FOR THE CITY OF NEWPORT BEACH
SUBSTANTIAL AMENDMENTS TO THE CONSOLIDATED PLAN (2015-2019),
ACTION PLAN (2015-2016) AND ACTION PLAN (2016-2017)
NOTICE IS HEREBY GIVEN that on Tuesday, May 9, 2017, at 7:00 p.m., a public hearing will be conducted in the City Council Chambers at 100 Civic
Center Drive, Newport Beach. The City Council of the City of Newport Beach will receive public comments and consider the following:
Draft Substantial Amendments to the 2015-2019 Consolidated Plan, 2015-2016 Action Plan and 2016-2017 Action Plan. The Consolidated Plan
is a five-year strategy for the investment of Community Development Block Grant (CDBG) funding. The Action Plans are grant applications to HUD for
the first and second of five fiscal years covered by the City's current Consolidated Plan. The purpose of these amendments is to 1) modify the
Consolidated Plan to eliminate Priority Need 5 – Commercial Fagade Improvements; 2) to eliminate Strategic Plan Goal 6 – Commercial Facade
Improvements, and 3) to update anticipated resources to recognize $995,802 of net proceeds and program income received during the 2016-2017
program year that will be allocated as part of the 2017-2018 Action Plan. The amendment to the Action Plan (2015-2016) cancels the Commercial
Fagade Improvements activity ($125,320). The amendment to the Action Plan (2016-2017) cancels the West Newport Recreation Facility activity
($100,831).
NOTICE IS HEREBY FURTHER GIVEN that the publication of this notice commences a minimum 30 -day public review period as required under Federal
Regulation 24 CFR 91.105(b)(2) and the City's Citizen Participation Plan. This public review and comment period begins April 7, 2017, and runs
through May 9, 2017. The public is invited to submit written comments on the draft substantial amendments to the Community Development Department
no later than 4:00 p.m. on May 9, 2017. Copies of the draft substantial amendments will be available for public review on the City's website at
http://www.newportbeachca.gov/CDBGreports and at the following locations:

NOTICE IS HEREBY FURTHER GIVEN that the approval of the draft substantial amendments is categorically exempt pursuant to Section 15301, of
the California Environmental Quality Act (CEQA) Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have
a significant effect on the environment.
ACCESSIBILITY TO MEETINGS AND DOCUMENTS
It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act (ADA) of
1990 and the ADA Amendment Act of 2008, the Fair Housing Act, and the Architectural Barriers Act in all respects. If you require public documents in
an accessible format, the City will make reasonable efforts to accommodate your request. If you require a disability -related accommodation to attend
or participate in a hearing or meeting, including auxiliary aids or services, please contact the City Clerk's Office at least 72 hours prior to the meeting
at (949) 644-3005.
All interested parties may appear and present testimony at the public hearing in regard to this application. If you challenge this project in court, you may be
limited to raising only those issues you raised at the public hearing or in written correspondence delivered to the City, at, or prior to, the public hearing. The
application may be continued to a specific future meeting date, and if such an action occurs additional public notice of the continuance will not be provided.
The immediate Friday prior to the public hearing the agenda, staff report, and documents may be reviewed at the City Clerk's Office, 100 Civic Center Drive,
Newport Beach, California, 92660 or at the City of Newport Beach website at www.newportbeachca.gov. Individuals not able to attend the meeting may
contact the Planning Division or access the City's website after the meeting to review the action on this application.
