Staff Report, page S16-4, just before "ENVIRONMENTAL REVIEW:"
"As of the date of this report, AWG has signed off on the
amendment to the Agreement (they did so in early May, 2017).
SPON has not yet done so; however, SPON is expected to approve
the amendment. The County expects to approve the amendment at
the June 6, 2017 meeting of the Board of Supervisors."

Whoever expects SPON to approve may be disappointed. At the
SPON Board meeting last Friday, about an hour and a half went
into discussion of SPON's appropriate position, and of an accurate
v. -ay of expressing that position. The result was to keep the same
YVording as was adopted a month earlier:
"SPON is not prepared to sign the proposed amendment to the,
Settlement Agreement due to concerns that the change could
potentially result in an increase in the number of flights."
