STATE PARK. As the con-
troversy rages over the
Corma del Mar state park,.
which one day is taken over
by the state and the next
withdrawn as unconstitu-
tiooal, comes what is re-
garded as an authoritative
opinion rrom John Watson,

Mrs. Andrews, hard-hitting
advocate of a state park
here, reported today that in
a telephone conversation
with Mr. Watson he stated
that he was familiar with
the present setup and when
asked: "Could any city deed
tide lands hack to the state?"

question." He amplified this
by adding that where the
state granted tidelands In
front of a city (Newport
Beach) owned beach. it
could at any time return
same.
It was further explained
that a city only holds its tide
lands in trust for commerce
and navigation purposes and
that same may be returned
to the state at any time. He
cited the case of Long Beach
which recently deeded 2200
feet hack to the state. Local
city council has held in abey-
a nce a resolution from the
C. D. M. folks to go a head
with the project but City At-
torney Thompson is holding
up that request pending an
opinion he h as asked of the
state's attorney negeral.

have done for their country,
it is only right that veterans
should have priorities on
building new homes. But
how many will they be able
to build, and how long these
priorities will stay on is a
subject for conjecture when
you consider that it is next
to impossible for anyone to
get a home built and fur-
nished for less than $10,000.
How many veterans ean
stand payments on · a deal
like that? Many of them
are young men just out of
school who are incapable of
earning much more than $50
per week. Is it wise to tie up
most of his wage or salary
for 20 years on the supposi-
tion that times will always

Seven supervt.sing: officen of
Newport Beach dtY departments
were r ecommended for increases
in their monthly salaries by the
cl ty council at their regular meet·
ing yesterday.
The seven were approved for
raises or $25 monthly In their
present salaries because or ad-
ditional city work and responsi-
bni ties which have come to them
in the past several months and iii which there is not now any in-
dication or a letup.

In making the recommendation
for approval or hikes i.n the sal-
aries of the seven municipal of-
fiCers, Councilman Lester Isbell
stated that the increases would
be temporary until a state person-
nel survey man reclassifies the
salary brackets of all municipal
departments sometime in t he near
future.

have been working overtime on
the additional problems and work

tary for the Balboa Island Improveme nt 8880ciation, to the
membets of the city council
at their meeting yesterday.
·The improvement association of-
ficial deplored the uncleanliness of
the sidewslks. which. she aaid. are
covered with dust and debris, and
she asked that the city council
authorize its street department to
clean the walks.
She also said that the people
of Balboa Island would appreciate
it if the city fathers would see to
it that street department em--
ployes engaged in the collection
of garbage and rubbish tn that
area handle the contaJners and
lids more carefully than they
have, she added, in the put.

would keep the garbage from be-
ing strewn about the alleys. She

advised the mayor that similar
complaints had reached his office
and he hu already taken the mat-
ter up with the street department.

Another era of !;lldden prosperity is in pivspect for the na-
tion as business and industry strain anxiously against grad-
ually yielding post-war barriers." Wheels which have made an
industrial giant of the country are going to hwn as they have
never hwnmed be{ore in peacetime and the pace, undoubt-
edly,, will be breath-taking and baffling. . . Milestones are to be passed iii speeds adjusted to an age
which has produced mllStery of the atomic world, super
speeds in rocket planes and projectiles and other major dis-
coveries in the fields of science and mechanics.
All this represents the structural pattern of tomorrow.
but a world moving so rapidly is apt to think slowly, possibly
because the rapidity of recent developments will leave us all
slightly-dazed for years to come.
The American habit, however, is to keep up with the
times otherwise, and we see the nation fully conscious of its
reputation for progress, when we note how quickly the
farmer has taken to the air. The farmer, in fact, who was
once supposed to be a bit behind his city cousins in accepting
new ideas, is ciln'ently out ahead in oi'ganized effort to make
use of the airplane. Hopping about the nation in planes, at
least, has become almost as common to the farmers of the
West and mid-West, as their former trips to town by auto.
Next will come the helicopter habit for city dwellers and
after that Heaven knows what. It is to be an interesting age,
however, regardless of the tendency to Jive a push-button ex-
istence, and it will grow more interesting with each passing
year. provided international differences settle down to a point
anywhere near complacency.
All this speed and rapid progress in everything, however,
could easily lead to something resembling a global neurosis.
It could become an age made jittery by its own pace, and if
that happens we are apt to find ourselves in the position of
children with too many toys. We are likely to grow weary,
restless and careless and lose sight of serious purpose. Such
an attitude would be damaging to intelligent planning and
judicious handling of our national problems.
At this point it doesn't seem likely, but another era of
careless prosperity might well lead to a climax more jolting
than that which ended years of so-called prosperity in 1929.
Worthy Club Plan •
Some communities of the nation have reported organized
club movements for the preparation of foods to be shipped
to hungry nations abroad. This is one of the real worth-
while club moves that could be made in the nation at this
time and sh_ould be considered especially by all women's
clubs. Let the men take oare of the gardens. ,

that unless more room for transients can be provided, the
city may not. be able to reach its new goal Qf.10,000 divorces
