QUESTIONABLE! Listen- ed quite carefully to the prolonged argument at the Tuesday C. of C. meeting on the reasons for the advent of the various businessmen's as- sociations and the functions of the chamber thereto, and have come to the conclusion tha t both sides are "wet" as to the duties of each. Most of us missed the point en- tirely, t<rwit: that the old town ain't what she used to be ; that its rapid growth into a city has brought multiple problems: that New po rt Harbor is divided into a llalJ' dozen sections, not apparent In other cities; that business men's groups are necessary for their local problems, just as in other communities, and Iha t a chamber of com- merce acts as a clearing house for the whole munici- pality, not just one part of it. So-<>-<; a central civic body can only be helpful to Bal- boa, Newport, Corona de! Mar, the islands, etc., with advice. suggestions and the offer of facilities in the way of files, outside contacts, adequate records, etc. You wouldnotdreamofaskinga sectional business associa tioA to take up harbor develop.. ment, dredging, annexing, contigious territory, Com- munity Chest, promoting movies of the district. enter- taining congressmen, such as the chamber does, etc. Those local organizations must at- tend to the improvement of their own domains. The feas- ible plan would be to have representation from each le>- cal in the cen traJ body, which, I believe, is being sought. But there is a distinct cleavage between the two which must always be borne In mind. . • • • Christmas P a r t y. Com- bined annual session of the Associated and Coast asse>- cia tions at Huntington Beach was· a great affair. And the functior.s of a chamber of commerce were fittingly pre- sented in the printed slogan of the combined commercial bodies "as an organization of business and civic leaders who plan and then accom- plish the worthwhile things In their county (or city) that most people think just hap- pen:' That aptly applies to the local situation affecting business men's associations and tlie chamber of com- merce.
