occur, it would be far belteT to put tbe capital punish·
ment issue on the ballot, present the facts as far as they
can be developed on both sides ol the case, and let the
voters decide the issue.

ernor's problem would be simplified. He would be re-
lieved of tbe agonizing decisions involving human lives,
