TITLE: Newport Heights Sewer Improvements — Notice of Completion for
Contract No. 7028-2 (Project No. 17503)
ABSTRACT:
On June 28, 2016, City Council awarded Contract No. 7028-2 for the Newport Heights
Sewer Improvements project to Mike Prlich and Sons, Inc, California. The work is
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. On June 28, 2016, the City Council found this project
exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2
Section 15301(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The actual cost of contract bid items constructed was $107,862.36 less than the original
planned bid amount. The majority of the cost savings is attributed to the deletion of bid
items to reconstruct concrete valley gutters and slurry coat the remaining asphalt
surface to keep the alley in good condition should the potential Utility Undergrounding
District being considered at the time of award of this project be approved. With the
failure of the Utility District to be approved and formed, this concrete gutter and slurry
work was removed from the contracted bid items as the planned alley reconstruction
project for the Newport Heights area is now being moved up and should start in by
summer of this year.
The project also included six change orders for a total amount of $361,693.64, which
was approximately 23 percent of the original bid amount. Notable change orders were
for addressing the many unanticipated/unknown underground utilities that required more
labor for hand digging around them, changes in sewer lateral size from 4 -inch to 6 -inch,
and the need for imported trench fill material to replace the unsuitable sub -grade
materials encountered during the project. A summary of the project schedule is as

ENVIRONMENTAL REVIEW:
On June 28, 2016, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 2 Section 15301(c) (minor
alterations of existing public facilities involving negligible expansion of capacity) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has
no potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
