The remainil!'g 2,692,462 of our neighbors - a group as
large as the combined population of Loa Angeles, San Fran-
cisco, Oakland and San Diego -failed or refused to vote.
To those who have stsrved the ballot box in the paat,
and to those who might tend to minimize the importance
of a single vote in the California primary June 3, comes
the foUOWing warning from James S. Kemper, inBurance
executive and former president of the U. S. Chamber of
Commerce:
"To men who love liberty, those who starve the baUot
box are no less despicable than those who stuff it. Ballot
boxes starved or stuffed result in false elections. They set
false governments on wrong courses. They place great
power into the hands of little groups. They allow selfish-
ness and greed, coupled with zeal, to gain control of our
_welfare and destiny. .
"Small elections are big .opportunities for those who
are lncQmpetent and for those who are corrupt. The f"lnal
result, however, can only be tl1e death and decay of democ-
racy. Today, the alternative to democracy is dead certsin.
It is the slavery of communism, or its twin mter, soeial-
ism."

year on the theory that "one vote doesn't count much.'1
Let's take a look a\ the record and see just how much
one vote actually means in a close election contest.
Back In 1816 RntJierford B. Bayes won, the presl--

Cali!ornia.
And more recently .California turned thumbs down on
Thomas E. Dewey for president by the slim bargin of one

Only a couple of years ago Congressman W. j(ingsland
Macy of New York was defeated for reelection by 138 out
• of 155 votes cast in his dietrict--one vote in every third
precinct. ·
Such incidents are not rare in local and etate elections
-lections in which 'vital issues often han& in the b&lance.
