TITLE: Review of Conceptual Street Layout Alternatives for Bayside Drive
between East Coast Highway and Jamboree Road/Marine Avenue
ABSTRACT:
The segment of Bayside Drive between Coast Highway and Jamboree Road/Marine Avenue
is scheduled for major pavement rehabilitation in the current Capital Improvement Program
budget. During development of the project scope, Public Works staff reviewed the Bayside
Drive project segment for potential mobility and safety enhancements. The process also
included an extensive public outreach campaign.
On November 22, 2016, Public Works staff presented three alternative roadway layouts for
Bayside Drive to the City Council. The alternatives incorporated different levels of traffic
calming, beautification, and multi -modal improvements that could be incorporated into the
planned Bayside Drive pavement rehabilitation project. After the presentation and Public
Comment, the City Council directed staff to proceed with design of Concept 2 (Attachment
C) (reduce the roadway from four to two lanes and install a roundabout at the Harbor Island
Drive intersection) and to continue discussion of the project with the Linda Isle and Balboa
Island communities.
Although subsequent public outreach meetings were successful in creating a better
understanding of the proposed project, the process showed some community members
have strong opposition to the approved concept. Additionally, the meetings did not yield a
consensus on a preferred roadway layout alternative.
On February 28, 2017, the City Council asked that the item be brought back before the
Council for further consideration and to provide a large-scale public forum.
Due to the detailed nature of this topic, extensive public outreach and many project
alternatives, staff recommends review of the November 22, 2016 City Council staff report
and accompanying presentation to supplement the information in this report (Attachment E).

RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15301 (for repair, maintenance and minor alteration of existing public facilities
with negligible expansion) of the CEQA Guidelines, because it has no potential to have
a significant effect on the environment;
b) Review conceptual roadway alternative layouts and provide guidance on which
alternative to advance to the design phase;
c) Should the City Council chose an alternative other than Concept 2 (roadway lane
reduction from four to two lanes and installation of a roundabout at the Harbor Island
Drive intersection): Rescind the City Council decision of November 22, 2016, which
directed staff to proceed with design of Concept 2;
d) Should the City Council choose an alternative with a two or three lane cross-section
(Concept 2 or Concept 3) and wish to proceed with a temporary trail of the proposed
roadway layout: Direct staff to proceed with a minimum six (6) month trial of the preferred
roadway layout, including a project to resurface the roadway with an asphalt slurry coat
and install the proposed striping.
FUNDING REQUIREMENTS:
The approved FY 16/17 Capital Improvement Budget includes $3,000,000 for this project.
Funding will be detailed and encumbered through future Council action for both design and
construction contracts.
Should the City Council direct staff to perform a temporary trial of the two or three -lane
concept, the roadway would receive a temporary slurry pavement coat and revised roadway
striping at an estimated cost of $75,000.
DISCUSSION:
On November 22, 2016, Public Woks staff presented three alternative roadway layouts for
Bayside Drive between the Coast Highway Jamboree Road/Marine Avenue intersections to
the City Council. The alternatives incorporated different levels of traffic calming,
beautification, and multi -modal improvements that could be incorporated into the planned
Bayside Drive pavement rehabilitation project. After the presentation and Public Comment,
the City Council directed staff to perform the following tasks:
1. Proceed with design of Concept 2 (reduce the roadway from four to two lanes and
install a roundabout at the Harbor Island Drive intersection);
2. Review potential alternatives to the single lane approach to Aloha Drive at the request
of the Linda Isle community; and
3. Perform additional outreach to the Balboa Island Community.

During further project outreach to the Linda Isle and Balboa Island Communities, staff noted
strong opposition to the roundabout concept and proposed reduction of lanes on Bayside
Drive. Additionally, staff received numerous correspondence regarding personal opinion of
the different roadway configurations that varied from the approved concept.
Considering this, Public Works staff held an additional outreach meeting on February 8,
2017 with representatives of the communities immediately adjacent to Bayside Drive and
Balboa Island. Having received many additional comments, a follow up community meeting
was held on March 21St with the same community representatives. Councilman Herdman
attended both meetings.
These meetings were successful in creating an understanding of the project, desire for traffic
calming, and pedestrian and bicycle improvements, but the process did not yield a
consensus on a roadway layout alternative that was preferred by the majority of community
members.
Although the roadway currently does meet design standards and can be repaved and
restriped in the current configuration, the project team was able to develop three alternative
concepts, which incorporated enhanced pedestrian and bicycle (multi -modal)
improvements, beautification and traffic calming features into the different conceptual
layouts. Draft Concepts 1 and 2 were presented to the City Council at the November 22
meeting. Draft Concept 3 (Attachment D) was created in response to public comments
through the subsequent follow-up public outreach meetings.
Several roadway and multi -modal improvements components are incorporated into all three
draft concepts, including:
Maintained intersection geometry/capacity at both the East Coast Highway and
Jamboree Road/Marine Avenue signalized intersections;
Install strategically placed raised medians with drought -tolerant landscaping to
provide beautification, channelization and traffic calming without impacting turning
movements;
Install colored pavement in non -raised medians areas to continue median
channelization while maintaining turning movements into/out of residential and
business driveways;
Install a new sidewalk segment on the north side of roadway to improve pedestrian
access to the shopping center and reduce potential mid -block pedestrian crossing;
Bicycle lane extension on south side of roadway to maintain a continuous bike lane;
Rehabilitate both the mid -segment pedestrian and Jamboree Road/Marine Avenue
traffic signals; and
Install new Speed Feedback Signs to advise motorists of their speed.
In addition to the shared components listed above, the draft concepts include the following
unique layouts:

Draft Concept 1 — Reduced Lane Width — Maintain Four Lane Facility
Concept 1 maintains four lanes for the entire length of the project segment, but utilizes
reduced lane widths and strategically placed raised medians as traffic calming measures.
The Harbor Island Drive intersection remains uncontrolled in this concept. With the above -
listed items, this concept will improve pedestrian and bicycle access, beautify the roadway
and may provide a slight speed reduction with minimal impact to the flow of traffic.
Draft Concept 2 — Hybrid Two/Four Lane Facility with a Roundabout at the Harbor
Island Drive/Bayside Drive intersection — Approved by City Council on November 22,
2016.
Concept 2 incorporates several traffic calming strategies, including:
Narrows roadway to two -lanes from Coast Highway to the existing signalized
pedestrian crossing (approximately midway through the segment);
Maintain a Four -lane facility between the existing pedestrian signal and Jamboree
Road/Marine Avenue with reduced lane widths;
Incorporate a new Roundabout at the Harbor Island intersection to reduce speeds
and increase driver attention;
Reallocate pavement width realized through the lane reduction to install buffered
bicycle lanes to increase separation between motor vehicles and bicyclists.
Combining the traffic calming items listed above, Concept 2 has the greatest potential to
reduce speeds and incident severity. This is largely due to the installation of the roundabout
at the Harbor Island Drive intersection, which will both reduce speeds on Bayside Drive and
help vehicles exit Harbor Island Drive to Bayside Drive.
Additionally, the lane reduction and buffered bike lanes allow for greater separation between
the moving motor vehicles and the homes. This additional space provides improved sight
distance for motorists entering onto Bayside Drive and additional room for possible
distracted/impaired motorists to react and correct the vehicle path and potentially avoiding
an incident.
Draft Concept 3 — Hybrid Three/Four Lane Facility
The three -lane option (Concept 3) was derived after the November 22, 22016 City Council
meeting as a result of additional public outreach and a further acknowledgement by most of
the attendees that some level of roadway modification would be acceptable. Concept 3
incorporates the following traffic calming strategies:
Narrows the eastbound direction to one lane from Coast Highway to the existing
signalized pedestrian crossing and then continue on as two lanes to the Jamboree
Road/Marine Avenue intersection;
Maintain two westbound lanes between the pedestrian signal and Coast Highway;

Maintain the Four -lane facility between the existing pedestrian signal and Jamboree
Road/Marine Avenue with reduced lane widths.
Reduction of an eastbound lane from Coast Highway to the pedestrian traffic signal allows
for greater separation between the moving motor vehicles and the homes. This additional
space provides improved sight distance for motorists entering onto Bayside Drive and
additional room for distracted/impaired motorists to react and correct the vehicle path and
potentially avoiding an incident.
Aloha Drive (Linda Isle) Approach
Through the development of the different concepts, the Linda Isle residents have been
concerned with the alternatives that reduce the eastbound approach to Linda Isle to one
lane (Concept 2 and 3). Staff has reviewed different layouts for this approach and feels one
eastbound would be able to carry traffic efficiently while providing sufficient gaps in
oncoming traffic to turn from the neighborhood onto Bayside Drive. The roadway would be
designed to allow for vehicles wishing to turn onto Aloha Drive or one of the adjacent
driveways to move over and out of the way of continuing vehicles. Additionally, this design
limits the exposure of vehicles entering on to Bayside Drive, as they would only have to
cross one through lane instead of two and potentially two approaching vehicles.
Many Linda Island residents request a trial of the proposed roadway layout if it includes a
single lane between Coast Highway and Aloha Drive (Concept 2 or 3)
Alternative Cost Estimates
The different roadway layout options have different estimated design and construction costs
as well. These rough estimated option costs are detailed below.

Public Outreach
Throughout the development of the conceptual designs, the project team performed an
extensive outreach program to the public, which included:
Creation of a project website(www.newportbeachca.gov/bayside) where project
information resides, including: Project fact sheet; Alternative Concept details;
Concept design plans; and Meeting presentation information -

Held thirteen meetings with community stakeholders and neighboring communities;
and
Presented the project to the City Council and received Public Comments at the
November 22, 2016 City Council Meeting.
Through this extensive outreach campaign, the community has developed a deeper
understanding of the need for the project, as well, as the different views and concerns of
their neighbors. The community agrees the roadway would benefit from traffic calming,
pedestrian and bicycle improvements. However, a consensus has not been reached
regarding a revised roadway layout that would satisfy all the neighboring communities.
Community Input Summary:
Members of the community that live immediately adjacent to Bayside Drive (primarily
the Promontory Bay community that live along the street frontage) prefer Concept 2,
which includes the roundabout and lane reduction, as it has the greatest potential to
calm traffic speeds and reduce incident severity. Additionally, this alternative has
some supporters mixed in from communities that live along Harbor Island Drive
(Beacon Bay and Harbor Island), noting the roundabout may ease egress onto
Bayside Drive.
A majority of other community members are concerned with installation of a
roundabout and the concept of reducing the roadway to two lanes. The common
opinion is the roundabout may be challenging to negotiate and reduced roadway
capacity may not be able to accommodate traffic demand. Those that oppose the
roundabout option generally prefer Concept 1, which would maintain four lanes and
introduce other traffic calming components.
A few community members prefer the roadway to remain unchanged. These
comments generally came from residents of Linda Isle and Balboa Island that had
concern of possible delays and extended travel times.
The three -lane option (Concept 3) was derived after the November 22, 2016 City
Council meeting because of the recent public outreach. Many feel a three -lane option
is a good compromise between maintaining flow of traffic while providing additional
traffic calming adjacent to the Promontory Bay homes.
Most of the community members felt the speeding concerns could be addressed with
additional Police enforcement. This theory was tested during the month of March.
Although police activities had a positive effect by slowing vehicles, it was temporary
and poor motorist behavior quickly returned once the officers were no longer present.
This is a reminder that police enforcement is part of the solution, and helped the
community to realize roadway traffic calming features are necessary to have a lasting
effect on speed and incident reduction.

Majority of the community members also felt that the roadway should be temporarily
reconfigured, as a trial, should Concept 2 or 3 be selected. They noted this would
give staff and the community an opportunity to observe the narrowed roadway and
reduced capacity prior to moving forward with the final project.
Conclusion
Throughout the project, staff has upheld the goals of improving the quality of the Bayside
Drive roadway while working to improve safety and multi -modal access. The concepts have
been developed and refined through an extensive public outreach program, yielding three
viable concepts.
As with any project, there is a "No Change" option. Although maintaining the roadway in its
existing configuration is the least expensive choice and does have a few supporters, it does
not enhance safety or improve multi -modal access. For this reason, staff does not consider
this a viable option.
Concept 1 will maintain four lanes and the greatest flow of traffic. This concept is expected
to provide some minor speed reduction through use of narrowed lanes and better
channelization. Concept 1 is favored by communities that do not front the roadway.
Concept 2, which includes the lane reduction and roundabout, has the greatest potential for
reduction of speeding vehicles and incident severity, but is by far the most controversial and
the least preferred by the overall community. It also would be the costliest to construct.
Concept 3 was developed through outreach after the November 22 City Council Meeting.
Many in the community feel this is a compromise between Concepts 2 and 3. Dubbed the
three -lane option, it is expected to provide moderate traffic calming to the homes that front
Bayside Drive by providing additional separation through removal of one travel lane in the
eastbound direction.
Discussion of a lane reduction has been challenging for many community members. This
recommendation was made through observation and review of the operation of Bayside
Drive. Staff determined reduction of lanes, as proposed in Concepts 2 and 3, would still
allow smooth flow of traffic while adding traffic calming and additional multi -modal benefits,
such as buffered bike lanes. Some community members have expressed strong concerns
for heavy congestion and increased travel times.
Inclusion of a roundabout at the Harbor Island intersection as part of Concept 2 has been
the most controversial item of the project. When considering roundabouts for this concept,
staff reviewed local roundabouts in the cities of Irvine and Ladera Ranch. Staff observed
smooth flow of traffic and ease of vehicles entering onto the main roadway from the side
streets. Roundabouts are recognized as affective traffic calming devices and proven to
reduce intersection crash severity by eliminating potential for high-speed broadside
collisions. While many community members feel a roundabout could be an improvement to
Bayside Drive, the majority are opposed to it. Those opposed noted concerns of congestion
and inexperienced drivers having trouble negotiating it. Additionally, The Irvine Company,

representing the Promontory Pointe Community and Bayside shopping center, has
submitted a letter stating they are not in favor of the roundabout concept.
If the City Council choses to move forward with a lane reduction (Concept 2 or 3), Public
Works staff could perform a trial of the revised roadway layout to provide the community with
a real-world test of the lane reduction(s). A trial may help develop a level of confidence as
well as possibly flush out any items or concerns that might arise with a new striping
configuration. To accomplish this, the roadway would receive a thin asphalt slurry coat and
restriped with either a two or three -lane cross section. This work is estimated to cost around
$75,000 to do the entire street. If the three -lane option (Concept 3) is selected, it may be
possible to only slurry and restripe the eastbound side of the roadway, which would have
less cost. The results of the trial would be presented to the City Council prior to selection of
the final roadway concept and design of the project.
Due to the complexity of a roundabout installation, staff does not feel it could be effectively
installed as a trial. Therefore, the trial option is only available to the lane reduction
component of the Concepts.
ENVIRONMENTAL REVIEW:
Staff would recommend the City Council find this project exempt from the California
Environmental Quality Act ("CEQA") pursuant to Section 15301 (for repair, maintenance and
minor alteration of existing public facilities with negligible expansion) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential
to have a significant effect on the environment.
NOTICING -
Staff has met with residents and Home Owner Association Boards of neighborhoods
including Balboa Island, Linda Isle, Harbor Island, Promontory Bay, Beacon Bay, Bayside
Coves, and Promontory Point. Additionally, staff has contacted all the surrounding HOA's,
both the big and little Balboa Island Associations, as well as Corona Del Mar Residents
Association requesting they advise their residents of this meeting and that the draft concept
plans are on the City Website for review. Lastly, this agenda item has been noticed
according to the Brown Act (72 hours in advance of the meeting at which the City Council
considers the item).

TITLE: Review of Conceptual Street Layout Alternatives for Bayside Drive
between East Coast Highway and Jamboree Road/Marine Avenue
ABSTRACT:
The segment of Bayside Drive between Coast Highway and Jamboree Road/Marine
Avenue is currently scheduled for major pavement rehabilitation in Fiscal Year 16/17.
Prior to under -taking major street pavement rehabilitation efforts, Public Works staff
reviews the proposed roadway segments to be repaved for any needed related work or
improvements. Upon review, staff determined that several modifications could be
included to enhance mobility and safety. In an effort to address and evaluate these
potential modifications, staff prepared two draft conceptual alternative roadway layouts
that have the potential to reduce speeding and traffic incidents while improving access
for non -motorized users. Staff has also conducted several meetings with the adjacent
residents and home owners associations that front or directly access Bayside Drive
within this segment to gather comments and input on the draft concept layouts. The
draft concept plans have now been updated and are ready for review by the broader
community and City Council.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (for repair, maintenance and minor alteration of existing
public facilities with negligible expansion) of the CEQA Guidelines, because it has no
potential to have a significant effect on the environment; and
b) Review conceptual roadway alternative layouts and provide guidance on which
alternative to possibly move forward with into the design phase.

FUNDING REQUIREMENTS:
The approved FY 16/17 Capital Improvement Budget includes $3,000,000 for this
project which should provide sufficient funding for the design and construction of one of
the alternatives being considered. Funding will be detailed and encumbered through
future Council action for both design and construction contracts.
DISCUSSION:
Bayside Drive between East Coast Highway and Jamboree Road/Marine Avenue is a
wide-open four -lane multi -modal roadway with striped center medians and turn lanes.
This 1.3 mile segment of roadway provides local access to adjacent residences, several
communities, businesses and the harbor. Bayside Drive also serves as a moderately
utilized secondary roadway to larger communities such as Balboa Island, and as an
occasional bypass to Coast Highway. Currently, the roadway does not have raised
landscaped center medians as found on most divided arterial roadways within the city.
This segment of Bayside Drive is scheduled for major pavement rehabilitation in Fiscal
Year 16/17. This level of roadway restoration is generally performed every 15 to 20
years on major roadways and consists of removal and patching of areas of pavement
failure, replacing broken concrete facilities, grinding down the street surface and
installing a new pavement overlay and striping on the entire street. Prior to under -taking
a major project such as this, Public Works staff reviews the roadway segments for other
needed improvements, including any needed utility work, curb, gutter and sidewalk
replacement, ADA compliance, bicycle or pedestrian needs, updates to roadway
signage and markings, and landscaping. Additionally, staff considers the operation and
accident history of the roadway for potential traffic calming improvements.
Over the past years, staff received comments from concerned residents associated with
speeding and traffic incidents on Bayside Drive. This concern was validated during
review of the accident history on this segment of roadway, noting multiple incidents
where vehicles left the roadway, colliding with parked vehicles, trees, landscaped areas
and homes along Bayside Drive. This was consistent with what the residents voiced at
the community meetings and expanded upon their shared concerns about excessive
speeding and speed -related incidents. Although police report data indicates many
incidents were largely related to driver impairment or error, staff has determined the
roadway could benefit from improvements to calm the flow of traffic.
Upon completion of the review, staff determined that several items could be addressed
in the project, including replacement and extension of various sidewalks, bicycle lane
extension, traffic calming features and median landscaping. To better evaluate and
address these items, staff prepared two draft conceptual alternative roadway layouts
that should improve mobility, as well as reduce speeding and traffic incidents over the
current street layout.

As the roadway is scheduled for major pavement rehabilitation work, an opportunity
exists to revise the layout of the facility while efficiently combining the improvement
projects. These two draft roadway enhancement concept plans are ready for review by
the broader community and City Council.
Conceptual Roadway Layouts
During the conceptual design, the project team was able to incorporate multi -modal
improvements, traffic signal rehabilitation and beautification that complement's the
traffic calming features. The concepts are detailed below:
Draft Concept 1 — Reduced Lane Width — Four Lane Facility
Reduced lane widths and strategically place raised landscaped medians to
encourage reduced speeds;
Maintained intersection geometry/capacity at both the East Coast Highway and
Jamboree Road/Marine Avenue signalized intersections;
Install colored pavement in non -raised medians areas to continue median
channelization while allowing for turning movements into residential and business
driveways;
Install new sidewalk on the north side of roadway to close a missing link in the
sidewalk and reduce mid -block pedestrian crossing;
Bicycle lane extension on south side of roadway to maintain a continuous bike
facility;
Drought tolerant landscaping in new medians;
Rehabilitate both the mid -segment Pedestrian and Jamboree Road/Marine
Avenue traffic signals; and
Install new Speed Feedback Signs to advise motorists of their speed.
Draft Concept 2 — Hybrid Two/Four Lane Facility with a Roundabout at the Harbor
Island Drive/Bayside Drive intersection.
Narrow roadway to two -lanes (one lane in each direction) from Coast Highway to
the existing signalized pedestrian crossing (approximately midway through the
segment) to channelize vehicles and provide larger separation between vehicles,
homes, driveways and intersections;
Four -lane facility (two lanes in each direction) between the existing pedestrian
signal and Jamboree Road/Marine Avenue with reduced lane widths and
strategically placed raised medians to encourage reduced speeds;
Maintain intersection geometry/capacity at both the East Coast Highway and
Jamboree Road/Marine Avenue signalized intersections;
Incorporate a new Roundabout at the Harbor Island intersection to reduce
speeds and increase driver attention — thus reducing accident potential;
Install new sidewalk on the north side of the roadway to close a missing link in
the sidewalk and reduce mid -block pedestrian crossing;

Bicycle lane extension on south side of roadway to maintain a continuous bike
facility;
Installation of buffered bicycle lanes to increase separation between motor
vehicles and bicyclists;
Drought tolerant landscaping in new medians;
Rehabilitate both the mid -segment Pedestrian and Jamboree Road/Marine
Avenue traffic signals; and
Install new Speed Feedback Signs to advise motorists of their excess speed.
During the review, the project team observed the roadway during summer months to
ensure the observations reflected the heavier use experienced during the summer
season. In addition to observing the roadway operation, vehicles, pedestrians and
cyclists were counted. The peak hour summer traffic travelling on Bayside Drive in this
segment was counted at 997 motor vehicles. This peak hour volume is lower than
expected and if desired, would allow for one travel lane in each direction to
accommodate for summer season traffic. Using a conservative capacity of 1,600
vehicles per hour, per lane (calculates to a two-lane capacity of 3,200 vehicles per hour,
per lane), the roadway would operate at approximately 31 percent of the available
capacity with the current peak hour summer volumes if two lanes were removed as
depicted in Concept 2.
Additionally, staff reviewed the operation of the proposed roundabout at the Harbor
Island Drive intersection. The observed Average Daily Traffic (ADT) is 12,090 vehicles
per day on the roadway. Per the Federal Highway Administration, a single lane
roundabout can accommodate approximately 20,000 ADT. The project team also
analyzed the performance of the proposed roundabout using the Highway Capacity
Manual method, which yielded a Level of Service of A.
Although both concepts will help to calm traffic and reduce incidents, the hybrid
concept (Concept 2) will provide for a more significant reduction of vehicle speeds and
accident potential. This is achieved through the addition of the roundabout, which is
designed to accommodate operating speeds of 25-30 miles per hour. Additionally, the
single lane and buffered bike lane area allow for a greater separation between moving
motor vehicles and cyclists, pedestrians, parked vehicles, and homes, creating less
opportunity for an incident and more comfort for cyclists.
Initial Community Outreach
After development of the two draft concept layout plans, staff met with home owners
associations for neighborhoods that directly adjoin or take access from this segment of
Bayside Drive. The following neighborhoods were included in the initial outreach effort:
Linda Isle Community Association;
Harbor Island Community Association;
Promontory Bay Community Association;
Beacon Bay Community Association;
Bayside Coves Home Owners Association; and

Promontory Point (The Irvine Company).
Additionally, staff discussed the project with Basin Marine to ensure their large boat
deliveries could be accommodated by either concept.
Throughout the meetings, the neighborhoods expressed their gratitude for being given
the opportunity to discuss the project in the conceptual stage and provided staff with
beneficial feedback. Several communities provided written comments, which are
included in the agenda packet as Attachment D.
In general, the communities are in favor of revitalization of Bayside Drive and improving
safety for the residents and users. However, a larger number of residents were
concerned with potential congestion created by reducing the number of lanes of the
roadway, and difficulties of motorists negotiating a roundabout. With this, the preferred
concept from these communities was Concept 1, which maintains four lanes and does
not include the roundabout.
Promontory Bay residents, whose homes front Bayside Drive, were strongly in favor of
Concept 2 noting the roundabout and lane reduction provided the highest level of
potential speed and incident reduction. This comment is noteworthy as they suffer the
most adverse impacts from speed -related issues and accidents.
In contrast, the Linda Isle residents requested the roadway simply be repaved with the
existing layout and no further improvements made.
The different roadway layout options have different estimated design and construction
costs as well. These rough estimated option costs are detailed below.
Conceptual Alternative Estimated Project Cost
In-kind Roadway Pavement Rehabilitation Only $1,200,000.00
Four Lane Traffic Calming Alternative $1,800,000.00
Hybrid Traffic Calming Alternative with Roundabout $2,200,000.00
As noted during staff's field walk, as well as mentioned by several residents, there could
also be a significant amount of decorative concrete sidewalk replacement on the south
side of the roadway that may be good to include in the work scope. This sidewalk work
has not been quantified or included in this rough cost estimate.
Project design in planned to take plan in Winter/Spring 2017 with construction following
in Fall 2017.
ENVIRONMENTAL REVIEW:
Staff would recommend the City Council find this project exempt from the California
Environmental Quality Act ("CEQA") pursuant to Section 15301 (for repair, maintenance
and minor alteration of existing public facilities with negligible expansion) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.

NOTICING:
Staff has met with resident and HOA's Boards of neighborhoods that directly adjoin and
take access from this segment of Bayside Drive including Linda Isle Community
Association, Harbor Island Community Association, Promontory Bay Community
Association, Beacon Bay Community Association, Bayside Coves Home Owners
Association, and Promontory Point. Additionally, staff has contacted both the big and
little Balboa Island Associations requesting they advise their residents of this concept
plan review meeting as well as put the draft plans on the City Website for review. Lastly
this agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

Dear Mr. Sommers:
The Board of the Bayside Cove Community Association wants to thank you and Mr. Brine for
sharing with us the proposed possibilities for Bayside Drive. We appreciate your reaching out
to us for input on this project. After discussion following your visit, the Board has the following
comments:
Other than some expressed concerns over speed and the use of our driveway as a turn
around spot to gain access to Balboa Island, the Board is not overly concerned with the
status of Bayside Drive as it is. With all the demand there must be for funds, the cost
benefit relationship of each project must be carefully assessed.
No matter what is done with respect to the street, the Board wishes to emphasize the
need for the redo of the sidewalks, particularly in the area of the shopping center and
our complex. The "cobblestone" formed concrete has not held up well and there are
several cracks in the sidewalks. One crack just west of our driveway is several feet long
and at least an inch wide. The City tried to patch it but only made it more dangerous.
The Board also wanted to bring to your attention the volume of traffic at this end of
Bayside Drive is much heavier than the volume statistics you provided for the Drive as a
whole. While Bayside may not qualify as an arterial road overall, our section is quite
busy due to drivers coming down Jamboree Road and turning on to Bayside to either
access the shopping center or to attempt a U-turn to gain access to Balboa island. This
is particularly true during the summer months and holidays and special events.
Of the two proposals you presented, the one which retained the two lanes in both
directions was the most acceptable to the Board. Our concern, as made clear at the
meeting, was that no restriction in the center divider should be placed between
Jamboree and the second driveway access of the shopping center.
The Board unanimously felt the proposal that included the round about was
unacceptable for a number of reasons.
We hope these comments are helpful and that you will consider them in your deliberations and
decision making.

Re: Bayside Drive reconfiguration proposals
Dear Mr, Sommers,
We appreciate that you and Tony Brine took the time Tuesday
evening to meet with some of the Linda Isle neighbors.
I'm sure you left the meeting with a clear impression that we are not
happy with the proposed changes to Bayside Drive, and that the
residents of Linda Isle would prefer that the City of Newport Beach
simply repave the street, rather than reduce lane sizes or number of
lanes.
To reiterate our concerns:
1 — Currently we sometimes must wait more than 5 minutes to exit
our Linda Isle driveway due to traffic in both directions on Bayside
Drive. People trying to exit the "Starbucks" parking lot or the service
station have the same problem with a long time delay to be able to
cross or enter traffic on Bayside. None of the proposed changes will
help alleviate - - but will exacerbate this problem.
2 — Traffic on Bayside Drive is going to significantly increase as the
new restaurant in the Balboa Marina West project begins operations
with their valet service forced (because their parking is not adequate
per city code) to utilize Bayside Drive to get to and from their parking
at the Bayside (Pavilions) Shopping Center. Couple this problem with
the new Back Bay Landing Project and the Newport Dunes Event
Center hotel and convention facilities across Pacific Coast Highway
which have been approved to bring up to 5000 people per event and
we end up with much more traffic on Bayside Drive.

3 — The traffic accident history shows that most of the automobile
accidents have occurred in the late evening, due to the number of
inebriated drivers coming out of 333 restaurant -bar, the SOL
restaurant, and soon to be joined by those from the new Marina West
restaurant -bar. Seems as if a better solution to the traffic accidents
would be to reduce the number of hours these alcohol dispensaries
can stay open - - from 2:00 AM down to 11.00 PM.
4 — Putting in a traffic circle will certainly slow traffic - - but we believe
it will only cause more congestion and increase the number of
accidents.
5 -- None of the changes proposed eliminate the major problem we
have had for years of the car -haulers parking in the median in front of
Linda Isle. This happens multiple times per day!
This is a real traffic problem that is not being aggressively addressed
by the City or Law Enforcement even though we regularly complain to
the Police Department. Some days we have three big rigs parked in
our turn median at one time. See the attached photos, taken
yesterday, for a graphic description of the problem.
6 — Reducing 4 lanes to 2 lanes will only increase the problem we
have of getting in and out of Linda Isle, as with all the traffic funneled
into two lanes, we will have to wait much longer for a break in both
directions.
Our recommendations are to:
A — Reduce the speed limit on the section of Bayside Drive from
Pacific Coast Highway to Jamboree to 35 Mph over the whole
section. Currently it is posted 35 Mph by the Bayside Shopping
Center, and increases to 40 Mph from Promontory Point up to PCH.
B- Install Radar "Your Speed Is" Signs before you enter the curve in
each direction.

My name is Dennis Varga; I own and live at 661 Bayside Drive for 25 years.
I am totally in favor of slowing down the traffic on Bayside Drive! Especially, with the plan that the Newport
Beach Traffic Engineers presented at our special homeowners Bayside Drive Traffic meeting several months
ago. It reduced the number of lanes to 1 in each direction. It also solved other traffic and pedestrian issues.
Reasons:
Too many cars are traveling at highway speeds in both directions all day.
It sounds like we're next to a freeway.
Also, it's very dangerous to get out of our driveways on to Bayside Drive with 4 lanes (2 lanes in each
direction) of cars driving at highway speeds, not to mention the pedestrians and bicycles on the side walk
going in both directions.
I walk my dog at least once a day at 12:30 PM and often see and hear high performance cars making high
speed power runs down Bayside Drive.
Many people driving on Bayside Drive apparently don't expect a traffic light and pedestrians in the cross
walk at the beach. I've seen many cars fly through the cross walk when the light is red and pedestrians are
crossing. We could use more flashing lights and if drivers were slowed down, they may be more aware.
I think that we could also use a sidewalk to the Bayside Shopping Center on the other side of the street from
the beach traffic signal. Now, if we want to cross and walk to the stores, we have to walk in the street (the
bike lane). People from the Promontory Apartments walking to the shopping center all have to walk in the
street.

Bayside Drive is a popular place to park and ride bikes to Balboa Island and other places, we should try make it
safer for them and others in the bike lanes! Slowing down the Bayside Drive traffic may even help with the
traffic jams at Jamboree going on to the Balboa Bridge.

Hello Council members,
Tonight, I attended Council member, Jeff Herdman's town hall meeting and the
subject of Bayside Drive improvements was briefly discussed. The Public Works
Director, Dave Webb, said Bayside Drive is "down to ONE of TWO Plans; a three or
four -lane road configuration." I'm extremely disappointed and concerned to hear
the City council is going back on the previously approved Plan Two, having two
lanes within the residential neighborhood and many traffic -calming features.
could forgo the roundabout (even though, I was sold on this traffic -calming feature
strategically placed where the studies state acceleration begins) and Brad
Sommers, City Traffic Engineer, stated this would "SIGNIFICANTLY" calm traffic
but, I cannot forgo the two lanes, one in each direction with traffic -calming
medians, expanded bike lanes and a side -walk addition going north/west bound
(below Promontory Point apartments).
The recent City traffic survey has the average high speed along Bayside Drive of
66mph and the highest speed calculated at 83 mph! This is a residential
neighborhood with a high volume of pedestrian and bicyclists. Other Newport
Beach residential neighborhoods have a speed limit of 25-30mph. There's a track
record of accidents; motorists crashing into homes, damaging personal property
and injuries resulted.

have attached photos of the most recent accident on April 20, 2017 where the
speeding motorist going north/westbound was distracted, crossed into oncoming
traffic, went over the sidewalk, down into the bike lane and into the lower level
side -walk, and landed four feet from going into the bay! Thankfully, he didn't hit a
pedestrian. I spoke with the driver and he was NOT drunk either. If we have Plan
Two, there would have been a median in this section of the road and it would have
been less likely he could have crossed into oncoming traffic and the sidewalk/bike
path.
have also attached an interesting court case of a similar speeding street where
the City department of transportation was held liable for speeding drivers because
they failed to install traffic —calming measures. In this case, New York's highest
ruling court said it "puts an end the notion that traffic safety improvements should
be subject to debate and contingent upon unanimous local opinion."
Please consider your vote next Tuesday and approve a two lane road within the
residential portion of Bayside Drive (approximately 18 house long/length).
It's a safety issue especially when cars are pulling into and out of driveways, with
high-speed traffic to merge into, many bicyclists and pedestrians to look out for
too. Bayside Drive is used at —16% capacity. There's no reason why it needs to be
four lanes. It's an open speed -way for motorists and highly dangerous for
all. Please think of public safety, think of the junior lifeguards that travel this road
frequently during the summer.

Thank you for signing the petition regarding the changes on Bayside Drive. This is an update regarding
those changes.
The City Council will again discuss possible changes to Bayside Drive at their evening meeting on
Tuesday, May 9 and I would encourage any interested parties to attend.
The options that will be considered are:
1) Do a 6 month trial of 3 lanes on Bayside, with 1 lane from PCH to Jamboree and 2 lanes from
Jamboree to PCH. If this it is felt to be working, it would be made permanent.
2) Keep 4 lanes, but make them narrower to slow down traffic.
3) Keep the original plan to reduce to one lane in each direction and add a roundabout on Bayside Dr. at
the entrance to Harbor Island Dr.
4) Do nothing.
Our concern about the 6 month trial is that there is not a clear cut definition of "success". If the Council
does decide to use this option, it is imperative that an objective parameter be determined in
advance regarding what will define success. Without this, the collective gut feeling of 4/7
councilpersons will define "success" instead.
If you would like to share your input with the council, please feel free to respond to this Email and we
will forward your comments. I would suggest sharing your opinion as to the best option, but as a
minimum, asking that the council define what "success" will look like with option 1 in advance of the

I drive 16th street where they have speed bumps, it seems to keep traffic at 25mps. Also painting traffic
speed on the road as a constant reminder of the speed keeps drivers aware of not speeding. These seem
like low cost remedies. I certainly pay more attention when I see frequent speed limit on the road.

I may have a novel or simplistic view here......
Why not just enforce the speed limit , tightly, every few days and scare the drivers into compliance with
a 35 or 40 mile top speed ... if 200 or 300 folks get tickets for speeding , using radar, they may begin to
comply ... and, in the meantime, revenue is raised for the town...
If not, then you try the single lane , or the roundabout answer

consideration prior to width reduction.
A single lane street is not adequate for the current traffic
especially at peak hours. Turning left out of the shopping center
will be dangerous or challenging and roundabouts in our city
have failed, in some cases were removed.
A three lane temporary street is just a poor compromise - why
take the risk of potential failure and additional cost &
inconvenience to reinstall a four lane street?
Again - keep it simple, four lanes whichever plan works best!

If there is only one lane coming from PCH to Jamboree via
Bayside, all the traffic that now goes onto the island is going to
be back up with the traffic continuing on Bayside. We need
Bayside to be a direct route with two lanes both ways. It serves
a purpose that PCH does not serve. The businesses would suffer
if the traffic is redirected which is what you are proposing to do.
Why change it to only one lane, in either direction? Lower the
speed limits, put in camera and note that tickets will be given to
speeders, and leave the road as it is for those of us who safely
drive it as it should be driven. The road is too needed as it is to

my earlier comment, I have seen this done in another city and no one is happy about the change. It was
expensive and added to traffic. What I see in this community are people spending money ignorantly! I.E.
A park with no parking, a monument costing thousands of dollars stating you are in the city. How many
of these do we need around town? Glad I haven't paid taxes here for vary long I'd be going nuts.

Jamboree to PCH on Bayside Drive about 6 or 7 times a day for the past 25+ years. Bayside Drive is 100%

To Whomever It May Concern:
I feel that neither option 1 nor option 3 are acceptable since both would result in making the most
dangerous section of Bayside Drive only one lane each way!
The majority of Bayside Drive accidents (and all fatalities) have occurred from PCH to Linda Isle. (This
short distance of Bayside Dr. has 7 busy entrances/exits !).
On 11/22/2016, the City Council acknowledged this critical area by instructing the City to work on a
design for one lane each way EXCEPT for PCH to Linda Isle, which would remain two lanes. BUT the City
Engineers found that there was not enough distance from Linda Isle to the proposed Roundabout to
safely transition from two lanes to the one lane required by the Roundabout.
However, it is still imperative that PCH to Linda Isle remain two lanes each way.
Because of the above, I can only support option 2 or option 4, as the others would definitely make
Bayside Drive more dangerous than it is now!

I can't believe that "Team Newport" is not attacking this proposal! The street is in
good shape, was resurfaced not too long ago, and needs no upgrades. I applaud
the recall of the Corona Del Mar Library. Why do we need a library substation in
CDM when Oasis and the central Library are so close. You are talking about
opening up Coast Highway through Miracle Mile, yet you spend your time and
money on non events like Bayside Drive.
I have driven through streets like Irvine Blvd in ? (Costa Mesa/ Newport)
between Dover and University and wondered "What the Hell". Why are they
spending all this money on something that does nothing for anybody.
Speaking of Dover, the extension into Costa Mesa on 19th Street seems like an
exercise in futility. What are they trying to do? A lot of money to do what?
