ready working on ideas for
plans to provide. A greater
county sewer district could
include most of the towns in
the county, provided the out-
fall is still in the picture: wa-
ter, most vital of the trio, is
being studied with more vi·
gor than ever before;
schools, of course 'are beyond
capacity and a Junior High
school. located somewhere
between Newport and Costa
Mesa, should be considered.
if it can be decided how pay·
ment can be apportioned.

Yacht Anchorages. This
brings us· down to harbor
congestion. We are a bit
smug about yacht accomm<>-
dations, but the time is rap-
idly coming when we will be
dropping astern on anchor-
age. The city and harbor
will need great gobs of rev-
enue to provide for expan-
sion and ·what is the matter
with the city converting its
2.000-odd feet on the north
bay for boats. In this way
the stretch could still be
utilized for recreational fa-
cilities because the shore
could be put into scenic view
sites for the public without
interference. The city now
gets some revenue from oth-
er of its frontages and it
could still adhere to the ori-
ginal intent of Donor Irvine
to use the strip for such pur-
poses as indicated in his p1"t'-
sentation.

The ln•ine Deal. In a long
talk with Mr. Irvine and his
roving envoy, Paul Dins-
more the other night. both
voiced their opinion that the
strip should be used for re-
creation. Mr. Irvine citPd
what has happened to the
Arches east, now filled with
buildings, boat ya rds, repair
shops, stores. etc. and a ll
view of the bay cut off. He
felt that some open area
should be left to permit ac-
cess to the bay by the boat·
ing public. Mr. Dinsmore,
of course. coincided \Vi t h
that view and added tha t he
had no interest in the citv
hall location because h.e
thought that issue was set-
tled and it should go where
the city wanted it to go. He
also vigorously declared that
nobody in Newport Beach
had any authority to talk for
the Irvine interests on the is-
sues outlined above.

Politics. In reading the
public prints got the idea
that it would be a grand plan
if appointments, whether na-
tional, state or city. could be
made on an unbiased basis.
I rather than from a political

ception of the new city hall and suggested floor plan when
Ralph Flewelling o f Los Angeles sent down the a ttractive

The City of Newport Beach was increased in size by ap-
proximately 49 acres Monday afternoon by resolution of the
city council within an hour after it was proposed by owners
of the property immediately adjoining the city on the south-
east. By quick action. which might have entailed an election
if the land were inhabited, the city annexed a new subdivis-
ion soon to be improved 'vith some 145 lots which may even-
tually increase the city valuation by Sl,500,000 when this pl'(r

system is going to be hard pressed to handle the deluge of
packages and cards.
Here are a fe\\.. suggestions as to hO\\" you can help: 1. Mail
all Christmas packages and cards at once. 2. Be sure the
address is complete and con-ect. including the return address.
3. Wrap packages securely.
If you do these things you \\ill help the postman and a lso
ensure the arrival of your Christmas mail by December 25.

And as hundreds of thousands of war veterans return to
civilian life each week the "no place" theme is S\Ulg in dis-
sonant tones by a rapidly increasing chorus of dwelling seek-
ers.
In \-Vashington \vorried officials ai-e disct1ssing many
''cures" for the situation. But too much emphasis is being
laid on the control of existing supplies of bttilding materials
and their prices. rather than concentrating on the only sure
remedy which is to speed the production of more building
materials for Ci\-i lian use.
Some t'Ontrols may be necessary for a while but if ltunber
and other items for home construction are made more plcnti·
ful the price problem \\ill take care of itself through the Jaw
of supply and demand.
America must build millions of homes during the next de-
cade if the increasing population is to be properly housed. Our
own state with its vast number of new residents will undoubt-
edly construct more homes than any other state in the UQion.
If Washington officials will spend less time trying to fig-
ure out a quick cure for the situation and more time toward
getting trees and red tape cut. the housing s hortage will be at
least one step nearer solution.
