A. CALL TO ORDER—The meeting was called to order at 3:00 p.m.

D. PUBLIC HEARING ITEMS
ITEM NO. 1 Temporary Fire Station No. 5 Limited Term Permit No. XP2016-008 (PA2016-172)
Site Location: 801 Marguerite Avenue Council District 6
Benjamin M. Zdeba, AICP, Associate Planner, provided background on the project noting it is in conjunction with
the redevelopment of the permanent combined Corona del Mar Branch Library and Fire Station No.5 facility,which
was heard and approved at a prior Zoning Administrator hearing. He noted the request at hand was to allow the
temporary fire station to occupy a portion of the parking area at Grant Howald Park at the corner of Fifth Avenue
and Marigold Avenue. Forty-six spaces would remain to serve visitors to OASIS Senior Center and the park,which
Mr.Zdeba indicated would be adequate based on discussion with the Recreation and Senior Services Department.
He provided additional detail on the proposal noting there would be a 36-foot by 60-foot modular building along
with parking for the firefighters staffing the station. He stated staff had received written correspondence from an
adjacent resident living in Jasmine Park to the north citing concerns primarily regarding noise emission, light and
glare,and the potential obstruction of a gate and pedestrian walkway from the nearby cul-de-sac. Mr.Zdeba stated
he had reached out to Fire Captain Jim Boland in charge of the station, and he indicated the existing station
currently operates using best management practices to be a good neighbor to the surrounding community. Mr.
Boland also noted the firefighters staffing the station should only use the sirens and flashing lights to exit the site
when necessary to alert other drivers. Regarding the lighting proposed, Associate Planner Zdeba indicated the
Zoning Code has limitations in place to help prevent glare spillage into the adjacent neighborhood. Regarding the
pedestrian walkway, Mr. Zdeba stated Condition of Approval No. 5 requires temporary signage to help properly
guide pedestrian and vehicular traffic on-site with the temporary use in place.
Applicant's representative Fong Tse, Assistant City Engineer for the City of Newport Beach, stated that he had
reviewed the draft resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing.

One member of the public, Selma Mann, resident of the Jasmine Park Community indicated she had met with the
Board of Directors of her association and they are not opposed to the temporary use of the site. She added they
would like to ensure pedestrians exiting the gate to the parking lot area and park have clear direction on where
they should be going. She also expressed appreciation for staff's responsiveness to her inquiries regarding this
project.
There were no other public comments.
Zoning Administrator, Patrick Alford, clarified there were no changes requested to the Resolution, and noted the
effective date for the temporary use would be based on the final building permit for the temporary use itself per the
conditions as written.
The Zoning Administrator approved the application as submitted.

ITEM NO.2 708 Marguerite Avenue Condominiums Tentative Parcel Map No. NP2017-003(PA2017-039)
Site Location: 708 and 708%Marguerite Avenue Council District 6
David Lee, Planning Technician, provided a brief project description stating that the proposed project site is zoned
as two-unit residential. An existing duplex will be replaced with a new two-unit duplex. Mr. lee stated that the
tentative parcel map would allow for each unit to be sold separately as condominiums. There are no waivers of
the subdivision development standards proposed, staff recommended approval and provided a resolution with
findings.
Applicant Tom Decker, on behalf of the owner, stated that he had reviewed the draft resolution and agrees with all
of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the
public hearing was closed.
Action: Approved
ITEM NO. 3 603 Marguerite Avenue Condominiums Tentative Parcel Map No. NP2017-001 (PA2017-011)
Site Location: 603 and 603'/2 Marguerite Avenue Council District 1
Liz Westmoreland,Assistant Planner, provided a brief project description stating that the site is zoned as two-unit
residential. An existing duplex was demolished and will be replaced with a new two-unit duplex that is designed
pursuant to Building and Zoning Code requirements. Ms. Westmoreland stated that the Tentative Parcel Map
would allow for each unit to be sold separately as condominiums. There are no waivers of the subdivision
development standards proposed, and staff recommended approval and provided a resolution with findings.
The Applicant's representative Paul Craft, on behalf of the owner, stated that he had reviewed the draft resolution
and agrees with all of the required conditions.

ITEM NO. 4 3418 Via Lido Lot Merger No. LM2016-012 (PA2016-209)
Site Location: 3418—3428 Via Lido Council District 6
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the proposed lot merger
includes the six addresses of 3418 through 3428 Via Lido.A waiver of the Parcel Map requirement was requested
for properties under common ownership. Ms. Westmoreland described the existing conditions and zoning of the
site.Access to the site and surrounding properties would not be impacted as a result of the project.The Lot Merger
would legally combine two lots and a portion of a third lot into a single building site, thereby reflecting the existing
structure's footprint on the site and ownership configuration of the area. Ms. Westmoreland described how the
proposed lot meets the standards of the Zoning Code.
Staff recommended approval of Lot Merger No. LM2016-012 and provided a resolution with findings.
The Applicant Mike McFarland, from Tait and Associates, stated that he had reviewed the draft resolution and
agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the
public hearing was closed.
Action: Approved

F. ADJOURNMENT
The hearing was adjourned at 3:44 p.m. .
