E"'"*1'8! What is an 1'ex·
pert"! One who Is sup-
posed to have analyel a bl¢-
ness or an undertaking and become better qualified to
tell how and what will hap-
pen than a mere ignoramus.
"Experts" worked out the so-
cial security system so that
the govemmart could and
did borrow seven and·,a halt
billion from the funds for
other purposes, putting In
place of the money U. S.
Bonds for which it must bor-
row-money from you to pay!
''Experts" predicted there
was no possible way for
J11pan to ·go to war against
the United States. Yet there
are thousands of young men
who will never return from
the Pacific because the ex-
perts were wrong. "Experts''
labored and brought forth a
gang of coordinators to har-
monize the various branches
of government and after a
time it was necessary to hire
a new force of coordinators
to find out what the first
gang was doing and what
had become of them!
''Experts" were hired to
plow under the hogs and the
crops and buy up the spuds
and wheat and corn and pay
tanners for not raising
food and now Henry Wal-
laC11, under whose regime
this was done. admits that
this could have been a mis-
take, while other ''experts"
ordered tons of potatoes to
be covered with kerosene
and burned. rather tha n
ship them to Europe! "Ex-
perts" J?lanned our highw~ys
in a skunpy sort of fashion
and after a few years discov-
ered they had to be widened
at double the expense! And
through it all the people pay
for this wonderful advice,
most of which is offered by
government, alth()\\gh you do
find real experts irl farming,
Industry, etc.. who have
reached their results via trial
and eJTOr and endless experi-
menting. But these folks
simply say they are students
trying to learn and are not
expert at anything.

• Bol1dlng Permit. Here's a
strange state of affairs that
should be straightened out
by the city building depart-
ment. A war veteran, Dan
Patch, took out a permit to
c:Onstruct a garage house on
Fullerton avenue. The list of
permits in t he News-Times
showed it was for $4800. Yet
Patch, who did most of the
work himself. finished his
job for less than $1000. If
the permit was not a typo-
graphical eJTOr, it should be
explained as t o the differ-
ence in costs, not that the
city would maintain the per-
mit's assessed value. but
there is a certain county as-
sesi;or who makes a . science
of figuring everything on a
sky-rocket basis!

There has been a great deal of talk in recent years
:about what might be done to cut down this mortality
rate. But one of the most constructive steps actually
being ·taken in this direction-a step which gets at
the root of the problem-is a series of information
digests on various businesses prepared by the Small
Business Advisory Committee of Bank of America.
The first di~est, which covers the restaurant busi-
ness, was published a short time ago. Others for such
lines as grocery stores, women's apparel shops, ap-
pliances stores, and so on, are to follow later on.

These digests are put out in pamphlet form and ~==================~! are summaries of comprehensive surveys being made
of. the small business field in California. Designed
especially for those who want to enter that field, they
set forth the personal, financihl and other qualifica.

to be encountered. ·
. In this way the would-be proprietor gets a clearer
P.lcutre of the business before he puts his money into
it. He is thus more able to determine whether or not
he should ~o ahead with the enterprise. If he goes
ahead he wil be better prepared for it and more likely

Better to Have it and Not
Need it than to need
it· and Not Have it
• By JACK LINDSLEY
Some people seem lucky and for a long while, carrying their own
insurance risk ... But the day comes when they are called upon to
pay that ganlble premium and they haven't put aside or saved the. fi·
nancial reserve to meet it-what then? Who suffers? It's a hundred
to one it's someone they loved.
