the 22nd Congressional dis-
trict met and endorsed the

Washington. He will report-
edly be placed on the ballot
without opposition from any
member of his party in the
primaries next Spring.
Wise. cautious. wann to
new ideas, but resisting
pressure from radical min-
ority groups, Representative
Phillips has always made a
good impression when he
visits the Harbor. Republi-
cans echo the sentiment re-
ported at the Riverside con-
clave from all parts of his
constituency that he stands
high in party favor. Also
told at the convention was
the feeling of many old lin-
ers who came out for a def-
inite statement of principles
for which the party stands.

Politics. In the splendid
show of interest by some 200
reSidents of Balboa Island
who crowded into the Balboa
Yacht club Monday night, m.anY problems -excepting
the pier issue -were dis-
cussed. and city officials
taken to task for fallure to
enforce the zoning ordinance
relative to a number of fami-
lies permitted per lot, partic-
ularly in the R-2 or twe>-fam-
ily. The meaning of the or-
dinance is clear, it \Vas a_s..
serted, but the enforcement
lags because of a ruling of
the city attorney.
One sure way for residents
to get laws enforced is to get
together when vfolations are
obvious. a nd as a group call
official attention to them.
When one speaker told the
audience that his daughter
had contracted pol io, he
thought from contamination
in the bay, indignation rose
to a high pitch. and the lis-
teners were heartily in
agreement something should
be done-and quickly. Con-
trol is in their hands of the
county health department.
and the suggestion was car-
ried in fonn of a motion to
have health ordinances bet-
ter enforced. + + +
City HaU. While many oth-
er matters were pertinent to
the meeting of the Balboa
Islanders it gave Councilman
Earl Stanley his opportunity
to present his newest pet
project (for which he was
all prepared with maps) to
change the city hall from the
site the city council and
planning commission h a d
chosen over t o Coast high-
way, next to the Bayshore
subdivision he is leasing to
home builders for Mr. James
Irvine. Declaring he did not
wish to disturb the harmony
of the city (as predicted he
would by the writer of this
cOlumn last week) he then
called for a vote on the mer-
its of the site chosen by the
civic bodies as compared
with his. This \Vas carried
by the Islanders present. No
one was there to defend the
site officially selected. or to
deny it will cost more to
build there than on the silt
and rock-filled site he pro-
poses. The proponent of the
Coast Highway site had a
beautiful pl an of several
buildings a nd docks for vis-
iting yachts, and he admitted
one of its inherent weak-nesses. But. he said in dis-
cussing the traffic hazaro. a ramp could be run under the
highway to let people out. .rust as simple as that! If the
councilman succeeds in open-

fornia has lagged behind other states in highway planning, to
lose her once.proud leadership in good roads.
The joint leg\slative committee now planning a State-wide
overhaul appears wise in estimating the job at its full magni-
tude--a 10-year undertaking that must be well-balanced.

require a revamping of the tax program, so that commercial
truck lines and all who use the highways will carry their fai r
sh are of building and maintenance costs. And conditions call
for the best in construction engineering for faster, heavier
traffic in coming years.

beneficial beginning mig ht be the speediest possible repair of
war-battered surfaces and the dcYelopment of an equitable

The unfortunate part of the anticipated inctustrial "bad

If it were it would prevent all the wreckage that will be suf-
fered by labor and management and the public. It would
save workers from the loss of many millions of dollars that
won't be in pay envelopes. because there aren't any pay en-
velopes when they are st riking: it w0<ud save industry from
the loss of many millions or dollars that won't be in company
treasuries because products can's be manufactured and sold
without the workers.
What's more. it would prevent the ill will and the bitter-
ness that grow ever deeper with recurring industrial conflict.
Yet, all that would be required to avoid this trouble and
loss would be a little moderation by both management and
labor. It should be remembered that even the most pro-
longed strikes are almost invariably settled by some yielding
·on the part of both sides. Why can't tha t be done in the
first place rather than after all have suffered by a strike?
Eric J ohnston. President o f the U. S. Chamber of Com-
merce summed it up when he said, "I appeal to both man-
agement and labor to use their heads and not lose them. Be
moderate ... 0( course we will have differences. But we
ought to be able t o adjust them in the traditional American
way-in friendly fashion-in a spirit of mutual understand-
ing." .
In other words, it is time for all to use a little horse sense.
