' ~W NOW! Wberefor art
'thou, Brutus, or what-
eYel' the right quotation
lbould be, the question be-
ing as to what happened to
the last Thursday meeting
Cl the city planning commis-
llcn, which had six public
1-rlnp on the blotter and
' narry a commissioner stuck
his pblz in the cicy hall door.
Scme 25 expectant folks,
many of whom no doubt
wanted zoning and re-wn-
lngs and set-backs handled,
waited and waited for the
allgUSt body of city planners
to put In an appearance-
and no soap! And that ain't
all. 'cause the same thing
happened at the sessl'on the
month before, when Chair-man John Allen tried to re-
lign and finally had to get
the council to officially ac-
cept It. Where's the ebony-
colored lad In the woodbox,
gentlemen, and what politi-
cal significance is attached
to the absent board?
In the days of long ago the
planning commission had to
meet under the law and each
member took oath that he
would solemnly perform his
duties (regardless 'of the no-
pay angle, and that he would
attend gatherings faithfully,
absenting himself only on
permission of the headman.
As I understand the statute
no commissioner has the au-
thority to cancel out a spe-
cial or regular meeting, and
I wish some little bird would
whisper which big shot per·
suaded the others to stay
away-if that was done. An_d
then again one wonders if
the board refused to hold
sessions the last two months,
just what the legal proced-
ure is and whether they have
violated their oaths of office.
"ns said that the new man
named to succeed Mr. Allen
even did not appear. Come,
• come boys, if you have a
peeve get it out of your sys-
tems · and .start functioning
for the public, whom you are
supposed to SERVE! .

Weather and Beaches. In-
land torridity the last week
sent droves of "hot" citizens
to the beaches and in mean-
dering around our shores
crowds in the surf, the bay
and the fishing piers. Equal-
ly rushed were the sport
boats and this advance
thousands early in the sea-
son is just a forerunner of
what is to come, as ail indi-
cations point to a warm
summer, wllich means tern·
porary population and· bUSl·
ness. It is much more ex-
pensive to maintain and keep
our shores clean when they
come in droves than when
they don't, but the expense is
more than offset by the in-crease in trade. Let 'em
come.

The matter in question, concerning a group hame for the deliRbtful

SO,-Il I want a fnend to come down and visit,1 I would not be able to

expressed in Department of Com-
merce reparU Issued regularly to
giv~ a summary of the business
picture over the sout~\vestern area
which is the best gwde for condi-
tions in the Newport Harbor area.
Outlook in general indicates I
son1e points below tha t of a year
ago but \.Vith the approach of the
vacation season and the steady in-
flu."< Of nC\Y p<'OpJe the promise is
for a good healthy season.
In certain sections of the state
reduction in the number of estab-
lishments is noted but generally
this has occurred only In a few
SC'ctions where the extra growth
was not \\'arranted '''hen th<' busi-
nesses ,,·ere started.
Building continues a t a rapid
pace and in spite of added costs
per unit It is evident the activity
"'ill continue until heavy back Jog I
of orders and dema nds is supplied.
The indications point to the fact
that business is available but that
instead of it now waiting on the
doorstep it is hiding in the hedge
and must be gone after and search-
ed out, and the resulµ will be
bcnc>ficial. BrieOy it is now com·
ing to a buyers market instead of
a sellers.

$25 Billion Investment
When Henry Ford built his first gasoline buggy
half a century ago there were virtually no roads of
major importance in existence.
But by the time of his recent passing the Ameri-

bridges, vehicles, garages and the like, was estimated
to be worth more than $25 billion. · ·

'The county's planning oommll-
sion recommended t h a t t h e
county'• building ordinance "be
overhauled" and strengthened to
include all types of buildings
everyWhere on everybody's proir
erty.
It acted following protest by
James S. Porter, who bought ranch
property on Cerritos Ave., west of
Western Ave., south of Buena
Park and west Anaheim, and then
found th&t a neighbor was movlng
in some used Army barracks for
convenioq into dwellings a n d
other units.
The commission decided, !l5 it
has once previoUJJy, that t h e
county's building ordinance, which
does not require inspections of
structures placed 150 feet back
from a road, is discriminatory and
tends to devaluate propertid in
some instances. It recommended
that the building ordinance be
made to "apply to all areas."
Porter's protest was that, with
h1s own development plans call-
ing for slTuctures which would fol-
low the county building code, his
neighbor's barracks · att set far
enough back from the road to
escape these provision!. ConM·
quently, he declared, a ny type or
style of construction can be under-
taken, to alleged detriment ot his
and other properties.
"The 'saving' clause of the
county building code, wherein in-
spections are not required on
structures set back from the high-
ways. was inserted years ago for
benefit of farmers doing their own
construction work.
