ON THE SCENE WORK PAYS OFF
On the job training can be a mighty valuable assett
to the individual partaking of such opportunity; to the busi··
ness providing the opportunity; to the Nation that values
its youth and its future to the extent of paying for the
opportunit~-
On th'e scene work, too bas its advantages. Orange
County, and particularly the coastline saw this amply well
demonstrated in recent days when a fund of $2lio,OOO was
karneted 'for our coastline to protect Surf Side Colony.
; This money was obtained as a direct result of the
presence on the scene in Washington D. C., of Willis Warner,
chairman of tl:)e Board of Supervisors and R. L. Patera-On,
consulting harbor engineer for Orange County.
In no way--does this detract from the hard work, long
hours and d'fort expended on our behalf by Congressman
J ohn Phillips, The congressman fpr several months has
~n ende,!!-vel'ing to have the allotment for Surfside includ,
, ~ous appropriation bills, , -

Like all other business mel:, Phillips bas only so many hours in his day. Warner and Patterson both found that L... _____________ ...;..;.:..:.;;;.; __ ...;;...;
their MC considers his day to be 18 hours of solid hard wo~k. '
The mere fact that two additional persons to make
those extra calls and explain, answer questions, and jog
lazy memories were in Washington probably accounted for
that quarter million dollars. How much did it cost the
county• A tally is easy enough-Two round trip plane
tickets, $600 ; .even days in Wa8hington for two, at least
$25 per day each to cover bare costs, meals, hotels, taxi,
etc., $350: telegrams, long distance phones, messengers and
incidentals, $200; thus for probably $1150 in e>Epenses plus -
fees for engineering, Orange County gained $250,000,
This money is now allocated ; the bill has been signed
by President Truman. The money is allotted to the Army
and we feel that the Arn!y will fill the bill and spend it,
Orange County's coastline at ita westerly end will be
eaved from the eroding action of the tides. How much of
the fund will actually go into -protective~ is not
known at this time. But sand will be depo8ited on the
beach. This sand will come from the swamplands inland
from Surfside and llUuset and thus will the ;county Plim
for the water park at that location be fof;varoed. Now
that the government claims all tidelands, it is. probable thai ~
the Ar.my may eveq. extend the harbor works in that arei.
further. .
We are doubly gaining, . ,
Two Orange County officials on the scene to picture
problems, to do the leg work for our Co~ and to
keep those appointments John Phillipa made !)av~ brought
mllCh profit. These-~ns should be well remembered.
