Proposition 10 is a simple, easily understood ,measure. It says that any proposed
program of so-called "low-rent" public' housing must first be approved by a ma-
jority of the votes cast at a general (or a special) e~ion -in the city, town, or.
county concerned. There is a vital reason for this Proposition!
Our· California Constitution, until now, has protected the taxpayer ;against
huge long-term dcSt without prior approval of the a-otcrs. But Public Housing
projects have been ~hie to avoid this voting requirement through a technicality. __
The Supreme Court has ruled that city or county boards-subject as they arc to :
minority pressure gtoups and bureaucrats holding public housing jobs-may. contract bugc local debts for
public housing prOjfcts, and their actions arc not even su_bjcct to referendum by the voters.
These projects arc built with federal f_unds-but arc maintained by aJJ the taxpayers-at tremendous
expense. For example, a Southern California city council recently approved a 10,000 unit project'.-co be
built "free" by the federat government-which will cost the community in upkeep $60 million! ($150
per year for each unit for 40 years! ) -)
Proposition 10 restores Constitutional procection against long-term debt. It docs not ban public
housing. It puts the control over it in the hands of the voters and taxpayers who 1f !15t foot the bill. •
