In ancient feudal times there lived a Baron. greatly
beloved by bis subjects for his courage &nd justice.
Often beset upon by rival bsrooa, eeeking to annex his
fertile lands, be was constantly forcM to be on ihe alert.
Because of their feeling toward their muter, the subjects
served him so well in combst that be wu able to success-
fully de,fend his estates, adding to b,ia holdings with the
'}Jlars, unW he became so rich and powerful that none dared
,attack him. Peace reigned tbtougbout the land.
· The baron bad two sona, and he trained them in the
virtues of valor, jwitice and fairne88. His great aim was
that some day they should rule the land in willldom and.with
justice.
On the day 'of their maturity he called them to his side.
noting with pleasure their strong erectness and clearness
of eye, and to each be promised the fulfillment of their
Highest wish.
' One son asked that be be allowed the security of peace
and ease at his father"• table. Now that the strenuous
training of his youth was over, be wisbed to quietly enjoJf
the fruit of the land, unencumbered by dillcord and strife. I
The other son asked that be be releaaed from the
custody of bis home and· father to seek the opportunity of
adyenture in living as be chose. To that end be was willing
to yield all rights in the parental esta14! to his brother. I
True to bis promise, but with sadnesa in his heart. the
;baron granted his sons' wishes.
The years· passed. The one who le.ft to seek opportunity
' .soon distinguished himself in the service of hia king, and
:was given a bsrony of bis own, which be enlarged through
;courage and wisdom until it became the greatest in the
,land. He, too, became beloved and revered .by the people
•be ruled.
The son remaining at home, basking in e88et' and
security, grew fat and indolent. After his father's death
he became in creasingly demanding upon his people to supply
· the wants of his riotoW. living. Rumors of dissention grew.
The ancient foes of the bsrony took heart. and war I
came. He sought to rally his subjects to the defense. but
rich and secure living had robbed him of the fire of leader-
ship. Little by little his estates crwnbled and, perbape a.s
a fitting climax, he lost his life at the band of an oppre88ed
, and traitorous subject. ---
,._-There is a lesson in this story for America. Are we.
£00, trading opportunity for security? Are we failing to
_ blize that for every inch of gain in security, there is the
1088 of a foot of opportunity.
We need a strong nation and a strong people. But
strength is seldom found in security, especially the kind
paid for llY others. The only security worth having is that
which is ~ed out by the individual with his own bands
and ingenuity ·in creating opportunities for self and others.
Too much security saps the strength and • vitality of
individuals and of a people, economically and morally. Al-
ready the security burden upon our nation -and increas-
ingly upon industry -threatens to bog down our entire
economic structure. It may bankrupt the nation, paralyze
Industry, and enslave the people.
Moreover. the poisono~ acid of too much security is
m08t devastatingly eating into the moral fabric of the
Individual Man needs the tempering forces of insecurity
to a certain degree to bring out the best ln him and make
him strong. Tl'ue, the weak may succumb in the battle,
but no people and nation ever survived by weakening the
strong in order to protect the weak. The law of the survival
of the fittest shall always remain one of the fundamentala
of nature.

Taxes are multiplying beyond endurance. Soon we sball be
too economically weak to exploit our opportunities. Iacariots
are spawning their kind in increaaing quantities. Perbape,
unlNB ...., weaken to our dangers and act, w~ too, may
au.Uer at the bands of the assaMina within our borders. We
can. ?"t afford to I~ the fire of leaderabj"p becau.se u
Individuals we have failed to riBe to the challenge of oppor-
tunity, trading it for the slow but deadly poison of security.

Lido Isle, be noticed that th-peculiar floating m•-
practically covered the water.
Later, be found a long floating burler ot rubblab
running the length of the bsy, moving !!lowly toward
the ocean. Ill order to push through it to regain the
Island, It was necdS&ry to stand up In the row boat and
u.se the oars like a pair of crutcbea to pole bis way
through. This debris bad been wasbed down by the
. flood waters from the dumpe along the river.
The next day the incoming tide could not" overcome
the flood, with the result that for a time the water
flowed neither way, but eddied and swirled about. a
southeast wind breaking up the masa of debrla and
driving it on shore. The water of the bsy wu the color
of chocolate. and the beaches . were littered with thous-
ands of oranges and everything else, from decrepit bsby
buggies to dead calves. A black ooze was-depoelted
wherever the tide reached, piling up in areas of quiet
water to a depth of two foet. One of the heaviest des
posits was north of Balboa Island 011,. the sbelten!d
marsh which later became Beacon Ba¥-Many days
elapeed before the bay water clarified. Sbellfisb, In
which the bay then abounded, were amothered by the
million, a lot of dredged channels were partially refilled
and the sand bars were converted to mud flats.
Doubtless it was the material carried by the Santa
Ana River which built up the peninsula and the marshes
upon which the islands of this community were built.
Also, the silt and vegetable matter thus depoelted are
what have made our sand so fertile. In the matter of
harbor development, however, the river was a menace.
The construction of the dam at Bitter Point (now
noticed as a !!light rise ii\ the Cout Highway beyond
Newport) and the diversion of the Santa Ana River into
the ocean west of that point, have saved the harbor
from similar catastrophes in more recent floods.
