Brown, City Clerk TITLE: Annual Appointments to Boards and Commissions ABSTRACT: The annual vacancies on the City's Boards and Commissions will occur on June 30, 2017. The process to fill the vacancies is provided in City Council Policy A-2 (Board, Commission, and Committee Appointments), City Charter Section 702, and the Maddy Act. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Make appointments to the Boards and Commissions from the nominees listed below as ranked by the City Council Ad Hoc Appointments Committee. All new terms will be effective on July 1, 2017, with an expiration date of June 30, 2021, except for the unscheduled vacancy on the Building and Fire Board of Appeals which will expire on June 30, 2019, and the unscheduled vacancy on the Harbor Commission which will expire on June 30, 2018. Richard McNeil FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The above nominees were confirmed by the City Council at the June 13, 2017 City Council meeting. Nominees were selected from applications received and on file in the City Clerk's Office. Copies of all the nominees' applications were included with the agenda packet of June 13, 2017, and are attached for your review. 9-2 Annual Appointments to Boards and Commissions June 27, 2017 Page 3 All new terms will be effective on July 1, 2017, with an expiration date of June 30, 2021, except for the unscheduled vacancy on the Building and Fire Board of Appeals (James Anderson's seat) which will expire on June 30, 2019, and will be eligible to reapply for their respective seat to serve for a full four-year term; and the unscheduled vacancy on the Harbor Commission (Doug West's seat) which will expire on June 30, 2018, and will be eligible to reapply for their respective seat to serve for a full four-year term. Appointment Process Pursuant to City Council Policy A-2, appointments to the Boards and Commission will take place in the following manner: A. The City Council will vote on all appointments simultaneously via paper ballot. The City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the City Council will cast the appropriate number of votes for Boards and Commissions on the paper ballot. To be appointed, an applicant must receive at least four votes. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The outstanding library system of the City of Newport Beach is its number one cultural resource. Our city's libraries add an envied dimension to residents and visitors alike. I would be grateful to contribute my time and experience to the libraries' success and the growth of Newport Beach's culturally enriching library system. From my youth, my imagination, dreams, and future success all started with Washington D.C. City libraries. I learned the value of the administration of effective policies in complex assignments as a program manager at the Boeing Company and in creative processes as an advanced technology manager at Northrop -Grumman. "The arts are the best insurance policy a city can take on itself." —Woody Dumas, former Mayor of Baton Rouge Beyond providing "free" arts events, selecting sculptures or other art for city loan, deciding where a bench shall be placed or booking musicians for summer Concerts on The Green, Arts Commissioners must demonstrate the skillset and willingness to effectively consult with the Arts Foundation on a "Revised Master Plan" that will create an ongoing flourish of community engagement with the arts for our own city, through enhanced community volunteer and donor participation. Below, is a mix of thought-provoking statements, quotes and some of my visions for involvement, should I be given the honor of being appointed as a City Arts Commissioner. 1 of 4 9-27 REVITALIZATION OF THE ARTS FOUNDATION • Consult with a well -seasoned "Foundation Consultant" to work with the Arts Commission and City Council Members in appointing one key full time employee who would manage a newly appointed "Foundation Team". This firm would assist in laying out a "Revised Master Plan" with attainable short and long-term milestones for harvesting a robust and ongoing flow of funds for the Arts Foundation well into the future. Perhaps through corporate or individual philanthropy, we could eventually have a "Center for the Arts" building. Pick up any local magazine or newspaper to see ways in which the vast existence of wealth among Newport Beach residents and businesses alike here in Newport Beach are making a difference with their volunteer donations and endowments to certain charitable organizations. Chances are the Arts Foundation can more fully tap into this pool of citizen resources within the community, asking them to participate in the support of their own City's Arts Foundation. We all know the saying "ask and you shall receive". "The innovative cities of the coming age will develop a creative union of technology, arts and civics," —Sir Peter Hall, renowned geographer and authority on the economic, demographic, cultural and management issues facing cities EDUCATE NEWPORT BEACH BUSINESSES AS WELL AS RESIDENTS ABOUT THE ARTS COMMISSION AND ARTS FOUNDATION through a brief but well thought out printed piece for mailer and handout, describing its purpose and importance for citizen donorship. Include a brief survey and opportunity for specific comments/suggestions. • Consult with a PR firm to put together a short film that talks about the Arts Commission and Arts Foundation, explaining how the growth and success of our Arts Programs are reliant on individual donations from our community members. This film would be presented just before the Concert on the Green performances and special guest speaker events. • Launch a useful Arts Commission / Arts Foundation website and include a page that allows on-line donations. • Become active with Social Media. • Ask local Prominent Businesses for endowment participation ... they expect this. • Ask residents to donate. Layout simple and convenient options for citizens to donate any amount, any time. Options could be to make Annual, Quarterly or Monthly Pledges; even simply donate on an unscheduled basis as they wish. • When was the last time the City of Newport Beach sent a mass mailer to all its residents, explaining how the many "free" arts events provided throughout the year is costly and cannot be solely supported through City funds, but rather must rely upon private donations? • The best time to ask anyone for a donation is when he or she is enjoying direct benefits of doing so. Throughout the year at every "free" arts event, the Arts Foundation should have a means for individuals to donate right there at the event, and have printed handouts that show options for making donations. • Open an Arts Foundation Boutique staffed by volunteers, in a small assigned ground level space on the City Hall grounds, where local artisan and city branded goods would be sold. 2of4 WFW "in my own philanthropy and business endeavors, ) have seen the critical role that the arts play in stimulating creativity and in developing vital communities.... the arts have a crucial impact on our economy and are an important catalyst for learning, discovery, and achievement in our country." —Paul G. Allen, Co -Founder, Microsoft LAUNCH A STRONG YOUTH PARTICIPATION CAMPAIGN by offering a free Student Membership arm of the Arts Foundation. Junior and High School as well as College students would be eligible for membership, as long as they fulfilled a certain amount of volunteer work at arts events as well as direct participation with fund raising. • The focus of student participation would be those active or interested in the arts - music, dance, and all other forms of fine arts. • Engage leaders from The Newport Mesa Unified School District (NMUSD), to help develop a Program that would specifically put together fund raising performances and art fairs for community attendance. Karen Yelsey, President of NMUSD Board of Education is a long time friend of mine. I believe I could actively enlist her to offer guidance as to the best means of presenting the Student Membership concept to Schools' faculty and students, in order to maximize interest and participation. • Student participation will instill in them, the importance and value of supporting the Arts Foundation of our city, and likely inspire parents to be volunteers and donors. "The arts are an essential element of education, just like reading, writing, and arithmetic... music, dance, painting, and theater are all keys that unlock profound human understanding and accomplishment." —William Bennett, Former US Secretary of Education OFFER AFFORDABLE OPPORTUNITIES FOR LOCAL SMALL ENTREPRENUERS TO SUPPORT THE ARTS FOUNDATION • Publish a Quarterly Arts Commission Guide with the Arts performances, exhibits, special guest lectures, etc. Solicit local artists and businesses to advertise in this publication. • Encourage local artists to donate their time for art classes/demonstrations and charge for attendance. The proceeds would go to the Arts Foundation. • Rather than pay for artists to lend their works of art to the City, allow artists to rent space from the City. After all, when an artist's work is displayed in a City Park or a wall within the Library or City Hall, it is no different than a Billboard Advertisement for the Artist to attract business. The proceeds of this would be turned over to the Arts Foundation. • Ask local Artists to hold fund raising events at their Galleries to benefit the Arts Foundation. • Engage local businesses (large and small) in holding fundraisers to benefit the Arts Foundation. �tlffrll 9-29 SHOW GRADITUDE TO THOSE WHO GIVE • Assign "Donor Walls" outdoors at the City Hall, where donors' plagues can be placed in Donor Level Sections (using flower names, metals, etc. to designate donor levels). • Hold annual ticket donation "Citizens for the Arts Gala" where outstanding donors are given special recognition. It would focus on corporate, private wealth endowments, and any other outstanding donors. A Dinner and Dance event, with donated Silent and Live Auction items that are created by local artisans only and open for all citizens to attend. • Give Annual Awards recognizing outstanding local artists, students, volunteers and donors. • Send a letter of thanks for every donation made ... let them know how much it means. I am unclear as to what the City Council Members feel qualifies an individual to be chosen as an Arts Commissioner. However, I view this position as a very important voice for the citizens of our community. I also consider it an enormous responsibility to constantly engage with the private citizens of our city. If appointed as Arts Commissioner, I vow to help instill a deeper relevance and connection to the arts among the citizens of Newport Beach. I will work to close the void that has slowly over time developed here in our City, When it comes to community interest and perceived value for the arts through- attaining greater citizen donorship and volunteer participation.
