' It is to be sincerely hoped that the bomb which Major
General Patrick Hurley set off when he resigned as ambas-
dor to China will serve to blast out of existence the system
f sabotage which he charges is carried on against America's
eclared foreign policy by "professional career men" of the
tate Department who are not in agreement with that policy.
This is not the fil'St time that such charges have been
de. In fact, there has long been evidence of serious fric-
. on within the Department.
Every membe; of the State Department, as an Amer-
citizen, is en titled to his own personal vie\vs on our
oreign a ffairs. But so long as he is employed to carry out
e policy laid do\\n by our Government he should adhere
o it both in letter and in spirit. If he conscientiously feel s
at he cannot do this he should resign.
The appointment of General Marshall as a temporary suc-
~=r to General Hurley may create a favorable psycl>olo-
·ca1 effect in our relations \vith China because of the great
restige whi ch the former chief of staff enjoys. But he
no t have any better success in carrying out his mission
an did General Hurley if subordinate American officials are
lowed to counteract his efforts.
The entire situation should be given a complete airing
d appropriate corrective action should follow. letting the
eads fall where they may. In these days when the welfare
America is so closely linked to the proper conduct of our
rpreign affairs we simply cannot tolerate continued confusion
apd conflict 'vithin the State Department.
