Community Chest in the many cities where it operates has
d emonstrated its \1alue so unmistakably that there is no
r oom for argument.
In too many W.stances. however. the support which
s uch an organization desen res and what it gets are t wo
very differe nt thin!(>;. Fai lure to reach the quota-and
the quota cover:; only the community's minimum needs--
leaves a serious gap in providing eBsential charitable aid
and health and recreational sen•ices. Quota in Newpqrt
Harbor is Sl7.0()().
Frequent failures to meet quotas due to public indif-
ference has also caused the return to the practice of many
separate dri,·es for fund's by \·arious organizations. To
elimi nate multiplC' n1on(!y raising campaigns was one of
