vard and another on Broad-

an empty storeroom would
be used temporarily, while
still another source is said to
be willing to donate a site
and erect a handsome bank
building in the center of
town. The latter plan seems
the most feasible as such a
structure would prove ,a de-
cided asset to the community
rather than a make-shift
start. Of course it .would
take longer to erect a build-
ing, but as Jong as the Mesa
has waited thus far, another

finer type of architecture to

Giesler and his brother, Lanny,
age 10, were on their way to
church when their scooter skidded
on the pavement and upset them
directly into the path of an on-
coming automobile. which Califor·

Newport Beach Oty Council on
Monday night approved the appli·
cation of P. It.. Palmer, president
of Lido Properties, Inc., which sug-
gested municipal endorsement of a
bus line connecting Lido Isle with
t.he Lldo shopping center which is
now in the formative srage.
The councilmen approved the
plan. providing the Lido Proper-
ties. Inc .. takes out state compensa-
tion and liability insurance which
would protect the city agains t
damage suits in case anyone is in-
jured while the bus line is in oper-
ation.

The shllll> controversy over the proposed 10-year high-
way program finds both sides in agreement on one thing: bet-
ter roads are needed. On that point there can be no disagree-
ment. ·.
But as to the best and fairest means of raising the money
needed, or said to be needed, there is a wide divergence of
views.
Now that the attempt has failed to rush the bill through
the legislature before the people had a chance to familiarize
themselves with it, there is a noticeable increase in public de-
sire to make sure that the huge increase in automotive taxes
00 both private and commercial highway users is really ne-
cessary now. The $133 million already set aside for roads
can't be spent immediately or probably for some time to
come. Meantime, the present taxes are turning in millions
to the state treasury every month.
There is also a growing recognition of the fact that the
attempt to "soak" any one particular group such as the com-
mercial highway carriers will really mean soaking California
businesS in particular an~ the public in generaJ. Why? Be-
cause commercial carriers must-be allowed rates at least suf-
ficien t to cover their operation costs. If truck taxes are hiked
the public utilities commission will permit a boost in their
hauling rates.
This means that farmers, shippers and producers who de-
pend principally on trucks because they provide quicker and
more flexible service will have to pay more in transportation
costs which \vill be reflected in higher prices. And this cost
would be a significant factor in the California economy since
two out of every three tons of freight handled by common
carriers in California intr;;state commerce move by highway
transport.
There can be no doubt that by the time the lawmakers
meet again in Sacramento next month public opinion on the
proposed highway program will have crystalized sufficiently
to create a strong demand for a modification of the tax
scheme devised to finance it.
Battle of Britain-1947
In five and a half years of war Hitler's legions and his
luftwaffe were unable to immobilize British industry. Yet
now, nearly two years after victory, a combination of acute
weariness and: acute weather have brought British factories
to a virtual standstill.
Today the British people are fighting the Battle of
Britain all over again. This time the foe is internal rather
than external. This time it is not a case of two few defenders
and two many attackers but of too little coal and too nwch
snow. This time England does not face annihilation from
weapons of war. Nevertheless, her whole national economy
ls, in some respects, in graver danger of complete collapse
than it was in the days when the bombs instead of snow fell
from the sky.
Tfus collapse is not liable to be immediate, but it seems
Inevitable unless ·the Government can find some means of
restoring the ailing coal industry-the very core of British
economy-to a healthier state than it has enjoyed for many
years· past.
On the human side of the problem there is the fact
that the British people have been on the firing line in one way
or another for nearly 7'h years. The end of the war has not
brought to them relief but even more severe economic con-
ditions. They're really "tired of it all"-and that isn't funny.
With the bleak outlook it's getting harder to maintain
morale.
