Aug. 11, but finally decided in
Newport's favor last Friday.
The judge diSBolved an alt~rna4
llve mandate il!~sued to the com-
pany some time ago and then de·
nled a peremptory writ sought by
the firm to compel the city to
cease its pro!!ecution.
By so doing, Judge West i.ndi-
cated that he considered as valid
the Newport Beach law banning
incineration of waste material.
Thi.s point. however, will be decld·
ed at the time of trial.

Students at Orange Coast College. and we presume
iheir instructors tno have gained a wide ex1Jerience in
politics. The students of the Political Science classes under
J>ble instructors recently undertook a project to study the
problem of ·Costa ?\.1csa. And lest we get embroiled in a
fight-let no one take offense at the terming of Costa
Mesa as a problem.
" Problem-for the purpose of this writing-is the sub·
jcct at hand!
Because many 1-.eot,le of the Rrca identified as Costa
Mesa were ·talking, and loudly. about their situation a.s an
unincorporated ~ntity. their lack of t'his and need for that:
Orange Coast College's Political Science class selected the
Mesa problem as their project.
They beg-an asking questions. IX>lling residents through
post cards. analyzing meetings and. statements. To some-
the stLJdents search for knowledge was offensive. the pot
. was boiling! Letters were written, some venomous, some
honC!'t queries. some complaining.
We have enjoyed this situation. It gives us great joy
l o sec someone else get invnl\'ed in the pitfalls that have
repeatedly claimed us. Now. really we aren't vindictive.
'but in retrospect we can see how truly foolish vie must
have been.
" We arc ce rtain tl1at those students studying in this
class will be better Americans by their queries into gov-
.emment-or its lack. We are sure that they will uncover
the ulterior motives of those who would keep their com-
)nunity facts from light. We would at this time like to
·invite the Political Science class to make an examination
and recommendations for improvement of our City of
~~wport Beach ... and further-yet much further-we .,~I finance an A-1 investigation of our county government
and its maize of 1-ietty bureaucrats.

::couLD SPEED UP PARK
An idea for speeding up the d evel opment of the city
park on Corona del Mar's Bayside drive was suggested by
,City Engineer Bert Webb at the close of the council meet·
ing last week. It was merely an idea of what could be
done--n6t an official proposal by any means.
Bert saict that if the disputed bluff road in Corona
dcl Mar goes through the dirt which will be removed from
"the bluff making way for the road would just about equal
.. the fill needed for the Bayside Drive gully. Once the area
.. north of 'the present drive is filled in the landscaping and
"and othe r parts of the park project would be fairly simple.
BUT-and this is where the hitch comes in-it costs
•money to haul fill. The way the city plans to do the access
·road now. if it is approved, will be j ust push most of the
'.'1oose din into the ocean and it will wash away. To haul
·the fill from the bluff sev~n or eight bl ock • to Bayside
'.•Jl rive might cost as much as $25.000.
,, Now if the taxpayers want a park hard enough and
