To Mayor Muldoon, Councilmembers, and City Clerk,
. I'm Mike Martin, a 35 year business owner of Balboa Pharmacy on the Balboa peninsula and a 29 year
resident of Corona del Mar. I want to thank you and your staff for the efforts you've put into improving Balboa
for the residents and businesses. The downtown area looks great due to the streetscape and building
enhancements you have supported.
I also want to thank you for proposing a summer trolley for the peninsula. This will be a big plus for both the
residents and businesses because it will decrease the amount of traffic and the related impacts of people driving
around looking for a place to park. If visitors can.park at the entrance to the peninsula, there will be fewer cars
circulating around the beach and parking in the residential neighborhoods. Right now, I dread driving onto the
peninsula in the summer due to the gridlock, and I look forward to this parking alternative for me and my
employees.
- The important thing will be to communicate the availability of the trolley and pick-up/drop-off locations to
visitors. Once beach visitors are aware of this service I think they will want to take advantage of its benefits.
- A good example is the successful Laguna Beach trolley. For the past few years whenever my family and I
attend the summer festivals in Laguna Beach we drive to a specified parking lot outside the downtown and take
the trolley into town. It's a great way to park quickly and conveniently, and avoid the time, hassle and higher
cost of parking downtown.
- Thank you, again, for improving our community and please vote to approve this win-win alternative to heavy
traffic and parking problems faced by frustrated residents, summer visitors and business owners.

Stop bending taxpayers over your barrel to fund your hair brained (aka idiot) schemes! NO BUS!! We want the
DownTowner.... which has served us so well and is an EXISTING good business that residents and tourists use and love.
Your decisions seem to only support your crony friends which we all know support you in return in a variety if ways (aka
CORRUPTION). We see exactly what is going on and won't forget when the election rolls around again. And I will
continue to spread the word about your shenanigans on FB.

Attached please a letter from the Central Newport Beach Community Association (CNBCA) regarding our STRONG
support of Item 19 — Approval of Service Agreement for the Balboa Trolley. Implementation of a Peninsula trolley to
Balboa has been a long -sought aid to traffic, parking, and circulation problems on the Peninsula during summer
weekends. CNBCA (a.k.a. Pier -to -Pier), represents roughly half of the 8,200+ residents located on the Balboa Peninsula.
We act as an advocate for policies that our general membership feels are important to their lives and to the quality of
life on the Balboa Peninsula.
The proposed trolley holds promise for providing some long-awaited, off-site parking as well as the ability for visitors
and locals alike to move along the Peninsula by motor vehicle. This will alleviate demand on the Peninsula's streets and
the Oceanfront Walk (a.k.a. the Boardwalk) as well as increase use of local small businesses.

The Central Newport Beach Community Association (CNBCA) strongly supports Item 19 –
Approval of Service Agreement for the Balboa Trolley. Implementation of a Peninsula trolley
to Balboa has been a long -sought aid to traffic, parking, and circulation problems on the
Peninsula during summer weekends. It is a complement to existing services such as the
"Downtowner", Uber, Lyft, the OCTA bus line, and taxi services.
CNBCA (a.k.a. Pier -to -Pier), represents roughly half of the 8,200+ residents located on the Balboa
Peninsula, and has hundreds of active members. We act as an advocate for policies that our
general membership feels are important to their lives and to the quality of life on the Balboa
Peninsula.
The proposed trolley holds promise for providing some long-awaited, off-site parking as well as the
ability for visitors and locals alike to move along the Peninsula by motor vehicle. This will alleviate
demand on the Peninsula's streets and the Oceanfront Walk (a.k.a. the Boardwalk) as well as
increase use of local small businesses. Many locals and visitors do not visit businesses that are
farther than a casual walk from their location, because:
• There is limited parking near the business;
• Fear of losing a parking space;
• Riding or walking on the Boardwalk is too intimidating given the current use of electric
bicycles, motorized bicycles, etc.; and/or
• The trip is too inconvenient.
Regular trolley service, combined with the planned app, should aid in alleviating these
fears/concerns. Visitors who get a space in the new parking at Hoag will consider themselves very
lucky and can visit anywhere along the trolley route with the assurance that they can return to their
car later in the day/evening. Additionally, people who find a Peninsula parking spot—that is not
convenient to where they are going—can still park and get a ride on the trolley—thus reducing
cruising for a spot at the most popular areas.
Again, CNBCA strongly supports Item 19 – Approval of Service Agreement for the Balboa
Trolley!

Hello, I think it would be a great idea to have the old style trolley JW here in the Balboa Village. It sort of
represents the old Red car that was in place many years ago.
As a business owner I hear quite a bit about parking. There complaining there's not enough parking or the
meters don't have enough time in them.
