SUBJECT: UNSCHEDULED VACANCY ON THE CITY ARTS COMMISSION
BACKGROUND
At the Regular Meeting of September 13,1999 the City Council accepted the resignation
of Pat Brubaker from the City Arts Commission effective immediately and directed the
• City Clerk to advertise the vacancy pursuant to Council Policy A -2. Council Members
Noyes, Adams and Ridgeway were appointed as the Ad Hoc Appointments
Committee. In response to the advertisements that were placed in The Daily Pilot the
City Clerk's office received one new application for the vacant position on the City Arts
Commission. In reviewing the file of applications submitted over the past two years,
another sixteen applications were forwarded to the Ad Hoc Appointments Committee
for their review. The deadline to apply was Thursday, October 14, 1999 and interviews
were conducted on Friday, October 29, 1999 with five of the applicants.
RECOMMENDATION
Confirm the nomination of Lila Crespin and Tom Staple to fill the unscheduled vacancy
as a result of the resignation of Pat Brubaker and schedule the appointment to be made
on November 22,1999. The successful applicant will be appointed to fill the unexpired
term, which expires on June 30, 2001.

Application for appointment to the Newport Beach Arts Commission
I am a retired physician with a life long interest in the arts now having time to
devote to civic activities. Mrs. Staple and I moved to Newport Beach three and a half
years ago after living in Palos Verdes Estates for twenty-one years. We regard this
community as our permanent home and want to contribute to it in areas with which we
are familiar. As a newer member of the community I would present different ideas and
another perspective to the commission.
Shirley and I are contemporary art collectors concentrating primarily on
California painters and sculptors. We were major founding donors to the Norris Theater
in Palos Verdes and long time subscribers and contributors to the South Bay Chamber
• Orchestra. We are subscribers to the South Coast Repertory Main Stage and Second
Stage Theater Group.
I was educated in music, playing the flute and attending the Young Peoples
Concerts of the Chicago Symphony Orchestra while in grammar school. During four
years of high school my family and I attended all the performances of the Goodman
Theater of the Chicago Art hrstitute. During college I attended many professional
theatrical performances in Chicago.
I am the author of 100 scientific papers and have been a lecturer at many national
and international meetings.
I am interested in both musical and visual cutting edge Art realizing at the same
time the problems and constraints of Public Art My objective will be to promote the
0 value of Art in a changing society. My experience as a docent at the Los Angeles County
