The City Arts Commission special meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that
the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the meeting and that the
public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject
matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally
three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate

enacted by one motion in the form listed below. City Arts Commissioners have received
detailed staff reports on each of the items recommending an action. There will be no separate
discussion of these items prior to the time the City Arts Commission votes on the motion
unless members of the City Arts Commission request specific items to be discussed and/or
removed from the Consent Calendar for separate action. Members of the public who wish to
discuss a Consent Calendar item should come forward to the lectern upon invitation by the

Library Services Director Hetherton corrected "Rod Rodheim" on page 6, paragraph 6, to

B. Consent Calendar Items
2. Financial Report - Review of financial information.
Library Services Director Hetherton advised that the financial report did not reflect the
$2,400 refund of the Cultural Arts Grant.
3. Cultural Arts Activities - Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and
services. This month's report includes the results from the Performing Arts
Survey
Library Services Director Hetherton reported he had been negotiating with acts for
Summer Concerts and working on a presentation of Phases 3 and 4 of the Sculpture
Garden for the City Council.
In response to Chair Selich's inquiries, Library Services Director Hetherton explained that
the contract for Phases 3 and 4 had to be approved and funds appropriated to the Cultural
Arts Division. The contract would likely be presented to the Council in April. He would
determine if additional responses to the Performing Arts survey warranted leaving it open.
Commissioner Logan noted survey comments would be important for the City Arts
Commission to remember and investigate.
Chair Selich requested a report of survey results be presented to the City Arts Commission
when the survey closed. The survey for McFadden Square events needed to be prepared.
Motion made by Commissioner Chang, seconded by Commissioner Logan, and carried
(6-0-0-1), to approve the Consent Calendar.

A. Items for Review and Possible Action
4. Approve Donation of Mark Leysen's Shifting Currents to City Arts
Inventory – The Art in Public Places Ad Hoc Subcommittee recommends
that the City Arts Commission accept the donation of Mark Leysen's
Shifting Currents into the City Art Inventory.
Commissioner Greer reported the Art in Public Places Subcommittee recommended the
City Arts Commission accept a donation of Mark Leysen's painting, Shifting Currents, into
the City Inventory. She shared information about Mr. Leysen's artwork. Mr. Leysen
agreed to all conditions listed in Council Policy I-11, and Shifting Currents conformed to
all criteria listed in Policy I-9. Pending approval, the painting would be recommended to

the City Council for acceptance into the City Art Inventory. The subcommittee was thankful
for Mr. Leysen's donation.
Commissioner Logan considered the piece exceptional and was pleased by Mr. Leysen's
offer to donate it.
Jim Mosher asked about a plan to display the painting. It should not be placed in storage
after the artist's generous donation.
Commissioner Greer advised that the subcommittee had discussed adopting a plan to
inventory public spaces in the City where art was needed. That inventory would likely
occur after plans for the Sculpture Garden were complete. In the meantime, the painting
was displayed in the front entry of the Library Administrative Office.
Commissioner Logan remarked that the subcommittee was being extremely selective and
discriminating in choosing artwork. The subcommittee was compiling a plan to ensure the
entire City shared in the wealth of any purchased or donated artwork.
Chair Selich believed a curator could assist the City Arts Commission with placing artwork.
Commissioner Greer recalled a curator who helped inventory the existing City collection.
Motion made by Commissioner Greer, seconded by Commissioner Logan, and carried (6-
0-0-1), to accept the donation of Mr. Leysen's piece, Shifting Currents, into the City Art
Inventory.

5. Presentation by Newport Beach Arts Foundation – The Newport Beach
Arts Foundation will present an overview of Foundation activities.
Virginia Hayter, Newport Beach Arts Foundation, remarked that the Arts Foundation was
happy to partner with the City Arts Commission to enhance the quality of life in Newport
Beach and for neighbors. The Sculpture Garden, rotating exhibits in the Central Library,
expansion of the juried art show, and the Pacific Symphony performance brought local
and national attention to the arts in Newport Beach. The Arts Foundation wanted to
continue to be a partner in the City Arts Commission's good work. In 2017, the Arts
Foundation would present Sphere 112 to the citizens of Newport Beach. The Arts
Foundation was committed to projects and work that would raise funds to support the City
Arts Commission and to ensure the preservation and enhancement of the arts in Newport
Beach. Recruitment for new members to the Arts Foundation had proven to be difficult.
The Arts Foundation requested the City Arts Commission's help in finding people who
wanted to help build community through the arts.
Carmen Smith, Newport Beach Arts Foundation, commented that the Arts Foundation
received a fair amount of publicity; however, it did not translate to membership. She
shared photos of Arts Foundation events and projects. The City Arts Commission could
help the Arts Foundation obtain more advertising and more members.

Chair Selich expressed appreciation for the Arts Foundation's support. The City Arts
Commission's ability to assist the Arts Foundation was limited.
In response to Chair Selich's question, Ms. Smith advised that the Arts Foundation did not
have a list of recipients for email blasts. Only five members actively worked on Arts
Foundation business and projects.
In reply to Commissioner Chang's inquiry, Ms. Hayter recalled $8,000 being raised through
email solicitation for the Pacific Symphony concert, and the Arts Foundation gave $1,000.
Commissioners and Ms. Hayter discussed the ability of the City Arts Commission to solicit
donations in general and for individual projects. The Arts Foundation did not have
sufficient members to handle fundraising and events.
Commissioner Greer suggested an immediate initiative to publicize the need for support
of arts programming in Newport Beach and for members and to connect the Arts
Foundation with arts programming. A spokesperson for the Arts Foundation could attend
local events to educate the public about the Arts Foundation.
In response to Commissioner Chang's question, Library Services Director Hetherton
advised that the email list contained 16,000 contacts. Ms. Smith added that most of the
$8,000 was received in response to the City Arts Commission advertising the Pacific
Symphony concert.
Commissioner Logan suggested inviting former applicants to the City Arts Commission to
become Arts Foundation members. Library Services Director Hetherton agreed to
discover whether such an invitation would be appropriate.
Chair Selich clarified that the Arts Foundation had to take responsibility for fundraising
without staff support.
Commissioner Van Bergh concurred with sending quarterly email solicitations.
Commissioners discussed whether to form an ad hoc subcommittee to market the Arts
Foundation or fold it into the Marketing and Communications Ad Hoc Subcommittee.
Chair Selich tabled the item until Vice Chair Kerr could be present as he had reached
agreement with the Arts Foundation regarding responsibilities and priorities.
In reply to Jim Mosher's question, Chair Selich indicated funds for an
administrator/coordinator for the Arts Foundation were utilized elsewhere. Library
Services Director Hetherton added that the Request for Proposals for the position was too
broad. Money for contract labor should be placed in a separate fund to pay contractors
based on specific jobs.
Commissioner Greer remarked that the City Arts Commission could not work directly with
the Arts Foundation, but it could direct people to the Arts Foundation.

Library Services Director Hetherton clarified that the Request for Proposals did not result
in any persons interested in the position a that proposed level of compensation; therefore,
funds for the position were used for other contract services. Staff submitted a budget to
the City Manager that included $40,000 for all contract services.
Commissioner Greer reiterated that fundraising efforts throughout the year had to be
managed by the Arts Foundation.

Commissioners, Ms. Hayter, and Ms. Smith discussed Commissioners' ability to assist the
Arts Foundation, Arts Foundation infrastructure and membership structure, and ways to
recruit members to the Arts Foundation.
Library Services Director Hetherton offered to use the Cultural Arts email list to solicit
members for the Arts Foundation.
B. Monthly Reports
6. Art in Public Places Ad Hoc Subcommittee – Commissioner Arlene

Commissioner Greer indicated Scott Amling's photography exhibit was on display in the
lobby until March 24. Mr. Amling gave a lecture about his work on February 22. The
Newport Beach Art Exhibition Committee met with staff and kicked off the event scheduled
for June 17. Mayor Muldoon would present awards at 4:30 p.m.. Attendees could see the
Sculpture Garden and Cows4Camp and Library exhibits. Award categories were
watercolor paintings including pen, ink and charcoal; oil and acrylic paintings; 3-D art;
photography; Jurors' Choice; and People's Choice.
Commissioners discussed food at the Newport Beach Art Exhibition including food trucks,
wine vendors, and caterers.
7. Performing Arts Ad Hoc Subcommittee – Commissioner Michelle
Bendetti, Commissioner Arlene Greer, Commissioner Judy Chang
Commissioner Greer advised that the subcommittee had approved the slate of performers
for Summer Concerts.
Library Services Director Hetherton added that dates were confirmed, and he would be
sending contracts to performers.
8. Marketing & Communications Ad Hoc Subcommittee - Commissioner

Chair Selich reported the subcommittee would be reviewing outreach for the Cows4Camp
exhibit. Any outreach efforts on behalf of the Arts Foundation should be strategic.
9. Government Relations Ad Hoc Subcommittee - Commissioner Lynn

Chair Selich advised that she and Vice Chair Kerr met with Council Member Herdman and
Vice Chair Kerr met with four other Council Members to discuss the Council's vision for
the City Arts Commission. Council Members concurred that the funding allocation for the
City Arts Commission of $275,000 would not change. She reviewed Vice Chair Kerr's
information regarding funds from the Balboa Theater trust fund; soliciting private support
and creating public/private partnerships; working with the Arts Foundation to raise private
support totaling $23,000; the reserve of $90,000 in the Visit Newport Beach account;
maintaining a reserve of $50,000 and spending the balance of funds over a two-year
period; and applying the reserve of $23,000 to the 2017 Pacific Symphony concert, unless
directed elsewhere. Total funds available to the City Arts Commission was $384,000.
Vice Chair Kerr had not provided for the $134,000 payment of the second installment for
Phases 3 and 4 of the Sculpture Garden. This amount could potentially be funded through
I-13 funds. In discussions with Council Members, Vice Chair Kerr had stressed that
Commissioners understood their fiduciary obligations to the Council and the community.
Vice Chair Kerr had questioned increasing community grants from $40,000 to $70,000.
Commissioner Chang questioned the need to raise funds for the Pacific Symphony
concert when $23,000 was available and how the City Arts Commission could anticipate
raising the same amount of funds. Commissioner Van Bergh explained that any surplus
funds could be utilized for other programming. Email blasts could again be used to solicit
donations. Strategic fundraising was needed.
Library Services Director Hetherton explained that funds raised for the Pacific Symphony
concert was placed in a special City account. Funds for Summer Concerts would be
available July 1.
Chair Selich and Commissioner Greer reiterated that fundraising for the Pacific Symphony
concert in 2016 was held at the last minute in an effort to obtain Council support for the
concert.
In response to Commissioner Chang's question, Chair Selich explained that the Arts
Foundation would need to hire a fundraising consultant.
Commissioner Chang reiterated that email blasts should solicit support for all arts
programming, not just the Pacific Symphony.
Library Services Director Hetherton recalled that the City Council approved funding for the
Pacific Symphony concert with the agreement that the City Arts Commission would raise
funds for the event in the future. Vice Chair Kerr's proposed budget was a good start to
present to the City Council.
Chair Selich requested Commissioners contact Vice Chair Kerr with specific questions
and suggestions. A strategic plan was needed to raise funds for high-quality events.
Commissioner Greer offered her time and institutional memory of the City Arts
Commission where needed. The Arts Foundation needed organization and leadership.
The City Arts Commission needed a plan for fundraising.

Chair Selich felt the building of a foundation required hundreds of hours. If the City Arts
Commission had a dynamic product or experience and an engaging and compelling
message, she could prepare a public relations proposal.
Commissioner Van Bergh suggested spending $5,000 to hire a consultant to prepare
materials and a message for a specific event.
In response to Chair Selich's question, Virginia Hayter indicated she could take a proposal
to expend $5,000 for a consultant to the Arts Foundation Board.
Chair Selich requested input for the Council study session on March 28.

Library Services Director Hetherton noted future items of the Performing Arts survey, a
sample survey for McFadden Square, and a financial report and the Arts Foundation.
Commissioners debated whether an agenda item concerning the date of the Pacific
Symphony concert was needed.
Commissioner Logan requested a future item regarding increasing Arts Foundation
membership.

TITLE: Cultural Arts Activities for March 2017
Festival Ballet Theatre
The first of two outdoor dance performances
sponsored by the City Arts Commission this year was
held on Saturday, March 25 at 12 p.m. when Festival
Ballet Theatre set a stage up on the patio in front of
Library entrance for an abridged version of the
ballet, Don Quixote. Families were encouraged to
bring a picnic lunch and their beach chairs for an
action‐packed hour of dance, music, history, and
theatre.
Attendance was estimated at 400.
Backhausdance is scheduled for May 20, also in the
Civic Green.
The Book, Reimagined
A new exhibit titled, The Book, Reimagined, was
installed this week on the upper level of the Central
Library. The exhibit features “books as objects”
created by students from the winter quarter Artist
Book studio at University of California, Irvine. This
undergraduate art class encourages students to
explore the relationship between images and text by
creating handmade one‐of‐a‐kind book projects
utilizing various techniques. The exhibit will be at
the Central Library through April 2017, with art
pieces rotating periodically.

Newport Beach Art Exhibition
The NBAE Committee of the City Arts
Commission is busy planning for the 53rd
Annual Newport Beach Art Exhibition. The
Call for Entries has been announced and
submissions are being reviewed and
accepted. Rack cards, banners, ads and
other materials are being developed to
promote the Exhibition.
"Assemblages" by Ron Yeo
Newport Beach City Arts Commission presents an
exhibition by architect Ron Yeo in the Central
Library lobby gallery from April 3 through May
26. The exhibit, titled “Assemblages,” aptly
coincides with Earth Month, and features a series of
art projects created out of recycled bottle caps,
plastic tops, action figures and other assorted
objects that artist Ron Yeo gathered on his morning
beach walks.
A native Californian, Ron Yeo and his wife have
lived in Corona del Mar for the past 53 years. His
architectural practice, known for environmentally
friendly custom home and nature and interpretive
centers, designed such buildings as the earth‐
sheltered Back Bay Muth Center, the Back Bay
Science Center and the Newport Theater Arts
Center.
Transitioning from architecture to art, Ron turned
to the collection of bottle caps that he had been
saving for many years. Inspired by the urban (junk)
art of Patrick Amiot, Kenny Irvin & Schickentzanz,
he decided to put them to use by developing this
series of art pieces. With his wide variety of caps,
he has been able to assemble an interesting blend
of colors and patterns in a whimsical display that
captivates art lovers both and old.

TITLE: Newport Beach Arts Foundation Discussion
RECOMMENDATION:
Staff requests that the City Arts Commission review the proposal Vice Chair Kerr has made to establish a
new structure for the Newport Beach Arts Foundation. A formal actionable item will be brought back to
the Arts Commission for approval.
DISCUSSION:
1. Establish a new structure for the Arts Foundation with three separate components that collectively
comprise the Arts Foundation:
A. A Board of Trustees that provides governance and leadership. The Trustees will have minimum
contribution obligations, to be determined. The Trustees will initially oversee the staff and will
assist with fundraising through provision of warm leads, participation in lunches, etc.
B. A donor recognition society in which donors are automatically enrolled. This “Friends of the
Arts” group is passive, without an internal structure or governance. Friends get recognition,
special invitations, and so on. The perks are tiered based upon the amount of the donation.
C. An “Art in Action” group that puts on specified events such as Art in the Park. This group is
modeled after the current activities of the present Arts Foundation Board.
Consequently, the NBAF is comprised of the fundraising leadership group, a membership society that
recognizes donors, and a group of arts activity volunteers. Existing members of the Arts Foundation are
given a choice of which group they wish to join, and they can belong to all three if they choose. We want
to ensure that there is a home for anybody who wishes to support NB Arts.
2. The City Arts Commission creates a short list of potential members of the Board of Trustees. The
City Arts Commission provides the initial recruiting of new trustees. Existing members of the Arts
Foundation are welcome to become trustees, but the expectation is that most of the trustees will be
new to the Arts Foundation, and will come in with an understanding of their role as fundraisers.

4. The City Arts Commission, Trustees and Arts in Action members will work together to create a
business plan for the Arts Foundation, including a job description for an Arts Foundation staff
member. This position is proposed to be funded by the City Arts Commission for 2017‐2018, per the
draft budget proposal discussed last week.
5. After these pieces are in place, a call for membership goes out, soliciting additional members for the
Board of Trustees and the Art in Action group.
6. A separate fundraising campaign raises funds for the Arts Foundation, with all donors automatically
becoming a Friend.

TITLE: Approve Artists for Exhibition at the Central Library
RECOMMENDATION:
Under the recommendation of the Art in Public Places Ad Hoc Sub Committee, staff requests that the
City Arts Commission approve the work of Chip Fesko, James Strombotne, The Book ‐ Reimagined
exhibit, and Phyllis Paxton for display in the Central Library.
FUNDING REQUIREMENTS:
No funding requirement.
DISCUSSION:
The City of Newport Beach maintains two exhibit spaces at the Central Library. The Lobby Gallery in the
Central Library has approximately 38 feet of linear wall space designed for two‐dimensional pieces of
art. Additionally, artists may apply to exhibit three‐dimensional works in the two display cabinets added
to the lobby of Central Library in 2010. The display cases are approximately 24” high x 24” deep x 24”
wide.
Artists who want their work considered for display submit a completed Application for Review and
Consideration of Art.
The Library Services Director manages the gallery space. The City Arts Commission’s Art in Public Places
Ad Hoc Subcommittee meets periodically to review artist's submissions and notifies artists of
acceptance. Staff arranges the installation of the art.
The Art in Public Places Ad Hoc Subcommittee recommends that the work of artists Chip Fesko, The
Book, Reimagined exhibit, James Strombotne, and Phyllis Paxton be exhibited, subject to City Arts
Commission approval.
Chip Fesko is a City resident who previously displayed his work at City Hall in 2009. In 2013, Mr. Fesko
was featured in the Imagination Celebration at the Newport Beach Public Library, presenting his
children’s book he wrote and illustrated, Fireflies & Honey Bees: Children's Poems for You and Me. Mr.
Fesko will exhibit his recent work focusing on geometrical handmade paintings that emulate the look of
digital works.
The Book, Reimagined exhibit presents 3‐dimensional work by local arts students. Each student created
a unique book during the winter quarter of the Artist Book studio at University of California, Irvine. The
exhibit addresses the roles that artist books play in our contemporary creative community. Focusing on

intellectual content and raw physicality, the students explored the relationship between image and text
by creating handmade one‐of‐a‐kind book projects utilizing various techniques, with the conceptual
emphasis on experimentation. The exhibit includes the work of UCI students Karina M. Andelian, Shalini
Chakrabarty, Jasmine Eunjung Chang, Ailee Chen, Michelle Chu, Murphy Chu, Keven Colchado, Eunice
Amaren Edigin, Albert Escobedo, Alyssa Midori Harper, Aaron Matthew Hilado, Diane Ngoc Diem Huynh,
Da Yae Kim, Leighton Lee, Danielle Victoria Mariano, Elle Mersereau, Mahtab Mohammadi, Linda
Phuong Nguyen, Latiara Rashid, Ziba Safavian, Evan Houston Stanfield, Faris Taher, Ana Luisa Torres, Vi
Yen Vu, Qing Wei, Danielle Moriah Westbrook, and Hanqing Xu.
James Strombotne is a renowned artist, a retired educator, and City resident who has also previously
displayed his work in the Central Library. Mr. Strombotne’s paintings can be found in the permanent
collections of museums across the United States, including the Museum of Modern Art in New York, the
Whitney Museum of American Art, The Hirshhorn Museum, the San Francisco Museum of Modern Art,
the Los Angeles County Museum of Art, and the Art Institute of Chicago. His work is also included in
many well‐known private collections, most notably the Jack Nicholson collection, which includes twenty
of Strombotne's major pieces.
Phyllis Paxton creates pieces derived from peeling layers from multiple commercial posters which she
augments to create layered collages.

Not just a bag of words, but a thing held by human hands.
Books are "a massive, distributed archive of the history of
reading, hidden in plain sight in the circulating collections," the
site argues. "Marginalia, inscriptions, photos, original
manuscripts, letters, drawings, and many other unique pieces
of historical data can be found in individual copies... Each book
has to be opened and examined."

TITLE: Sample McFadden Square Timeline Update Survey
RECOMMENDATION:
Staff requests that the City Arts Commission review and approve the McFadden Square Timeline public
survey.
DISCUSSION:
McFadden Square is a public art project situated at the Newport Pier.
In 2006, Newport Beach‐based landscape architectural design firm Peridian International, in
collaboration with the City Arts Commission, centered the design of the project around a labyrinth,
including a walking path that traces the 100‐year history of Newport Beach with markers of significant
events surrounded by benches. The focal point of the project is a bronze sphere sculpture depicting
natural scenes of the community, commemorating the heritage of Newport Beach, and recognizing
Centennial sponsors and community donors.
The chronology of the City on the path has not been updated since 2006. As the governmental body
tasked to maintain the historical aspects of the community, it is appropriate for the City Arts
Commission to recommend updates to the timeline to City Council.
The City Arts Commission has asked staff to create an online survey to garner public input for
suggested updates.
Sample survey:
To celebrate the City’s first 100 years, a permanent Centennial Legacy Project was installed in
2006 at the very heart of Newport Beach, in McFadden Square, at the base of the Newport Pier.
The focal point of the project is a bronze sculpture representative of our community. The
project includes a historical walking path with markers of significant events from the past 100
years.
The City Arts Commission is responsible for updating the timeline for the first time since 2006
and is looking for input from City residents.

This survey gathers ideas from citizens to help update the chronological timeline on the
McFadden Square art installation.

RECOMMENDATION:
Staff requests that the City Arts Commission approve a temporary exhibition of John Wayne photographs
from the John R. Hamilton Collection for display in the Central Library.
FUNDING REQUIREMENTS:
No funding requirement.
DISCUSSION:
John Wayne Enterprises has approached the City of Newport Beach with an offer to loan photographs
from the John R. Hamilton collection of the late actor and Newport Beach resident. According to their
website, www.johnwayne.com, the mission of John Wayne Enterprises “is to preserve and protect the
name, image and likeness of John Wayne by associating the John Wayne brand with quality and timeless
products and experiences that embody the spirit of John Wayne and give back to the community.” The
John R. Hamilton Collection includes perhaps the preeminent photographic documentation of the
Western film genre, with John Wayne as an important subject.
If approved, the exhibition would run from May 26 to early September. A program about Mr. Wayne
and the collection is tentatively scheduled for Sunday, June 11 in the Friends Room.

which the City Arts Commission considers the item).
