outlawing all permits issued prior
to Jan. l of this year which had
not fully completed construction.

an end. The invaders have been disarmed. But the smoke
of battle and the stench of death still hang over 11 provinces

Chinese against Chinese as the smouldering fires of internal
Conflict between Chiang Kai-Shek's Central government a nd
tpe Communists again break out into searing flames. As yet
It has not reached the stage of a three-alarm fire but unless
some settlement is reached between the two factions still
holding conversations in Chunking the blaze might get com-
pletely out of control. There is an urgent need for the diplo-
matic fire-fighting equipment of both Russia and the United
States to be broug ht into action. Between the two-Russia
concentrating on Mao Tse-Tung. the Communist leader. and
e United States working on Chiang -the connagration
d be squelched. For the sake of China and the future
ce of the world. it must be.

. Statistics are admittedly tricky, but in the light of the
government's cost absorption policy decreeing that retailers
must absorb increased costs. including wage increases in
manufacturing industries, the following comment in the
United States News is interesting: "Any broad wage in-
' creases at this time will result in ~rorresponding price ii;i-
creases ...
"Raw material prices already are about 16 per cent a bove
1942. Unit wage costs, on an average. are nearly 12 per cent
above 1942. Yet. finished goods prices are only 3 per cent
higher than in 1942. Finished goods prices actually are about
10 per cent under what they would normally be \\1thout price
•control. T)tat's for industry as a whole. It shows the squeeze
already applied to profit margins ... "
Unquestionably mass production and mass distribution in
time can be the means of attaining higher wages and a gen-
, lerally higher living standard. This has been the experience
of the past. It can be true of the future, but may not be if
everyone continues to demand a cut of the pie before it is
baked. In other words. the present wave of wag~ demands
