test of the filth Newport citiiens hold in the future of
their COt'IUIJUnity. Passage of the bonds is essential 11
Newport Beach is to meet ita responsibilities that come
band ln band with the advantages of growth and econ-
omic expamloo.
All too often in impoverlabed 1chool distrtcta
throughout Calllornla, this hu been the tragic pattern
forced upon educators who muat re1J on state aid or
federal doles. Frequently state and f~ dictum.s slow
the flow of construction money. School housing lags and
students suffer loss of educational opportunity in crowd-
ed classrooms.
Briefly, the voters are being asked to authorize a
P .5 mlllion bond measure to build more classrooms.
Fund.a from the bonds will buy a site and pay for buiJd-
lng a school immediately on the westerly side of Upper
Newport Bay. Additional money Is provided to buy
another campua and build a school on the easterly aide
of the bay and assure purcbue of a third school location
to match future growth.
Fortunately, Newport Beach does not have an im-
poverished school district. In tbe put Newport people
have demonstrated willingness to accept the responsl-
bilJhes as well as enjoy the advantqea of grass roots
local control. Our clmens can be proud of this record.

fessional 1ehool plannen hired oy the district, con-
clude that exlsting dlltrlct acboolJ have been expanded
to all practical limit.a consistent wilh providing an ef.
fident educational prognm.
Now, once again, Ne~rt BNCb la asked to meet
its school housing needs with action on the local level
Leaders of business and induatry, who Wlll pay a
significant share of the bond COits, have endorsed the
June 2 bond measure through action of the Newport
Harbor Ch.1mber of Commerce Board of Directors. The
Orange Coast League of Women Voters also endorsed
passage of the bonds after carelul study.
The bonds, of course, don't come free. An analysis
ol the costs, however, has calcuJated the expense for the
family that owns a home o! $34.000 fair market value.
The bonds will increase taxes on such a homt about
$12 a year, or four cent.I a day.
Unless fund.a are made available now to build
clulrooJDJ. Newport Beach elementary school children
face overcrowded conditionJ or half-day schooling sub-
.equent to the 1G6U5 school year.
