CONSTITUTION DAY
One hundred and aixty-five years ago on September 1 T.
1787, a doi:ument was completed which waa then, and is
now, t!>e outstanding work of its kind. That document is
the Constitution of the United States. Amazingly enough,
tbe high concept of law and government and the clear
~-tatement of that concept set forth in the Conatitutiop
.... came from a group of men whose views were in frequent
and bitter conflict. There were times in their deliberations
when it seemed that general agreement was hopeless.

HERE 'S THE BACKGROUND
Th!' richness of the oil sands at Huntington Beach
calUt'd violently intense competition among drilling
opc:rarions in the 192o·s.
When some v.·ells bcga,,n reaching out from shore
Into the tidelands, the Attorney General of California
6.Ied for an iajunctioo against further drilling becau.sc
of the legal starus of off-shore wells.
In 1938, the State Luids Act was adopted in °'"'"
lo pret1en1 drainage of Jltlle oil by priva11 in1ne111.
All oil companie"S were invited to submit bids for the
tideland operations on a sliding-scale royalty basis
(the more oil, the higher the royalty co the stare),
1.nd the Southwest Exploration Company emerged as
the succrssful bidder,
The prob!~ were many, as the science of con·
trolled. directional drilling was in its infancy. Tech·
niq~ and equipmtnr developed in this operation
have attracrro world-wide interest, not only in the
oil indwcry but among the millions of people who
drive b7 the location every year.
HOW A WELL IS S~ANTED
lniti.Uy, a ciddand· wcU is drilled straight down for
approximately 100 feet. To deBcct the hole gradually
from ve1ticaJ and our toward the ocean. a. w~ge-lilr.e
device, called a whipsrocJ., is usro. When placed in the
desired position on the Jandside of the hole, it fo~es
the bit iam a DC"9/ drilling direction, towdrJ the oc•1111.

•
After tbe orw direction is started, EM amount or
degree of the hood an be in=-<! or decreased by
varying the weights and rot1tional spttds to the bit.
The angle may be a.s much as 75 • deviation from
vertical.
During chc drilling, a photographic instru.meot is
place-cl in the bottom or the hole to record the ditte·
tion and angle of the well at chat point. The picture
taken shows a compass reading (showing direction)
1nd • baU or plumb bob position (showing the devia·
tion from venica.I). ·
EACH WELL IS SCIENTIFICALLY PLOTTED
These rWings arc used to ploc the c-xact location of
~ch well all chc way down. Accuracy is all-imwrranc
as the tidelands have become a mau of bore boles,
with st~l ca.sins reaching far out under tM OC9.0.
· At the •Wt, rhe st~l casing from one wdl is jwt
a few feet away from anOthcr, but when one is com·
plcttd, it ls hundreds of [~ away from the welJ.
nexr t0 it.
A weU that is v<nic.Uy 4500 fccr below the surface
of the ocean may have a driUed depth of 8000 fccr
from its point of origin on t~ shore.
Alm the wcU has been drilled to ia destination
abo.., me oU und, heavy pipe caUed casing is run
111 rbe way down to the bottom, Buid CCDlC'nt is
pumped down through the casing and up .U a.round
it oo the outside. This is done to ma.kc SUIC no f"attr
or ooaidc elemena can get into me oil salids, u thla

THE FINAL mP
A hole is drilled through the cement inside.the Cuing
and on to the bottom of the oil aand. A smaller p;pe,
wim perforations, is then run opposiR! ~ oil ....U
to protect the bore hole and re permit oil co enter
the well · I
