it is doubtful if you can go any- w here in the country and find a representative group of neigh bors who could excel those islanders in approach- ing an extremely delicate Problem. They should never have had to settle such a question - - -intelligent city planning in the first place would have obviated the ne- cessity of doctors. lawyers, engineers. artists and other business and p~fessional people strwing to bring or- der out of a poorly planned mess. Yet they are cooly and unselfishly meeting t<>- gether, knowing that the good of t he whole island is at stake, and the rights of bay front owners who paid m ore for their land because piers were permissable are to be matched with rights of Inside lot owners wlio have ordinary rights to public beach. To John Allen's masterful handling of the meeting .• ve can have nothing but praise. Although sick at the time. he alJo,ved no diversion, no argument, no ill feeling, and asked only that they find a solution. He lives right in their midst. and spends his own time, without pay, try- ing to solve these knotty issues. Why not run a fel- low like this for mayor? And. we might add, a group of men with tJie capability of either inside or outside lot owners, as mem- ber.; of our city government showing as much zeal and in- telligence as they did, would not leave snarls for future residents to undo. as pre· vlous meoibers of the gov- erning body apparently have. + • + City Hall. After years of discussion. saving for it. and public consideration of seven possible sites. hearings were beld on location of the city hall. Everyone had a chance to argue for his choice. The Central avenue site 'vas chosen· by a majority of the council and recommended by the city planning commis- sion. A very capable archi- tect was selected to d,,,;ign the city hall and appurten- ant buildings FOR THAT · SITE. Now a member of the city council and his mouthpiece are conducting a campaign to unsettle the whole isSue. For what rea- llOO ! As t he merits of all the sites have been discussed. It is not necessary now to dlscuss them all, but t he councilman must realize that If he wishes to take responsi- bility for breaking up unity ot the residents on this mat- ter, he automaticallv dis- turbs the harmony or the City badly needed to promul-gate ot her issues. Follow Through There will not be-there cannot be-the same emotional appeal to t he American people to buy Vi ctory Bonds in the Victory Loan Drive that opens October 29, as there was in the bond campaigns while the war was on. This time there can be no claim that our men in unifonn will lack necessary supplies if we don't buy bonds. This time we cannot be told tha t the war will e nd quicker if we invest our money. Yet. this time the necessity for buying our share will be no less real or urgent. The battle against outside enemies has ceased. The bat· tle against the inside enemy goes on. That enemy is infla- tion. Yes, we've been talking about inflation for a Jong time. Maybe it sounds a good deal like "Wolf! Wolf!'" And maybe the wolf is already here. Thefe can be no doubt tha t we al· ready have a degree of inflation now and have ha d for sev- eral years. Well. be that as it may, we have yet to taste of inflation of the ruinous type, and our only sure defense against it is to keep surplus pur chasing power out of circulation at least until the production of consumer goods reaches a volume there won't be a wild bidding up of prices. . There's nothing new, but everything true. about this story. F or our own personal good and that of the nation we m ust give ful l support to the Victory Bond Campaign. Our past record has been good. The fact that Californians have bought $21/, billion worth of \Va r bonds th.rough the state's largest bank a lone speaks fo r itself. But we must keep it up. It is no less patriotic to buy bonds n ow than when the fi ghting still raged. And it is also a matte r of enlightened self.interest. \\'e"re doing ourselves the most good.
