Two torrid -•programs face some 20,- 000 people in the harbor area -water and incorporation or annexation. Both are highly aintroverslal and decisions may affect the future growth of the-community for the next 25 yean;. The issues are so involved and so full of factual detail and opinion, that it will and should ,..,. quire careful thinking to de- ' fermine which is the best 1 course to follow. We all are agreed that water is the lite blood of the community. -but we are not all "8tisfied as to how and where it is and wbat to do to· guarantee an abundant supply. MWD is an expensive procedure and its proponents say it is the only way· wells are not so costly and its adherents claim there is sufficient underground flow to give us sufficient. Both schools of thought have merit. What to do! What to do!! . + + + The Mesa. Most Mesa residents favor incorpora- tion. At least that is my personal poll result. Only troublf with the civic leaders· Is tbeir hesitancy to do any- thing about it. It's hard to get people out to meetings and those that come rarely say anything. which d~'t answer anything. Some want annexation to N e w po r t Beach, but they are fewer than the other side. and ei- ther p r o j e c t requires a lengthy legal process. In the meantitne the town is grow- ing, one might say, almost like Topsy, and many prob- lems confront the sincere well 'vishers of the commun- ity. Beachites, in many in- stanCes, favor annexing t.er- ritory to 15th street. havmg amended the first idea of going to 17th street. What a fness of civic headaches! + + + Iowa Corn. Our per capita consumption of oil is thirty times the aver- age of the rest of the world. The energy content of this oil is equivalent to the work of forty slaves for every individual in the United States-and it is in such convenient and concen- trated form that no number of slaves-or of borses--could do what it does for the average American, particularly in the field of transportation. If we do not get the things that the optimists prophesy in the postwar era, it will be no one's fault but our own. The great benefits derived by all the people from petroleum were not brought about simply because the oil was in the ground. They were brought about because thousands of persons worked hard, from management down to the lowliest roust- about The tragic fact is that in the niidst of our abundance, we seem to have forgotten that it did not come easily.
