A. CALL TO ORDER—The meeting was called to order at 3:30 p.m.

D. PUBLIC HEARING ITEMS
ITEM NO. 1 433 Goldenrod AvenueTentative Parcel Map No. NP2017-002 and Coastal
Development Permit No. CD2017-031 (PA2017-012)
Site Location: 433 and 433 '/2Goldenrod Avenue Council District 6
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application was for a
tentative parcel map and associated Coastal Development Permit. Ms. Westmoreland described the zoning,
stating that the new duplex would be constructed pursuant to zoning and building code requirements. The
tentative parcel map would allow each unit to be sold individually as condominiums, and no waivers of Title 19
standards were proposed. Ms. Westmoreland stated that the parcel map would conform to the requirements
of Title 21, the City's Local Coastal Implementation Plan. The project site is not located between the nearest
public road and the sea or shoreline. Staff recommended approval of NP2017-002 and CD2017-031 and
provided a resolution with findings.
The Applicant's representative, James Buzz Person, on behalf of Goldenrod Properties LP, stated that he had
reviewed the draft resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
ITEM NO.2 308 Fernleaf Avenue Tentative Parcel Map No. NP2017-007 and Coastal Development
Permit No. CD2017-020 (PA2017-052)
Site Location: 308 Fernleaf Avenue Council District 6
Melinda Whelan,Assistant Planner, provided a brief project description stating that the request is for a tentative
parcel map for two-unit condominium purposes and that a single-family dwelling has been demolished and a
new two-unit dwelling is currently under construction. No waivers of Title 19 are proposed and the map would
allow the units to be sold separately. Ms. Whelan added that the map also requires the approval of a Coastal
Development Permit pursuant to Title 21 Local Coastal Program Implementation Plan of the Municipal Code.

Ms. Whelan continued that the project would comply with all Municipal Code requirements including Title 21.
Due to the increase in the number of units, a condition is in place to assess a park fee prior to recordation of
the map. Ms. Whelan concluded that staff was able to make all of the required findings and recommends
approval to the Zoning Administrator.
Applicant Buzz Person, on behalf of the owner, Fernleaf Project LLC, stated that he had reviewed the draft
resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
ITEM NO.3 400 Jasmine Avenue Tentative Parcel Map No. NP2017-008 and Coastal
Development Permit No. CD2017-021 (PA2017-053)
Site Location: 400 and 400%Jasmine Avenue Council District 6
Melinda Whelan,Assistant Planner, provided a brief project description stating that the request is for a tentative
parcel map for two-unit condominium purposes and that a single-family dwelling has been demolished and a

Melinda Whelan,Assistant Planner, provided a brief project description stating that the request is for a tentative
parcel map for two-unit condominium purposes and that a single-family dwelling has been demolished and a
new two-unit dwelling is currently under construction. No waivers of Title 19 are proposed and the map would

ITEM NO. 5 Annual Review Uptown Newport Development Agreement No. DA2012-003
(PA2014-039)
Site Location: 4311-4321 Jamboree Road Council District 3
Rosalinh Ung, Associate Planner, provided a brief project description stating that this is an annual review of
Development Agreement for Uptown Newport Planned Community for the development of a mixed-use
residential project consisting of 1,244 residential units, two one-acre public parks, and 11,500 square feet of
retail uses. The DA became effective on April 22, 2013. The term of the DA is 15 years, and has two, 5-year
extension options. The earliest expiration could be in 2028. The staff report contained a list of past
considerations and approvals for the entire development including a summary of construction-related activities
for Phase 1 development. To date, no public benefit fees or park in-lieu have been paid as permits for the
Phase 1 apartment project have not been issued. After reviewing the attached annual report and applicable
documents, staff believes that the applicant is in good faith compliance with the terms and conditions of the DA
and First Amendment.
Applicant Tom Bitney, on behalf of Uptown Newport, LP, stated that he had reviewed the staff report and
concurs with staff recommendation.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved

The hearing was adjourned at 3:39 p.m.
