City Responsibilities ➢Local agencies are responsible for implementing a commercial and organics recycling program and for documenting that AB 341 and 1826 requirements are being met. ➢The City is required to annually report to CalRecycle the hauler collecting at each location, where the material is being disposed/processed, and whether or not the applicable waste stream is being diverted. City Responsibilities (contd� ➢The City must ensure that there is public education and outreach on an annual basis to businesses. Proposed Conditions in New Franchise: All Haulers ➢Increased penalties for failure to accurately and timely complete required reports. ➢Franchise term to be reduced to three (3) years in length, with the possibility of two one-year extensions if hauler is successfully meeting all the conditions of the franchise. Proposed Operational Improvements Under New Franchises City staff from CM's Office, Police, Public Works, and Municipal Operations Departments have been working with a Bicycle and Pedestrian Safety Committee to consider options to limit conflicts with existing uses.
