April 1 marks I the opelllng-torma1, that lli-<lt sport fishing season out of Newport Harbor and nearty 100 boats prettied up in their spic and span best, &te plying these waters for t!je eager-anglers seeking f:!ie sparkling denizens of the ~· Of course the sport ,,..,. have already been d<>-bi"ihen-stulf, but A.ssocla· ~ Secretary Hughie Mc- Miiian says the real rush stBrts in April; that alre&dy more out-of-state cars have a~ here than last year and all Indications point to a brisk season. What should interest lovers of the sport is that Newport Harbor for the first time will be entered this year in the 2nd annual show at Gilmore stadiwn, ~ April 10 and run- n!Dg ten days. jEftorts are being made to aqqulre 'Fonse Hamman'• world record Marlin caught in 1931, and which was mounted but somewhat ne- glected the last few years. The association will refurb- ish the big swordfish and use it as part of its exhibit at the Los Arigeles expositton. An· other item of absorption is the plan of the Banboa Ang- lli)g club to erect a new club-bOuse at the foot of Adams street. This should be a dilly, as these foresighted anglers have a building fund that is being increased and will give fishermen the first real place to call their own since this popular resort b e ca m e known as a super fishing center. + + Water. In just 22 days Newport Beach will vote on a $420,000 bond issue to bol- ster Its mains, Improve lines, build new ones and construct 1IOl1le wells. There are some old wooden stave arteries trOm the reserv<>irn that have outlived their useful- ness and are costing taxpay- ers nearly $1000 a month to keep In repair. It is interest· Ing to note that in 1936-37 water receipts were $64,000 while operating expenses equalled $39,000. Nearly 10 years later or in 1945-46, re- ceiPts were $101,000 and op- erating expense totalled $55,· 000. One sad commentary Is the fact that leakage from decrepit mains amounts to a Joss of about 2000 acre feet or 10 per cent of precious water. + + + So~ G•! Active Member of That Better Mousetrap The history of American business is replete with the stories of those who have achieved breath-taking success. But some persons seem inclined to believe that the ma- jority nf these men were lucky, that they had "pull" or some advantage not enjoyed by others. Some men are lucky, some do have "pull". But a cold look at the record will convince any fair-minded individual that ,nien usually succeed because, in one way or another, they provide a real service for their fellows. · One outstanding example of this is the career of Henry Fonl. His ambition wits to provide rapid and cheap transpor- tation for the masses. He did. As a result he built up a bil- lion dollar business in the quarter century from 1904 to 1929. The list of men who like Ford and others have attained such great success is an ever expanding one. But , as we have poinU!d out, those whose names appear on that list are those who almost invariably have seived others well. Regardless of who builds a better "mousetrap" or regard· less of where he lives, the world will surely "beat a path to his door". Secret Diplomacy While the American people have alwa ys strongly opposed secret diplomacy they now find the secret diplomacy at Yalta ls a principal stumbling block at Moscow. At the Yalta conference Presider:it Roosevelt made several secret agreements with Russia, even though he had no au- thority to do so and had neither the expressed nor implied approval of congress or the people of the United States. At that time the public was given the assurance that there were no such agreements, but several have come to light. The latest of these is the one in which the late president is said to have. agreed to let the Soviets take reperations out of Ger- many's current production. Now, Secretary Marshall is put in the position of being forced to repudiate that agreement-a move that will not help American prestige at Moscow or elsewhere. But to per- mit Russia to exact $10 billion in reparations from Germany's current production-that would mean manpower since Ger· man industrial equipment has largely been destroyed-would long delay the vital job of rebuilding Germany. And the re- building of Germany, at least to a self-supporting basis, is Im· perative to the recovery and stability of Europe. Aside from the moral question involved in secret agree- ments. how was Mr. Roosevelt to lmow tha t Germany would have the capacity, to produce anything after the war, espe- claHy in view of the terrific aerial bombings that were then leveling German plants? Secretary Marshall's task at Moscow would be hard enough even without the handicap of secret agreements which were Wlknown to him. We can only hope that in spite of these obstacles he will be a ble to reach some Wlderstand- Ing with the Russians and other members of the Big Four whereby a start can be made toward getting Germany back on its economic feet.
